The Republic of Hayes and Harlington is a massive, environmentally stunning nation, renowned for its enslaved workforce, irreverence towards religion, and punitive income tax rates. The compassionate, cynical population of 4.522 billion Hayes and Harlingtonians are ruled without fear or favor by a psychotic dictator, who outlaws just about everything and refers to the populace as "my little playthings."

The government — a sprawling, bureaucracy-choked, corrupt, moralistic, well-organized morass — juggles the competing demands of Administration, Education, and Environment.
