The Queen's State of Saola is a gargantuan, orderly nation, ruled by the Governor with an iron fist, and remarkable for its enforced nudity, suspicion of poets, and stringent health and safety legislation. The cynical, humorless population of 22.014 billion Saolans are ruled with an iron fist by the dictatorship government, which ensures that no-one outside the party gets too rich. In their personal lives, however, citizens are relatively unoppressed; it remains to be seen whether this is because the government genuinely cares about its people, or if it hasn't gotten around to stamping out civil rights yet.

The enormous, socially-minded, well-organized government juggles the competing demands of Defense, Education, and Welfare. It meets to discuss matters of state in the capital city of Capital Heights. The average income tax rate is 65.0%, and even higher for the wealthy.

The large but stagnant Saolan economy, worth 140 trillion betales a year, is highly specialized and led by the Uranium Mining industry, with significant contributions from Woodchip Exports, Basket Weaving, and Arms Manufacturing. Black market activity is rampant. State-owned companies are common. Saola's national animal is the deer, which teeters on the brink of extinction due to widespread deforestation, and its national religion is none.
