The Universal Healthcare Act of 2006 (Historical Legislation)
On Sunday, 19 May 2006, 15 Senators from Halk Partisi submitted a bill to the Parliament titled ''The Universal Healthcare Act'' Here is the proposed bill:Recognising that Healthcare and Medical care shall be a right given to each and every citizen and national of the United States of Dictators regardless of their wealth,
Noting that many citizens and nationals of the United States of Dictators do not get adequate healthcare and medical care nor can afford medical treatment due to high costs.
Knowing that the Parliament and federal government has the authority to introduce new bills in order to stop this,
We hereby propose the following:
i) The government will establish a new agency which will act under the Ministry of Health,
a) The agency will be called The National Healthcare Agency (acronym NHA).
b) The agency will act under the supervision of the Ministry of Health (MOH).
ii) The NHA shall have the authority to:
a) Build hospitals and medical facilities in place where it thinks healthcare is inadequate.
b) Have the ability to recruit additional temporary staff from the Ministry of Health if needed.
iii) The Leadership of the NHA shall be decided by:
a) The Head of the NHA shall be called the Director- General.
b) The Director- General shall be able to have access to all NHA resources.
c) The Director- General shall be appointed by the President, and shall be approved by the Minister of Health.
iv) The NHA will do the following:
a) Ensure that every citizen and national of the United States of Dictators be able to get adequate healthcare.
b) Ensure that every patient be treated with care.
v) The federal government will do the following:
a) Provide the NHA adequate funds in order to run its operations.
b) Provide the NHA with medical supplies.
The bill entered formal debate on 20 May, although HP members of parliament were supportive of the bill, The New Federation League (NFL) was very critical of the bill, saying that they will oppose any attempts for free healthcare, as NFL had a majority in both chambers of parliament, it was clear that the chances of the bill passing was very low.
Formal Debate ended on 3 June and voting began, all 600 Members of Parliament voted and here are the results:
- House of Representatives – 124 voted in favour, 323 voted against, 53 voted abstain.
- Senate – 24 voted in favour, 42 voted against, 34 voted abstain.
Like expected, the bill failed to pass, but Senate HP vowed not give up.
On 19 June 2006, the 2006 House and Senate Elections were held, with 100 seats and 419 seats of the Senate and House being up for grabs. HP won both chambers of the parliament with a huge majority, after all members of parliament were swore in, the bill was reintroduced and had entered formal debate. One of the main points of NFL opposing the bill was that the government would need to raise taxes in order to fund the agency, something NFL is not in favour of doing. But HP reassured that while it is true that taxes would need to be raised, millions of people would be able to get free healthcare that could save their lives.
The bill entered voting period on 19 November 2006, with all 600 members of parliament voting, here are the results:
- House of Representatives – 345 voted in favour, 149 voted against, 6 voted abstain.
- Senate – 67 voted in favour, 33 voted against.
The bill had officially passed through both chambers of parliament and was presented to the President to be signed into law.
The passing of the bill prompted celebrations all around the United States of Dictators. As USD was one of few developed countries in the world that had no universal healthcare.
