The Totally Independent Nation of Spratly Islands is a massive, safe nation, ruled by Queen Jia Ming with an iron fist, and renowned for its parental licensing program, compulsory military service, and punitive income tax rates. The hard-nosed, cynical, humorless population of 4.272 billion Sprats are ruled without fear or favor by a psychotic dictator, who outlaws just about everything and refers to the populace as "my little playthings."

The enormous, corrupt, moralistic, well-organized government juggles the competing demands of Law & Order, Defense, and Environment. It meets to discuss matters of state in the capital city of Itu Aba. The average income tax rate is 91.7%, and even higher for the wealthy.

The frighteningly efficient Sprat economy, worth 467 trillion Yuan a year, is driven entirely by a combination of government and state-owned industry, with private enterprise illegal. However, for those in the know, there is a large, well-organized, highly specialized black market in Arms Manufacturing and Book Publishing. The private sector mostly consists of enterprising ten-year-olds selling lemonade on the sidewalk, but the government is looking at stamping this out. Heavily-armed commandos play rock-paper-scissors over whether to execute criminals and foreign visitors, summer science camps are regularly raided by narcotics police, Mona Lola's famous mysterious smile is being altered to resemble Queen Jia Ming's enigmatic grin, and politicians take citizens for idiots. Crime, especially youth-related, is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Spratly Islands's national animal is the Feral Cat, which frolics freely in the nation's many lush forests.
