The Empire of Deharra is a massive, orderly nation, ruled by The Emperor with an iron fist, and renowned for its ban on automobiles, punitive income tax rates, and devotion to social welfare. The compassionate, cynical population of 3.511 billion Deharrans are ruled with an iron fist by the dictatorship government, which ensures that no-one outside the party gets too rich. In their personal lives, however, citizens are relatively unoppressed; it remains to be seen whether this is because the government genuinely cares about its people, or if it hasn't gotten around to stamping out civil rights yet.

The government — a sprawling, bureaucracy-choked, socially-minded, well-organized morass — juggles the competing demands of Law & Order, Education, and Defense. It meets to discuss matters of state in the capital city of The Imperial Citadel. The average income tax rate is 93.0%, and even higher for the wealthy.

The Deharran economy, worth 242 trillion rupees a year, is driven entirely by a combination of government and state-owned industry, with private enterprise illegal. The industrial sector, which is highly specialized, is mostly made up of the Arms Manufacturing industry, with significant contributions from Tourism and Pizza Delivery. Average income is 69,071 rupees, and distributed extremely evenly, with practically no difference between the richest and poorest citizens.

It is illegal for a parent to tell a child to stop eating their boogers, the endangered saltwater humpback horse is only seen in captivity programs, illegal hunting is rife after veganism was recently made compulsory, and nobody ever questions the unquestioned rule that questions must always be asked. Crime, especially youth-related, is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Deharra's national animal is the horse, which frolics freely in the nation's many lush forests, and its national religion is Loyalty to the State.
