The Kingdom of Whims is a gargantuan, cultured nation, ruled by Leader with an even hand, and renowned for its national health service, unlimited-speed roads, and irreverence towards religion. The hard-nosed, cheerful population of 35.438 billion Whimsians have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

The minute government, or what there is of one, is effectively ruled by the Department of Industry, with Education also on the agenda, while International Aid and Law & Order receive no funds. It meets to discuss matters of state in the capital city of Whims City. Income tax is unheard of.

The frighteningly efficient Whimsian economy, worth an astonishing 16,494 trillion Wirrs a year, is broadly diversified and led by the Tourism industry, with major contributions from Book Publishing, Beef-Based Agriculture, and Information Technology. State-owned companies are common. Average income is an amazing 465,449 Wirrs, and evenly distributed, with the richest citizens earning only 2.1 times as much as the poorest.

Failed genetic experiments wreak havoc as they roam the countryside, unshaven men are viewed with suspicion in courts of law, the Whimsian Arts Council pays teenagers to sit through opera performances, and Leader has been known to make speeches in fishing waders. Crime, especially youth-related, is totally unknown. Whims's national animal is the Waterbear, which is also the nation's favorite main course.

Whims is ranked 171,427th in the world and 11th in Asia for Most Corrupt Governments, with 0.12 Kickbacks Per Hour.
