Council of Ministers (Executive)

The Council of Ministers (Arabic: مجلس الوزراء) is the cabinet of the United Emirates of Diadochi. It is led by the King, who concurrently holds the title of Prime Minister. The Cabinet consists of the Prime Minister, the Crown Prince, who is Deputy Prime Minister, and cabinet ministers. There are 20 positions within the Cabinet, and currently 19 ministers who sit on it. All members of the council are appointed by royal decree.

The Council of Ministers was established by King Ahmed Al Subaai in 1952. It is responsible for "drafting and overseeing the implementation of the internal, external, financial, economic, educational and defense policies, and general affairs of the state." Legislation must be ratified by royal decree and be found to be fully compatible with the kingdom's interpretation of Sharia law. It meets every Wednesday and is chaired by the King in his capacity as Prime Minister or one of his deputies.

Title Description

    King, Prime Minister - The King acts as the head of state and ruler of Diadochi. The King also holds the title of Prime Minister of the Cabinet, which meets once a week in Jeddah, and Commander-in-Chief of the Diadochi Armed Forces. All Ministers require his authorization for appointment, and all declarations of war, peace, or alliance also require his authorization.

    Crown Prince, Deputy Prime Minister - The Crown Prince is the second most important official in Diadochi, being the heir apparent to the King, and by default the Deputy Prime Minister. The Crown Prince's influence and power varies depending on the King, and can potentially exert significant influence in forming policy. However when the government is dominated by a strong ruler, the Crown Prince may be limited to playing a more marginal or subsidiary role in determining policy.

    Minister of Foreign Affairs - The Foreign Minister is most senior member of the Cabinet, after the Prime Minister. He is generally responsible for all diplomatic visits, and often reports directly to the President.

    Minister of Internal Affairs - The Interior Minister is the second most senior Cabinet member. He oversees the National Police, and all Security Agencies. He also presides over Counter-terrorism operations.

    Minister of Defense - The Defense Minister is the third most senior Cabinet member. He is responsible for maintaining the state of the nations military in both peacetime, and wartime. During times of war, the Defense Minister will usually report directly to the President.

    Minister of Finance - The Finance Minister oversees all Financial matters of state, and is responsible for observing the economy. He also sets the budget, with the permission of HRH the Emir.

    Minister of Energy - The Minister is primarily responsible for the policies concerning oil, gas and natural minerals in the country which is the world's largest holder of crude oil reserves. He chairs the State-ran oil company, ENAPCO (Emirates National Petrochemical Corporation).

    Minister of Justice - Specific duties relate to organizing the justice system, overseeing the public prosecutor, managing parliamentary elections, and maintaining the legal system and public order. The prison system is also under the responsibilities allotted to the Minister of Justice.

    Minister of Education - The Minister deals with federal influence over education policy, and heads the Ministry of Education. The Minister advises the Cabinet on federal policies, programs, and activities related to education in the UED.

    Minister of Health - The duties of the Minister revolve around human conditions and concerns in Diadochi. This includes advising the Cabinet on matters of health, welfare, and income security programs. The Secretary strives to administer the Ministry to carry out approved programs and make the public aware of the objectives of the government.

    Minister of Culture - The Minister is responsible for administering Diadochi's cultural policies and programs. Its responsibilities include organizing cultural events, promoting cultural cooperation, publishing local literature and raising awareness of Emirati culture. As of 2016, the ministry also presides over sport and youth club affairs.
