Overview

The Peanu-Butterian empire, commonly referred to as Peanu-Butteria, is a country in Talonia. With a population of approximately... we didn't do any census yet, it is a country. The country is divided into an archduchy, a khanate, 12 free cities, 2 duchies, and one kingdom. Borbagne is the imperial capital of Peanu-Butteria, whereas Zeitstadt serves as the seat of the imperial diet, while Meldov is where the tribes and warriors of Butteria will gather.

It is hypothesized that the ruins beneath the city of Borbagne, a site where bronze-age artifacts is found and many intact buildings of unknown architectural style is located, was the site where the first form of Peanusian civilization is located. However, this site is still undergoing excavation and investigation by the Borbagne Archeological Institute. And so far, there is no conclusive evidence of what the period dubbed as the "Old Borbagne Period" looks like, how it functions, and the reason for its fall.

The Ampoulos dynasty, established in 182BC in response to the threat of the outsiders from the faraway lands of Kalifonia, united the ancient Peanusian people, who called themselves as nutters, into a confederation of tribes. The confederation is one of the few that is well-coordinated in battle, with notable advancements such as the development of signal-fire beacons and early form of script for coordination and defensive purposes. However, the combination of internal tensions and external threats deeply troubled the confederation, leading to internal conflicts within the nutter tribes, most notably, the conflicts between the Nutter tribe of Vos and the Nutter tribe of Reka. The Battle of Tyrsia in 76 BC, where the outsiders of Kalifornia defeated the disoriented and disunified Nutter army, marked a turning point, leading to the total destruction of the first Nutter Confederation, and the Nutter tribes devolved back to warring tribes once more, with many notable cultural and technological advancements lost.

What follows next (76-12 BC) was characterized by non-stop conflicts between the remaining Nutter tribes in the creation of a power vacuum from the destruction of the Nutter Confederation. The era saw the emergence of city-states such as Um and Talmou, which would eventually bring an end to the power struggle and rise as regional hegemons over the lesser tribes and cities. This period also witnessed expansion to neighboring territories, contributing to enlargement of the Peanusian heartland and cultural growth.

Under the Zeit dynasty (162CE-present time), no longer will the Nutters be plagued by conflicts between city-states and warring tribes, Under a single crown, the Nutters is finally united under one authority. The beginning of the reign on the Zeit dynasty also marks the founding of the Eglerism faith, as well as diplomatic envoys being sent abroad and received in the city of Egler. With efforts to consolidate power and expand its influence, military campaigns against neighboring states and tribes have been conducted, which lead to the acquisition of a coastline and the establishment of a navy, fostering trade and cultural exchange with faraway regions through navigation of the sea, though land-based caravans is still more reliable at the time, according to the Chronicles of Mt Egler.

The subsequent fall of the Great Nutter Kingdom (500–693CE) saw the establishment of manorial system as the administrative system of the kingdom have broken down, which leads to isolation between Nutter settlements as the roads were no longer maintained. Fueled by succession disputes and court intrigue, the once mighty Nutter kingdom was broken down into tiny fiefdoms, and the era also saw the start where feudal system begin to form. During this period of history, foreigners come and go pass the divided Nutter duchies and kingdoms, spreading their cultural practices along the way, which leads to the Nutters to slowly adopt the cultural practices of the outsiders. By the end of the period, the language of the Nutters have shifted to the Germanic language group.

The rise of the Holy Nutter Empire (693-1687CE) under Wilhelm von Zeit-Egler marked a period of imperial expansion and jumbled in complex feudal structure. However, the empire's internal power struggles and arrivals of the Butterian horde in 847CE culminated to its eventual fragmentation after the conclusion of the war of the Eglerism reformation, paving the way for the establishment of the Peanusian empire in 1687CE.

In 1737CE, under the treaty of Meldov signed by Emperor Ferdinand von Zeitstadt-Enkelburg and Khagan Tarkhut Altan, a political union between the Empire of Peanus and the Khanate of Butteria was formed, and with that, the rise of the Peanu-Butterian empire.

Etymology

Peanu-Butteria generally refers to the two political entities within the empire; The Archduchy of Peanus and the Khanate of Butteria.

The term "Peanus" originates around the 8th century, during the Butterian invasion of the Holy Nutter Empire. At the time, it is believed that Peanus refers to a march based near the frontier against the Butterian incursion and was based around a castle in Pealmark. It is later spread to include Zeitstadt, Borbagne and the surrounding regions following the creation of the Duchy of Peanus by a junior branch of House Zeit.

The term "Butteria" originates around the 8th century, when Butterian horse nomads from the north invades the Holy Nutter Empire. It is speculated that the term is not what the Butterians identify themselves as, but rather an ancient Nutter term for "Barbarians from the steppes". For reasons unknown, the Butterians start identifying themselves as Butterians, probably as a way to farm salty tears from the Nutters who is getting pillaged by them.

Government

The Treaty of Meldov turned the ratified alliance (Treaty of Borbagne, 1550CE) between the Empire of Peanus and the Khanate of Butteria into a political union after centuries of economic, military, and political integration.

Peanus and Butteria maintained separate legislatures: the Imperial Diet and the Kurultáj. Each legislatures had its own executive government, appointed by the respective monarchs.

The Imperial diet of the Empire of Peanus was based in the city of Zeitstadt. It is divided into 2 houses: The Bundesrat and the Reichstag. The Bundesrat and is represented by aristocrats and landed clergymen from all over Peanus. Whereas the Reichstag is a national parliament where the members of parliament is elected from each provinces all across the Empire of Peanus under the universal suffrage system. The Imperial diet is led by the Chancellor of Peanus (Do not confuse with the Chancellor of Peanu-Butteria), and was elected from the MPs of Reichstag once every 4 years. To adopt a law, a majority in the Reichstag and in the Bundesrat was necessary. And after that, the Chancellor must have the approval of the Emperor before the law is ratified across the Empire of Peanus. The chancellor is installed and dismissed by the Emperor following an election, and the Emperor have the ability to outright rejects the appointment of Chancellor, which happens only once in history.

The Kurultáj of Butteria was based in the city of Meldov. It is a political and military council of Butteria, where the Butterian chiefs and clans gather to discuss and making decisions for the Khanate of Butteria. The Kurultáj is gathered twice a year: The first day of summer and the first day of winter. The Kurultáj is led by the Khan of Butteria, who rules over the Khanate of Butteria for life. A khan is elected by the chiefs of Butteria that joins the Kurultáj a week after the passing of a late khan.

The Chancellorship of Peanu-Butteria is installed and dismissed by the Emperor of Peanu-Butteria, and only from either the Imperial Diet of Peanus or the Kurultáj of Butteria as a measurement against potential nepotism. The succession of the imperial throne in Peanu-Butteria is conducted by the Electoral-College consisting of 12 free cities, 2 duchies and 1 kingdom within the Empire of Peanus, a bygone relic of the dissolved Holy Nutter Empire. As a result of the imperial election system in place, the electorates is de-facto independent of the jurisdiction of the Peanusian empire, and is unofficially considered as separate states within the Peanu-Butterian empire.

Culture

Peanu-Butteria is a somewhat diverse country, with the north and south Peanusians inhabiting the Empire of Peanus, and the nomadic Butterians roaming the Butterian plains in the north. The official language in Peanu-Butteria is both the Nutter language and Butterian, as to represent main cultural group in Peanu-Butteria, which is the Peanusians and the Butterians.

Culturally, the Peanusians are conservative and hardworking, and often shun foreigners away from their land, owing to the centuries of incursion and invasions from foreign groups in the history of their people. Peanusians often build their settlements near the mountains, and often dug into the mountains. In many Peanusian cities, there is always the existence of city walls, often owing its origins as a military fortress that is later converted into a settlement. The Peanusians are distinctively divided into the North and South Peanusians, where the south is dominated by agricultural dominated culture that believed in the Reformed faith, and the north is dominated by industrial focused culture that held true to the original Eglerism.

For the Butterians however, social networks were a crucially important part of their life. Although they usually considered themselves the descendants of their tribes, they also welcomed outsiders to join their tribe. One could do this by becoming a "sworn brother" of a powerful tribal figure within the various Butterian tribes. The Butterians considered everyone that is not their own as enemies, and blood alliances is sacred to them. Such alliances could be established through intermarriage between the Butterian tribes. The Butterians practiced exogamy, by marrying off women from their tribe to outside groups. It was also common for Butterian men to marry foreign women. These marriages were an important part of cementing ties between the Peanusians and Butterians, and will eventually lead to the founding of Peanu-Butteria.
