The Republic of Guatacaro is a massive, environmentally stunning nation, renowned for its compulsory military service, irreverence towards religion, and stringent health and safety legislation. The hard-nosed, cynical population of 2.623 billion Guatacaroans are ruled with an iron fist by the dictatorship government, which ensures that no-one outside the party gets too rich. In their personal lives, however, citizens are relatively unoppressed; it remains to be seen whether this is because the government genuinely cares about its people, or if it hasn't gotten around to stamping out civil rights yet.

The enormous, socially-minded government juggles the competing demands of Defense, Law & Order, and Welfare. The average income tax rate is 57.6%, and even higher for the wealthy.

The sizeable but stagnant Guatacaroan economy, worth 26.9 trillion Caroes a year, is driven entirely by a combination of government and state-owned industry, with private enterprise illegal. However, for those in the know, there is a slick, highly efficient, quite specialized black market in Arms Manufacturing, Uranium Mining, Retail, and Furniture Restoration. The private sector mostly consists of enterprising ten-year-olds selling lemonade on the sidewalk, but the government is looking at stamping this out. Average income is 10,271 Caroes, and distributed extremely evenly, with practically no difference between the richest and poorest citizens.

Military spending is on the increase, the tenet of free speech is held dear, women who walk into the ladies' changing room are accused of being Peeping Toms, and constipated-looking politicians are uptight about potty mouths. Crime, especially youth-related, is totally unknown, thanks to a very well-funded police force and progressive social policies in education and welfare. Guatacaro's national animal is the Bull, which frolics freely in the nation's many lush forests.

Guatacaro is ranked 69,419th in the world and 13th in Greater Dienstad for Most Extreme, scoring 27.57 on the Paul-Nader Subjective Decentrality Index.
