Elimination of Legislative Riders

Omnibus Bills containing numerous unrelated items as legislative riders had become a serious issue amongst the lawmakers of Rbbf. Unscrupulous individuals were using the voluminous bills to hide pork-barrel projects, kickbacks, graft, and benefits to special interests.

An elder statesman recalled an item from his study of comparative legal systems, where Article I, Section 9, paragraph 20, of the Confederate States of America LinkConstitution stated:
"Every law, or resolution having the force of law, shall relate to but one subject, and that shall be expressed in the title."

Using this historical precedent, the decision was made to require each bill to have one - clearly defined - purpose and be able to state that purpose in a concise title. This was to prevent the common situation where defense spending bills had addenda about such unrelated things as cheese processing regulations, or large grants for research at some lawmaker's alma mater.

This increased the work load on the legislature, but eliminated much of the corruption.
