All nations are initially Active. If they do nothing for
28 days, they cease to exist, vanishing
from the world to become a Former Nation. Former nations
(also sometimes called "ex-nations") can return to the world
by simply logging in.
Unless it was particularly large or notable, a Former Nation's name
eventually becomes available for reuse, which allows a new nation
to be founded with the same name. If this occurs, the Former Nation
becomes Ancient and cannot be restored.
