Chiho (Chihoese: 千穂), officially the Chihoese Commonwealth, is a country in North Ameriga. The country is bordered by the Ozyrnia to the west, and the Metic Ocean to the east. Chiho is a unitary parliamentary republic consisting of ten provinces and two special administrative regions, with a president serving as the head of state and a prime minister serving as the head of government. The country is home to approximately 32.4 million people. Chukyo is the capital of Chiho and the third largest city, while Niihama is the most populous city in the country.

Chiho is a regional power and a developed mix-market economy. Its economy is ranked 17th in terms nominal GDP, and 15th in terms of nominal GDP per capita. Chiho is a member of the World Society and the Commonwealth of Nations.

Etymology [edit]


The name "Chiho" comes from two old Chihoese characters meaning "a thousand ears of grain". The name is said to be attributed to a region of coastal plains in what is now the provinces of Mizuho, and Niihama.

Chihoese Revolution and Civil War

In 1889, the Chihoese Revolution, also known as the Commoner's Revolt, brought an end to the nearly half millennia long rule of the Imperial Chihoese state and brought about a new era political and social change. The revolution came about from nearly two decades of turmoil and societal upheaval. Tensions had reached a breaking point during the 1882 Consultative Assembly, where negotiations broke down between the monarchist and republican factions. Various republican groups and sympathetic army units would rise up in revolt following the failure of the negotiations and political reforms. The Hamasaki Uprising in April of the same year, marked the beginning of the revolution, and a wave of similar uprisings and civil unrest in general. By late-1883, the Imperial government had tenuous control of the south and southeast of the nation. Armed groups, republican and others alike, had seized army depots and armouries in the countryside, as well as many significant cities. Fearing unrest and revolt in the capital, the Imperial government would not send out the professional Unified Army to quell the situation in the south until the spring of 1884. Prior to 1884, Imperial authorities largely relied conscripted forces and local loyalist militias with limited success.

Military rule

In 1965, General Yosuke Abe launched the November 24th Coup d'état. He, along with a significant portion of the army general staff, were dissatisfied with what they referred to as the "corrupt and inept" post-imperial government. After quelling loyalist elements in the outlying territories and the conclusion of the navy standoff, Abe was appointed President and established the National Unity and Reconstruction Authority (NURA), which supplanted the now suspended Parliament. NURA dissolved the office of the Prime Minister and granted the President its powers and responsibilities, and declared a period of indefinite national emergency. Following a summer of deadly pro-democracy protests in 1973, Abe reversed the suspension of Parliament and transitioned the military NURA government to a nominally civilian government led by the successor to NURA, the National Unity Party. The National Unity Party (NUP) was granted all 300 seats in Parliament under guise of "political oversight" and "national harmony". In 1984, President Abe resigned at the urging of senior military and NUP officials, and would be succeeded by the moderate NUP MP, Nobu Yamazaki.

Upon taking office, President Yamazaki promised a end to the period of political oversight within a decade, and met with pro-democracy activists. By 1987, political reforms had reached a point where there was tangible process towards the full restoration of democracy; previously banned political parties were allowed organize and to take part in political process, and all jailed democracy activists were released. In 1990, Yamazaki issued the "Iruma Declaration", which stated that full democratization was to take place in a years time. Furthermore, he announced that he would not be running in the first free president elections since 1965. Leading opposition leader and democracy activist Takahiro Arikawa would secure victory in the 1992 presidential elections.

Contemporary Era

On June 15, 1992, Chiho held its first democractic elections since the beginning of military rule. Takahiro Arikawa, a prominent democracy activist, was elected as President. In the now restored Parliament, eight parties from across the political spectrum formed a coalition government. The coalition government, under the direction of Prime Minister Ryouta Suzuki, began work on a slew of politcal reforms aimed at strengthening Chiho's system of parliamentary democracy.

In 2020, the Civil Democratic Party along with its coalition partners, secured a larger majority in Parliament.

The Winter Coup

In 2022, amid growing political turmoil and general civil unrest, a group of army generals led a coup d'état during a November session of Parliament. Units from the Northern Area Army and Central Area Army, already in the capital area to maintain order during a period of civil unrest, quickly subdued the capital's garrison and resisting police units. The arrest of the Prime Minister, as well as the majority of the sitting members of Parliament, sealed the fate of the civilian government.

Following the coup d'état, the military established the Committee for Restoration, an interim replacement for the elected Parliament consisting of high-ranking military officials and bureaucrats. On December 3 of the same year, the Committee expanded martial law to encompass the entire country in order to bring civil unrest and anti-coup protests under control. In 2023, the military government took various measures to restructure the economic and political system of the country. Key among the structural changes were an increasing level of cooperation at all levels, between corporate entities and the government. These structural changes led to a period of strong economic growth, and the formation and consolidation of the modern system of conglomerates or zaibatsu.

Geography [edit]


Chiho is located in the northwest of Randalore, primarily on the island of Kameshima and the Fuyumatsu peninsula. With the Nerus Strait to the west, Sea of Chiho and mainland Randalore to the east, and North Randalore Sea to the north, Chiho spans approximately 379,648 km². The western most point of Chiho is Ranshima in the Hanashima island chain, the northern most point is Jinju Island off the coast of Fuyumatsu Province, the eastern most point is the Kadogawa peninsula in Myodo Province, while the southern most point lies in Takeoka in Kumiho Province.

Mountains form of the central spine of Kameshima and the western portion of the Fuyumatsu peninsula. Located on the border of Fujiawara and Mizuho provinces, Mount Shinken is the highest point in Chiho at 4,271 m. At 10 m below sea level, the Geumo Lake basin straddling Kumiho and Mizuho provinces is the lowest point in Chiho. Formed by retreating glacial formations, the basin and surrounding river valleys contain some of the most fertile and nutrient rich farmlands in the country.

Climate

The climate of Chiho is predominately temperate and mild, with a humid continental climate being the most widespread. The average highs and lows range from 30 °C to -20 °C.
Northern Chiho, consisting of Fuyumatsu, Tomori, and Myodo provinces, has a predominantly hemiboreal climate type. Summer temperatures typically average between 20 °C and 25 °C, while winter temperatures are generally within the 0 °C to -10 °C range. Precipitation generally falls between mid-autumn to late-spring, with significant snowfalls being a fairly regular occurrence during the winter and early-spring months.

Chiho is a unitary parliamentary republic. The head of state is the president, who exercises executive powers within the framework of the constitution. The role of president is largely ceremonial, as the majority of power resides with Parliament and the Prime Minister. The prime minister is the head of government, and is appointed by the president to the leader of the party that is able to form government in the country's unicameral legislature, the Parliament of Chiho. The Cabinet, headed by the Prime Minister, consists of members of parliament who are appointed to the position by the president on advice from the prime minister.

The president is the head of state of Chiho and is the commander-in-chief of the Chiho Defence Forces. The president is directly elected by plurality voting for a four year term. Presidents are limited to serving a maximum of two terms and must not be a member of any political party. The current president is Ryoko Abe, who won 68% of the popular vote in the 2076 Presidential Elections.

Parliament is comprised of 320 Members of Parliament (MPs), who are elected in general elections through an instant run-off voting system to represent their single member electoral districts. Members of Parliament are elected every four years according to a set election schedule, or in rare instances, during snap elections. The centre-right Nationalist coalition, led by the Nationalist Party, currently forms government. The coalition, headed by Prime Minister Yuko Hayashi, has 178 seats in Parliament; consisting of 164 Nationalist MPs, 12 Justice MPs, and 2 Independent MPs.

The current constitution was adopted in 2049, following a nearly four decade period of military rule. The new constitution abolished the post-revolution Republic of Chiho and replaced it with the current Chihoese Commonwealth, whereby the role of President was greatly diminished in favour of a strong and resilient parliamentary system. Although Chiho has a healthy multiparty democratic system of government, doubts remain on the resiliency of democratic institutions as the periodic backsliding of civil rights remains an issue, as well as the prevalence of corruption among some high-ranking government officials.

Administrative Divisions

Chiho is divided into ten provinces, two special administrative regions, and one special city. Each province is overseen by a legislative assembly and a directly elected governor, and is granted limited autonomy by the central government, with responsiblities in all areas of administration except for defense and foreign affairs. The sole special city, Chukyo, is under the direct administration The country's two special administrative regions enjoy a high degree of autonomy from the central government; both regions are holdovers from the period of military rule, when they were under exclusive corporate administration.

Chiho maintains diplomatic relations with ___ countries, and is a member of the World Society. Due to the precarious security situation following the Great War, Chiho had maintained a policy of armed neutrality and refrained from joining regional or international organizations until the mid-1980's. Following democratization, Chiho began exercising a more proactive foreign policy which culminated in the country joining the World Society in 2024.

Chiho is a member of the Commonwealth of Nations, and maintains close economic and military relations with Hansopol.

Military

The military of Chiho is known as the Chiho Defence Forces. The CDF consists of three service branches, the Chiho Ground Defence Force, Chiho Naval Defence Force, and Chiho Air Defence Force. The commander in chief of the Chiho Defence Forces is the President of Chiho. As of 2080, the Chiho Defence Forces had 328,794 professional military personnel on active duty.

Chiho has a period of mandatory military service known as National Service. All able-bodied males and females at the age of 18 must serve for a period of one to two years.

The Chiho Ground Defence Force is the largest branch of the CDF, with approximately 203,650 active duty personnel.

Economy [edit]


Chiho has a highly developed mixed market economy and is the world's 17th largest economy in terms of nominal GDP. State-owned enterprises, known as "state chartered corporations", play a significant role in the country's economy. As of 2079, state chartered corporations contributed as much as 40% of the country's annual GDP.

Chiho's main exports include services, electronics, and industrial products.

Over the last century, the Chihoese economy has transitioned from a resource driven economy to a service and manufacturing based economy. Although the transition has remained uneven thusfar, with northern regions still having their economies reliant on resource extraction for the most part.

Energy

Approximately 68% of Chiho's electricity needs are met domestically through renewable sources, primarily through hydroelectric dams and nuclear generation facilities. Of the remaining 32%, a vast majority is generated through natural gas-fired power plants. Chiho has significant proven reserves of natural gas in northern Chiho and offshore in gas fields in the Fuyukuchi Sea.

Rising energy consumption due to economic and population growth has become an increasing problem for Chiho since the beginning of the century. Strict energy efficiency regulations and the rapid growth of renewables, such as wind and solar, have somewhat lessened the problem, but it remains.

As part of climate change pledges, Chiho and its provinces hope to achieve 80% of its energy needs through renewable sources by 2050.

Chiho has extensive and well-maintained system of highspeed railways and highways connecting destinations all across the country.

Highways in Chiho are broadly categorized into three types; national, provincial, and local. National highways are almost entirely controlled-access expressways with four or more lanes and maintained by the national government, with typical speed limits of 90 km/h or more. Some provincial highways are also controlled-access, but for the most part, are limited-access highways. Local highways are often two lane roads maintained by provinces or delegated regional governments. National highways are generally delineated by the letter N, such as N20 for National Route 20, and provincial and local highways are delineated by the letter P. A few legacy highways such as Circular Routes in Niihama use the letter C, or are known by a name such as the Chuo Expressway. As of 2078 however, the use of lettering has been gradually phased out in favour of numbering only. National highways use square blue shields for signage, while provincial highways use round white shields. The majority of highways in Chiho are maintained through tolls, with the most prevalent system of tolling being based on distance traveled. Tolls are collected through an electronic toll collection system.

Railways are a major means of transport in Chiho for both passenger and cargo traffic. Most rail services, especially the high-speed rail network, are operated by the state-chartered Chiho Railways. Chiho Railways currently operates eight high-speed rail lines with average speeds exceeding 300 km/h, and numerous lower speed conventional passenger and cargo rail lines between most cities and towns in Chiho.

Chiho Airlines is the flag carrier of Chiho and one of the largest airlines in the region. The airline is based out of Chukyo-Harumi International Airport, the second busiest airport in the country, just after Niihama International Airport in the Niihama Metropolitan Area. Other major airlines in Chiho include Air Niihama, Mizuho Airways, and Chiho Northern Airlines.

Science and Technology

Scientific and technological innovation are key pillars in the economic development of Chiho. The period of instability following the Chihoese Revolution and subsequent civil war saw little innovation or research, and was marked by stagnant economic growth. The period of military ruling beginning in the early 1960's saw the fields of scientific and technological innovation take off at the breakneck pace, as the military government prioritized science and technology as a means of achieving rapid economic growth. Today, Chiho is one of the leaders in the fields of science and technology.

Research and development funding has seen steady increases year on year since the 1960's. A significant portion of R&D funding comes from public sources such as the government and the military.

Chiho's national space agency is the Chiho Aerospace Research Agency. It, along with private sector partners, conducts aerospace research, space exploration, and the research and development of rocket and satellite systems.

Demographics [edit]


Chiho is one of the most populous nations in eastern North Ameriga, with a population of approximately 32.3 million as of 2079. Approximately 96% of the population are of Kondoji descent, with the remaining 4% of other or mixed descent.

Approximately 87% of the population lives in urban centres, most of which are located on the western coastline or in the numerous river valleys leading to the coasts. The northern and central provinces are the most populous, while the southern provinces are among the most sparsely populated. The Niihama Metropolitan Area is home to 6.8 million inhabitants, making it the most populated city in Chiho. Other major cities include Shinohara, Chukyo, and Hirasawa, with 1.9 million, 1.5 million and 1.2 million inhabitants respectively.

Language

Kondoji is the official language of Chiho. The Chihoese dialect of Kondoji is a derivative of the Kondoji with heavy influences from the Cho language. Domestically, the Chihoese dialect of Kondoji is known as the Chukyo dialect, and is most widely spoken dialect. Cambrian is a promoted language in Chiho, and is a mandatory language course in primary and secondary schools. Fluency in Cambrian among the population is relatively high, especially since its introduction as a mandatory component in the education system in the 1990's.

Education in Chiho is comprised of primary, secondary, and post-secondary education, and is compulsory until the completion of secondary school. The Ministry of Education oversees education in Chiho, while provincial and local authories are responsible for the delivery of education. Education in Chiho is view as a fundamental stepping stone in life, affording oneself an important opportunity for social mobility. The societial focus on education has led to a competitive environment in the upper levels of the education system, as well as the creation of a highly educated workforce.

Post-secondary education in Chiho is provided by universities, colleges, and technicial schools. Universities typically offer four year bachelor's degree programs and higher degree programs such as master's and doctorate's.
While not fully subsidised, post-secondary education is virtually cost-free for many domestic students thanks to generous general subsidies, program-specific subsidies, and public and private scholarships. The University of Niihama, Chukyo University, and the University of Fujiwara are known as the "Top Three" and are considered the most prestigious universities in the nation.

Health

Heathcare in Chiho consists of a publicly funded universal healthcare system run by government. Provincial governments are responsible for the provisioning and oversight of local healthcare systems, while the central government is responsible for funding and regulatory oversight. The healthcare system is mainly funded through a combination of transfer payments, compulsory savings plans, national health insurance schemes, and cost sharing.

All hospitals and medical facilities in Chiho are run by provincial or local health authorities, with the exception of the Defence Health System. Most provincial health authorities deliver health services through subordinate regional health systems, which operate hospitals and clinics on their behalf. The Niihama Metropolitan Health System is currently Chiho's largest regional health system, serving nearly 12 million residents in the Greater Niihama Area.

Chihoese culture combines influences from the customs and traditions of the majority Kondoji and minority Cho ethnic groups, due to centuries of intermingling and cohabiting. Culturally, the Chihoese are communal peoples and are known for their deep respect for nature and high regard for social harmony. In addition, Chihoese culture has a rich cultural history with art that is strongly influenced by the artistic styles of the three core ethnic groups. Traditional art in Chiho consists of delicate calligraphy, intricate painting, and exquisite pottery. Traditional art in Chiho often depicts the beauty of nature and emphasizes the importance of simplicity and balance. This importance of simplicity and balance is also reflected in Chihoese cuisine. Chihoese cuisine is characterized by its diverse regional variety with heavy influences from local agriculture and the proximity to the sea.

While contemporary Chihoese culture has to an extent formed into a common cultural landscape, the core ethnic groups retain some distinct traditions and customs, such as names, cuisines, and dialects.

Cuisine in Chiho is heavily influenced by its diverse landscapes and climates, and the proximity to the sea. As such, there are many regional variations within Chihoese cuisine, as well as many distinct and unique dishes associated with specific regions.

Media [edit]

Chiho has a diverse and well-developed media landscape, consisting of numerous traditional media formats such as television, radio, and print media, as well as online and social media. The media landscape in Chiho is dominated by what is often referred to as the "3x3 or three by three"; three big corporations leading each of the three major media categories of film and television, music, and news and print media.

In film and television, the big are the Chiho Broadcasting System, Mizuho Broadcasting Corporation, and TV Chukyo. Chiho Broadcasting System is the country's sole public broadcaster, while the later two are privately owned for-profit business entities. The big three produce a variety of animated, drama, sports, and variety programs for domestic and international consumption. Within the past decade, CBS, MBC, and TV Chukyo have begun to increasely produce partnered content with the country's major online streaming platforms, as the popularity of traditional television and holo-device subscriptions have waned.

Print Media [edit]

Print media in Chiho, particularly holo-enhanced papers, remain a visible fixture of an older era of media largely thanks to their popularity in the more affluent coastal cities. Popular newspapers include the Niihama Times, Chiho Post, and the Shinetsu Shinbun.

There are a number major television networks in Chiho. The major television networks include Chiho Broadcasting System, Mizuho Broadcasting Corporation, and TV Chukyo. Chiho Broadcasting System is Chiho's public broadcaster, and is funded primarily through household licensing fees. A majority of Chihoese households own at least one television or television capable device.

Internet access in Chiho is widespread, particularly in urban centres and along the densely populated east coast. More than 95% of the country has access to fast and reliable broadband internet. For the most part, access to internet in Chiho is free and unfiltered. However, recent legislation and the creation of regulatory bodies such as the Media Oversight Agency, have seen a rise in cases of content filtering and accusations of surveillance.

Chiho maintains diplomatic relations with most World Society member states. Diplomacy is a key pillar in shaping and advancing Chiho's national interests abroad.
The Ministry of Foreign Affairs is responsible for managing diplomatic relations, promoting our interests abroad, and providing consular services to our citizens outside of Chiho.

For most of its history, Chiho had enforced a strict isolationist policy and has only opened up to the world in the past few decades. Today, Chiho maintains a large diplomatic corps as part of the country's diplomatic outreach efforts.
