Parliamentary Procedure and Bill Formatting

Parliamentary Procedure

In order for a bill to properly be introduced to the Confederate Parliament, it first must meet the following requirements.


General Procedure

1. Motions, Bills, Law Amendments or Constitutional Amendments must be sent to the Speaker for review before being submitted in order to bring it into compliance with house rules and publishing.

2. Bills have a one week voting period according to the Constitution; however, the author can request that a debating period be set up before voting begins.

3. No large edits or amendments to a bill or motion may be made while being voted on.

4. The Speaker shall arrange the debating period, which may take place on any given day or days, and will allow for edits and other changes.

5. Debating can happen in the Forums. All edits will be made public by the Speaker or the author(s) on the forums.

6. Only small edits to spelling and grammar may be made by the author after debating/when being voted on.

7. Once a vote is made, it may be changed; however, it is asked that the old vote be deleted so as to keep the thread organized and tidy.

8. Votes on bills will be clearly defined as one of the following: Endorsed or Denounced.


Debating Procedure

1. While debating on the forums, any MP may propose an amendment to the bill. It is at the author's full and unabridged discretion to add or disregard the proposal at the end of the debating period.


Speaker Procedure


1. The Speaker shall have the authority to remove any member from the debating chamber or voting chamber if determined to be disturbing the process of the chamber.

2. The Speaker reserves the right, as affirmed by the Constitution, to make minor grammatical, spelling, punctuation or syntax corrections, at any time, to all bills submitted for consideration. He shall, however, inform the author(s) and the Parliament of said changes.
