SECFanatics Regional Charter
PreambleThe SECFanatics Regional Charter is established as the Supreme Law over all Nations in the Region of SECFanatics, and includes the following Articles with any future additions.

Interregional Anti-Bullying & Discrimination Accord
World Assembly Membership
Instruction for New Member Nations:
1. Although the SECFanatics Region was originally created for members of the SECFanatics Sports Board, with an emphasis on the Southeastern Conference sports teams. This Region is no longer restricted to only the members of that Board. However, participation in discussions of various topics on that Board is still strongly encouraged, and the SECFanatics Regional member nations are encouraged to have a presence via membership there too. A thread is maintained concerning this region in the Forum called Terry痴 Pub under The Geek Zone.
2. It is important that Regional members join the World Assembly; firstly because membership allows you to participate in the creation of NationStates policy, and secondly because it allows World Assembly members in SECFanatics to endorse fellow WA members, which strengthens the overall security of our Region (Please endorse Rbbf as Founder, and also the person serving as World Assembly Delegate, if that position is currently filled).
3. Nations that are not members of the WA have a high probability of being Puppet Nations of those from outside our Region (Individuals may only have one nation serving in the World Assembly; under NS rules a Puppet may not join the WA). While Puppets may potentially be productive nations, it is preferred that member nations have SECFanatics as their primary focus.
4. World Assembly members in this region who do not endorse their SECFanatics Brethren may be subject to disciplinary action.
Administration
The Region of SECFanatics Shall Have:
1. Regional Founder
The Region of SECFanatics shall have an active Founder with Executive, Appearance, Border Control, Communications, Embassies, and Polls Authority. The Regional Founder shall have authority to modify this Charter, and will from time to time enact executive orders for the region, which may be enforced via his Border Control powers.
2. World Assembly Delegate
The World Assembly (WA) Delegate shall have authority to represent SECFanatics Region concerning all matters in the World Assembly, and to communicate about these matters as necessary upon the Regional Message Board. The WA Delegate shall also have power to conduct needed polls to determine the desires of the SECFanatics constituent nations concerning current issues, which could potentially involve the World Assembly. The WA Delegate is the nation receiving the most endorsements from the other WA members of SECFanatics.
3. Archbishop and Patriarch of SECFanatics
His Most Reverend Excellency, The Archbishop and Patriarch of SECFanatics, shall be independent of the Administration and Government of the SECFanatics Region as befits a Region based upon the principle of the separation of Church and State. His Most Reverend Excellency shall have independent authority over Appearance, Border Control, Communications, and Polls in SECFanatics to be used in the execution of the requirements of his Holy Office.
4. Additional Administrative Positions
Additional positions for the governance of the SECFanatics region may be created at the discretion of the Founder with appropriate powers granted at his pleasure.
Diplomatic Relations
The Region of SECFanatics welcomes and encourages diplomatic relations with all principalities, tribes, peoples, or nations, in the belief that communication between people leads to a better understanding with reduced need for conflicts. All member nations of regions with recognized embassies may post on the SECFanatics Regional Message Board. Neither obstreperous or inconsiderate Ambassadors, nor similar posters upon the Regional Message Board, will be tolerated, leading to cancellation of embassies and a break in diplomatic relations with the disruptive Region.
The Sovereignty of Nations
Each member nation of the SECFanatics Region shall have the sovereign powers of an independent nation, to be limited only by the restrictions which may result from imposition of the Articles of this Charter. Membership in the SECFanatics region requires that each sovereign nation extend full faith and respect to all other sovereign nations in the Region.
Additions to This Charter
Additions to the SECFanatics Charter Document may be made in two ways.
Firstly, by direct addition of new Articles to the official posted document.
Secondly, through either treaties with other Regions or by Executive order of the Founder. Both Treaties and Executive Orders carry the same level of authority as does this charter.

Suppression of Posts
Section 1:
The Founder of SECFanatics shall support free speech, freedom of expression, and the vigorous discussion of ideas, while at the same time being mindful that the Region was originally created for sports-fans of the Southeastern Conference teams. Also, it is recognized that younger fans could potentially find their way to the Regional Message Board discussions. Regardless, it is expected that the power to suppress RMB posts will be used infrequently. Furthermore, enforcement of Articles III and IV of the SECFanatics Charter may result in a cancellation of diplomatic relations or the banning of a nation.

Section 1:
Terms Of Assistance
Under Article V of SECFanatics Regional Charter, per Telegraphic Negotiations between The Acadian Union and the Region of SECFanatics, and owing in compensation for the establishment of diplomatic relations with the SECFanatics by The Acadian Union, the SECFanatics does hereby pledge to offer aid to The Acadian Union during future times of need, at any moderate measures then deemed to be appropriate.
Section 2:
Duration of Treaty
Provisions of this treaty will be effective upon the completion and sustaining of embassies between the two Regions. Suspension of diplomatic relations between The Acadian Union and SECFanatics will nullify this treaty.

What are your reasons to propose embassies?- Acadiana is part of South Louisiana, many people in South Louisiana are LSU fans, SECFanatics will discuss all Southeastern Conference teams, including LSU (and sometimes even the Saints)!

Who shall we be dealing with as a foreign representatives?- Currently the SECFanatics Region is too small to send a full-time representative to always dwell in Terres Cajun, but should be able to do so in the future if growth of our Region continues.

Ambassador Extraordinary and Plenipotentiary
Section 1:
The governmental position of Ambassador Extraordinary and Plenipotentiary is hereby created. The Ambassador Extraordinary and Plenipotentiary shall undertake necessary diplomatic missions as requested by The Regional Founder, the World Assembly Delegate, or His Most Reverend Excellency, The Archbishop and Patriarch of SECFanatics, and shall perform other duties as may be required.
Section 2:
The Ambassador Extraordinary and Plenipotentiary shall serve at the pleasure of The Regional Founder, and shall have needed powers granted at the discretion of the Founder.
Section 3:
Hereby enacted under Article II, Section 4, of the SECFanatics Regional Charter.

Goodwill Ambassador-At-Large
Section 1:
The governmental position of Goodwill Ambassador-At-Large is hereby created. The Goodwill Ambassador-At-Large's primary duty will be to travel from embassy Region to embassy Region promoting SECFanatics and our constituting Nations. The Goodwill Ambassador-At-Large will be inferior to all other government officials, shall undertake any necessary missions as requested by The Regional Founder, the World Assembly Delegate, the Ambassador Extraordinary and Plenipotentiary, or His Most Reverend Excellency, The Archbishop and Patriarch of SECFanatics, and shall perform other duties as may be required.
Section 2:
The Goodwill Ambassador-At-Large shall serve at the pleasure of The Regional Founder, and shall have needed powers granted at the discretion of the Founder.

Executive Order #004
SECFanatics Recruitment Officer
Section 1:
The governmental position of SECFanatics Recruitment Officer is hereby created. The Recruitment Officer's primary duty will be to ensure that the SECFanatics Region does not lag behind the other regions in recruitment of new nations. The Recruitment Officer shall operate independently of other governmental officers to undertake any necessary actions to ensure that new nations are being attracted to the Region of SECFanatics. The Recruitment Officer, may from time to time be ask to provide assistance to the World Assembly Delegate, the Ambassador Extraordinary and Plenipotentiary, the Goodwill Ambassador-At-Large, or His Most Reverend Excellency, The Archbishop and Patriarch of SECFanatics, in the performance of each of their duties. In addition, the Recruitment Officer shall perform other tasks as may be required in the normal course of governmental functions.
Section 2:
The SECFanatics Recruitment Officer shall serve at the pleasure of The Regional Founder, and shall have needed powers granted at the discretion of the Founder.

Executive Order #005
Incorporation of the Interregional Anti-Bullying & Discrimination Accord
Section 1:
The government of SECFanatics hereby becomes a signatory of the Interregional Anti-Bullying & Discrimination Accord. The provisions of that Accord are incorporated wholly and without modification into this Charter.
Section 2:
Duration of The Accord
All provisions of the Interregional Anti-Bullying & Discrimination Accord are included by reference, shall become effective upon the promulgation of this Executive Order #005, and shall remain in effect indefinitely. However, suspension of diplomatic relations between the Union of Christian Nations and SECFanatics will nullify the inclusion of The Accord into this Charter.
Section 3:
Endorsement
Hereby enacted under Article II, Section 4, of the SECFanatics Regional Charter.
