The Chief of each tribe and Chief of State (in Intasia), collectively called the "Web of Chiefs," have lone authority in overseeing the issues of their tribal region. These are the only authorities who vote on key national issues. When deciding on key national issues, each Chief’s vote is worth one tally, while the Chief of State’s vote is worth two (since there are eight authorities, an extra vote is needed to ensure a definitive vote. The Chief of State can also split his or her two tallies on both sides of the issue.)
