The Republic of Safas is a massive, environmentally stunning nation, ruled by Storm with an even hand, and remarkable for its aversion to nipples, sprawling nuclear power plants, and smutty television. The hard-nosed population of 4.491 billion Saffers have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

The medium-sized, corrupt government juggles the competing demands of Education, Law & Order, and Industry. The average income tax rate is 44.5%.

The frighteningly efficient Safasian economy, worth 652 trillion Rand a year, is broadly diversified and led by the Information Technology industry, with major contributions from Tourism, Retail, and Book Publishing. State-owned companies are reasonably common. Average income is an impressive 145,339 Rand, and evenly distributed, with the richest citizens earning only 3.7 times as much as the poorest.

It takes months to get the proper permits for a child's first tricycle, the "war on terror" doesn't seem to be making Saffers any less frightened, the Safasian Intelligence Agency relies on internet search engines to know what is happening overseas, and voters must frequently select what they view as the lesser of two evils on the ballot. Crime, especially youth-related, is totally unknown, thanks to a capable police force and progressive social policies in education and welfare. Safas's national animal is the Tiger, which frolics freely in the nation's many lush forests.

Safas is ranked 107,785th in the world and 4,743rd in The East Pacific for Most Extensive Civil Rights, with 48.51 Martin Luther King, Jr. Units.
