Varnashi Legislative Body Structure

The Varnashi Legislative Body’s Structure is organized into 3 Councils.

The Council of Administrators (Yishaeon Tuasherlem),
The People’s Council (Yishaeon Vuanersh),
and The Council of City-States (Yishaeon Shilshishkashan)

The Council of Administrators are elected by the citizenry and govern specific areas of government (similar to the cabinet in the US) but also have some veto powers in the Varnashi legislative body.

The People’s Council is elected by the citizenry and its seats are proportional. Each person represents the people of a certain party. The more people who vote for a party, the more seats they get.

The Council of City-States is elected by the citizenry to represent the beliefs of their City-State in the government.

The Chancellor of Varnash is elected by the combined vote of the People’s Council and Council of City-States and can be vetoed by a 2/3 majority in the Council of Administrators. But, if the vote is vetoed, it can be overridden by a 2/3 vote of the citizenry. The Chancellor of Varnash decides whether a vote doesn’t or does pass when it ties, has the ability to veto a war declaration by the Council of Administrators, and has the ability to pick the delegation of Varnash to the Panami International Legislative Body (which must be approved by the Council of Administrators).

To pass legislation in Varnash, it must first be drafted by the People’s Council or the Council of City-States who will both have a vote of majority for whether it will be sent to the Council of Administrators. If a majority of both of the 2 Councils decide the draft is okay, it will be sent to the Council of Administrators. If 2/3 of the Council of Administrators vote and decide that they don’t like the draft, they’ll send it back to the People’s Council and the Council of City-States. However, the Chancellor of Varnash can call for the citizenry to veto the decision of the Council of Administrator’s to send back the draft to the People’s Council and Council of City-States. If the citizenry veto the Council of Administrator’s decision, the law will be passed. If the People’s Council and Council of Administrators want to repeal a piece of legislation, then they may convene together and have a vote. If the 2 Councils have a 2/3 majority vote for the repeal of the legislation, the legislation will be rendered void and repealed.

When the People’s Council and Council of City-States merge to vote on something, the Council is called the Council of the Citizenry (Yishaeon Kashanaunalin). Whenever the People’s Council, Council of City-States, and Council of Administrators merge, it is called a Convention of the Federation (Ashineron Shanikishkashan).
