The Role Of The Emperor/Empress In Government.

Since the creation of a democratic system, the role of the emperor/empress is as follows;

To hold parliament and to act as head speaker, though they are disallowed to hold any political power themselves, they are, in affect, the head of any and all governments that are elected by the people. They are to be impartial, but do have a vote as a member of parliament.

They are also able to act as a "fail-safe", if, for whatever reason the current government loses favour with the people, they may petition them directly and call for said government to be disbanded and dissolved, this requires a vote of more than 50% in favour of disbanding and dissolving of current government. If more than 50% is achieved they are able to enact their powers and have government thrown out.

The Emperor/Empress is the only person who is able to dismiss a member of parliament, in the event of a party wishing to dismiss a member they must petition him/her to do so. This avoids unfair dismissal.

The Emperor/Empress is the only person that has the power of absolution, though this hasn't been used since the early 1820s'.

In the event of a Empress being elected head, she has the right to claim one (1) item of public property to "own" for the duration of her title, this however is purely ceremonial and hasn't been used since the late 1840s'.

As head of state they are entrusted to keep peace within our country, they must uphold democratic and peaceful relationships both at home and abroad, failure to do so may result in dishonourable dismissal.
