Supreme Law:

CONSTITUTION OF THE UNITED SHRAYAN STATES

Preamble

We, the children of our land, have solemnly resolved to establish this Constitution to provide the underlying framework of this Welfare State; the document in concern affirms the founding of this democratic, autonomous and secular Union, dedicated to the protection of our human rights held dear and the progress of humanity without any brethren left behind. In our Constitutional Assembly of the Shrayan Regional Parliament, on the 30th of January, 2018, we do hereby adopt and enact henceforward this Constitution.

Article 1: Title and Territory of the Union

1. The United Shrayan States, henceforward abbreviated to “USS,” shall be a United People's Monarchy,

2. The Territory of the Union shall consist of all member Nation States,

a. As of April 6th, 2017, the Union consists of 56 nations;
b. At least 2/3 of these member nations have ratified this Constitution;

3. Regional Parliament of the USS may accept new member Nation States as it sees fit,

a. New member nations must be voted for by at least 1/2 of the Parliament to be considered for membership;
b. Members may either hold “Full Member” or “Observer” status;
c. All member nations must be represented by a chosen Ambassador;

Article 2: Elections and Citizenship

1. This Union is a sovereign and pure proportional representative democracy,

2. All government posts, with the exception of Monarch, appointed cabinet posts and judicial offices, will be elected by citizens of the USS,

a. Any citizen above the age of 15 will reserve voting privileges;
b. Voting in elections is ruled compulsory;

3. Any child resident in USS territory will be granted citizenship after birth,

4. Any immigrant resident in the Union for above 5 years is applicable for citizenship,

a. Immigrants not qualified for citizenship yet may obtain a Residential Card;
b. Documented immigrants resident in the Union for 3 years are eligible to vote;

Article 3: Fundamental Human Rights

1. The State shall not and prohibits the discrimination of any human being in the grounds of race, religion, sex, place of birth, or any conceived caste,

2. A fundamental right to decent quality of life is guaranteed by the State, which constitutes:

a. A right to healthcare, provided by a State-run, single payer option;
b. A right to higher education, reinforced by abolishing tuition fees in public colleges;
c. A right to infant education, reinforced by establishing a universal Pre-School system;
d. A right to primary and middle school education, reinforced by establishing a public schooling option;

3. The State henceforth abolishes the practice of cruel and unusual punishment by the State or any landowner/member of the bourgeois class,

a. Abolishes the death penalty;
b. Prohibits the establishment of concentration or labor camps;
c. Torture detention institutions shall also be prohibited;

4. Freedom of speech and the press shall always be protected, in the exception of the scenario that such freedom inspires antagonistic actions toward other communities/people,

5. All citizens reserve the right against exploitation by any institution, whether it be the state or the bourgeois class,

a. Human trafficking and forced labor (including in the form of slavery) is prohibited;
b. Children under the age of 17 may not be employed in labor jobs;
c. Children under the age of 14 may not be employed in any job;

Article 4: The State/Government

1. The Judicial

a. Headed by the Attorney General;
b. In charge of judging legal cases and interpreting law;
c. The Attorney General must represent the accused in the case that no lawyer is employed;
d. The Judiciary may also prosecute government officials, in which case the attorney general cannot interfere;

2. The Executive

a. Branch of government headed by the Prime Minister;
b. Elected President may appoint cabinet ministers, including but not limited to: Secretary of Defence, Economic Counselor, Top Adviser, and Secretary of Labor;
c. The role of the Prime Minister (PM) is to advocate for policy and push for it in parliament, and then to ratify passed bills;
d. PM has veto power over any bill, but Parliament may override his decision with 2/3 support;
e. A Deputy Prime Minister is also employed, chosen as the running mate of the main leadership candidate; his/her power is to break parliamentary vote ties, approve cabinet appointments, and verify military action;
f. PM can declare State of Emergency, where all power goes to the PM without third party approval for an indefinite amount of time – PM can be prosecuted for abuse of such power for gains in finances, fame, or to exploit any group.

3. The Parliament

a. Regional Parliamentanry Members, or MPs, are elected by popular vote in their representing constituencies,
b. MPs write bills, to be voted for and then signed into law by President
c. From now forth, there will be two Houses of Parliament: the House of Proleterians and the Senate.
d. The House of Proleterians will be responsible for the conception of bills; once bills are written, amended, and passed, they will be sent to Senate, who will follow the same procedure, eventually reaching the President's desk.

Article 5: The Environment

1. The State henceforward establishes an “Animal Protection Agency” (APA),

a. APA will publish reports on endangered species of animal; will prohibit hunting and habitat destruction of any endangered species;
b. APA may regulate hunting as it sees fit;

2. The State henceforward establishes an “Environmental Conservation Agency” (ECA),

a. ECA's purpose is habitat conservation;
b. Rainforest destruction is prohibited by ECA;
c. Deforestation will be heavily monitored and heavily regulated by ECA;
d. ECA may create regulation as it sees fit;
e. ECA will have an executively appointed board that will vote on regulation decisions;

3. The State henceforward establishes a Climate Watchdog Agency (CWA),

a. Purpose of CWA is to monitor climate change, publish official reports about the issue, and implement public policy and projects to limit climate change's scope;
b. CWA can also provide foreign aid to climate-stricken island nations or island chains;
c. CWA will consist of a board of appointed scientists and policy makers to create policy and vote on climate bills;

4. The State henceforward establishes a Water Protection and Cleanliness Agency (WPCA),

a. Purpose of WPCA is to create policy that conserves and cleans water;
b. Will publish reports on water cleanliness and water infrastructure safeness;
c. WPCA will consist of appointed policy makers and statisticians;
d. WPCA affirms that it aims to invest 3 billion dollars in revamping and rechecking pipe systems to assure that they are safe;
e. WPCA may set water rationing standards as it sees fit;

5. The State affirms that it will set some clean environment goals,

a. The State will invest 65% of its energy budget into renewable energy sources, including but not limited to wind and solar power,
b. The State establishes a goal of 80% reduction in fossil fueled energy by 2030,

Article 6: War Regulation

1. The State reaffirms that it takes a stance of loose pacifism, and that diplomacy will always precede war,

2. All member nations must keep military spending at below 10% of their budget,

3. The State henceforward establishes an “Arms Dealing Watchdog Agency” (ADWA)

a. ADWA's purpose is to monitor and regulate unethical behavior of multinational arms manufacturing corporations;
b. ADWA establishes that Arms Manufactures may only provide weaponry to one side of a war, and can only supply weaponry below the value of 1 billion dollars;
c. Main funding for USS wars can only come from state-run arms industry;

4. The State henceforth establishes the Union's military, The Military of the United Shrayan State,

a. This is a defender program;
b. Military action cannot be issued without presidential approval and vice presidential approval;
c. Military will have three branches: Army, Navy, and Air Force;

5. The State abandons the use of any nuclear weaponry or weapons of mass destruction (WMDs),

a. The State will strive to create deals and negotiations with other regions to limit the proliferation of nuclear weaponry;
b. The State condemns the use of any nuclear in war, and officially declares it a war crime;
c. Individuals and/or corporations may not own nuclear weaponry or personal WMDs;
d. The State reaffirms that it is a signatory of the Treaty for Nuclear Non-Proliferation (TNP);

In Parliament:

Majority Party: The Progressive Party

Chairman (Prime Minister): Beautiful ladakh

Trivia: This Party is consistently ranked as Shrayan Bose’s most popular political party, but surprisingly always performed poorly in elections...until now. This is the first time the Progressives have gained a majority in Parliament.

Opposition Party: The Traditional Conservative Party

Ideology: Conservative Libertarianism (Right Wing)

Number of Parliamentary Seats: 9

Trivia: This is an offshoot of the former Opposition Party in Parliament, the Conservative Party. It is infamous for corruption, disorganization, and for dissolving the party every few weeks and then reforming it. However, amidst the chaos in the revent election, TCP came out as the big winners.

Minority Party: The Socialist Party

Chairman (Minority Whip): Lavar baller

Ideology: Democratic Socialism (Left Wing)

Number of Parliamentary Seats: 6

Trivia: All of Shrayan Bose’s Prime Ministers except for the incumbent and his predecessor have been from this party; it is the region’s oldest and most famous political party. It was the Party of the Union’s most popular PM to date, The democratic marxists.

Minority Party: The Anarchist Party

Chairman: Lic

Ideology: Anarchist Communalism (Left-Wing Anarchism)

Number of Parliamentary Seats: 5

Trivia: This Party is one of the Union’s newest party, although it has picked up pace with countless Shrayanist youngsters. The leader is long-time politician Lic, who has often switched parties in the past due to his unique ideology, and has now finally found a home in his own established party.

Minority Party: The Truth and Justice Party

Chairman: Julutth

Ideology: Populist Conservatism (Right Wing)

Number of Parliamentary Seats: 4

Trivia: This Party is no doubt the Union’s most controversial one. It was founded by Julutth, who was carrying a record of treason against the USS and a permanent sentence of being prohibited from running for office. He mounted a protest campaign from prison anyway, saying that the sentence was a personal conspiracy against him. He even won in 3 constituencies, although he was initially denied those seats by the electoral committee for his crimes. As soon as the Progressives won, Julutth was granted pardon of all crimes and was permitted to serve in government.

Minority Party: The Communist Party

Chairman: The nordic model

Ideology: Stalinist Communism (Far-Left)

Number of Parliamentary Seats: 1

Trivia: The Communists picked up heavy steam in previous elections, winning two general elections by landslide margins and serving a two term stint in the majority. Although living standards greatly improved under their administration, citizens were disgruntled by their weak foreign policy, and showed their anger in the Communists’ third election by booting them out of the majority.

Trivia: This is a new party, quite unknown, that is communicating with its base by telegram so as to avoid supposed persecution by Udichi. They personally advocate several hate crime policies that would land them in prison if expressed publicly.

A BILL TO invest money in a long-term infrastructure plan, giving 13 million jobs to Bosians, that will:

1) Spend 1 trillion dollars on mondernizing national infrastructure, including but not limited to roads, rails, airports, bridges, and tunnels. The State will pay for this by:

a. Prohibiting corporations from shifting profits to offshore tax havens, which will produce more than 70,807,000,000 pounds in funds;
b. Reforming the tax code that raises taxes on the top 2 percent provided in the TAX REFORM 2018 ACT;

2) 45% of the funds will be spent on rebuilding transit systems, including:

a. Railroad systems;
b. Public bus systems;
c. Local subway systems;

3) 30% of the funds will go towards revitalzing life facilities, including:

c. The electrical grid, with more subsidies towards clean eanergy sources;

4) 25% of this funding will be put towards purchasing 5,000 affordable homes for the homeless and poor.

A BILL TO totally redesign the tax code to implement a just progressive tax system.
During the time period when he stole money, Tweed used a substantial amount of that money to give benefits to wealthy businessmen and bought acres of real estate for himself instead of using the massive amount of money to start services for the poor.
1. The purpose of this bill is to reduce mass wealth and income inequality,

a. As of 2017, gargantuan multinational corporations paid next to 0 dollars in federal income taxes;
b. Several corporations stashed money in offshore tax havens, allowing the State to lose over 70 billion dollars in revenue;

c. 55 percent tax for the value of an estate in excess of $50 million.

6. Redefines the individual income tax in the following brackets:

a. 37% tax on income between $250,000 and $500,000;
b. 43% tax on income between $500,000 and $2 million;
c. 48% tax on income between $2 million and $10 million;
d. 52% tax on income of $10 million and above;

MOTHER EARTH ACT 2018

A BILL TO legally recognize “Mother Earth,” constitutionally or legally referred to as “The Environment and Nature,” as a living, dynamic system made up of the undivided community of all living beings, who are all interconnected, interdependent and complementary, sharing a common destiny; the bill provides legal rights to Nature.

1. Nature has a right to personal space, without any harmful intrusions without purpose like litter,

a. Litterers will be imposed with a fine from anywhere between 1 rupee-6000 rupees, based on income class and damage done;
b. All developmental projects by private companies in the Union will be reviewed by the Environmental Department of the government;
c. Industries that require the exploitation of Nature to function (timber, fishing, etc.) will have to receive a government permit with a limit of how much of a natural amount they can exploit;
c. Any organization that has been deemed with permanent damages to the ecosystem (habitats, landforms, etc.) or has exceeded government-delegated limits will serve jail time or a fine;

2. Nature has the right to remain clean and protect its children,

a. The murder of wild animals, otherwise known as illegal hunting or “poaching,” is an offense with up to 55 years in jail;
b. The State commits to transitioning completely to clean energy sources by the year 2020;
c. Corporations found polluting rivers, oceans, or any other body of water with toxic chemicals (known as PBCs) will be held responsible by CEOs serving up to 45 years in jail, or by paying a fine depending on damage;

3. Nature has a right to remain in its rightful state of beauty,

a. Plastics may not be employed by corporations; the development of plastic is an offense guaranteeing up to 15 years in jail or a fine;
b. Graffiti or any other intrusiveness on Natural Reserves (National parks, forests, mountains, etc.) is an offense guaranteeing maximum 5 years in jail, or a fine;

A BILL TO prevent further harm on the biosystem’s food and environment by artificial products and additives to natural factors of life.

1. Bans all sorts of Genetic Modification on human beings,

A BILL TO ensure fairness and understanding in the parking fines system that often targets the hard working poor rather than the irresponsible rich while driving.

1. Parking/speeding fines will not be issued to families earning below 20,000 dollars,

2. Middle class drivers starting from 30,000 dollars to 55,000 dollars will get a 45% cut on their fine,

PRO-LIFE ACT 2018

A BILL TO preserve the sanctity of life in several measures:

1. Abortion will be banned in most cases,

a. Some cases of rape can be appealed, but a general law will be that aborting a foetus is illegal;
b. Accomodations can be made for lower income families if they feel they cannot afford a child; but ultimately the anti-abortion law will be maintained;
c. Illegal abortion can result in a fine of maximum $600 and up to 5 years in jail;

2. Most contraceptives will be banned,

a. This excepts birth control measures that aren’t pills;

4. It is reaffirmed that the abolishment of the death penalty is a tenet of our society, and no government or community in the Union can reverse this principle.

5. The Gun Control Doctrine will be implemented as part of the Pro-Life intitiative,

a. All assault weapons (automatic and semi-automatic) will be banned, including for police officers
b. Concealed carrying of handguns will be banned, and handguns must be placed in a state-issued bright green holster;
c. Gun manufacturizing will be nationalized;
d. Disobeying the Gun Control Doctrine will result in up to 20 years in prison

A TREATY TO justly distribute the land of the international city territory, Sionovia, to each member of the United People's Republic of Shrayan Bose:

1. Establishes, in terms of land ownership, that:

a. Guti house will gain the greatest amount of territory, about 10% of the land (as the nation owned the city and others took over later);
b. United republics of khapchara and Empire of chotulandwill receive the second greatest land amount of about 8% each (negotiable number);

g. The remaining member nations (Udichi 2 of suman, etc) will receive 1% of the land each;
h. 18% of the land shall be National Capital HQ officially, owned by no nation but the wholesome Union.

2. Decrees, in-terms of Taxation, that:

a. Sionovians will pay separate taxes to the entire Union government and their nation that is Sionovian District land owner,
b. Sionovian City tax rates will also be employed, but rate cannot exceed 2% of income;

3. States, in terms of residency, that:

a. Free movement is permitted in Sionovia; in other words, any citizen of the Union may stay in any part of Sionovia without having to be a citizen of the landowning nation, as long as they are tax payers, and are of any member nation citizenship;
b. Residency in National Capital HQ Area of Sionovia is not permitted;

THE FF-SHRAYANIST PEACE PACT

Since late 2017, the nations of Fronket and Udichi had regretfully sustained stagnant and cold relationships. The respective regions of The FF GANG and Shrayan Bose engaged in bitter warfare, with Fronket’s side’s wish being a grant from the Shrayanists delegating several colonies to them, with another demand being a wish that the Prime Minister at the time would step down. The Shrayanists responded in anger to these demands, telling the members of the new FF Gang Party to cease and desist their protests. The FF Gang then officially seceded from the Union, forming their own state. Thus began the War of 2018. This Peace Pact is a final deal and a lasting blow to end this war once and for all and to establish firm relationships between the FF Gang and the Shrayanists.

Conditions for Shrayanists
1. Udichi may not hold a cabinet position, but may remain as Chairman.

2. Shrayanist troops will have to be called off, and 20% of those troops will be transferred to the FF Gang.

3. The FF Gang will have to be recognized as a singular autonomous region, not a terrorist organization.

4. Shrayanists will have to gift FF with the following territories: The Monarchist Europa and Monarchist Europe.

5. Formal relations will be developed by setting up embassies.

Conditions for FF

1. The FF GANG must call off all troops and never wage war with Shrayanists again without legal reason.

2. FF must agree to hold democratic elections in their region.

3. FF must never develop a larger military or nuclear weapons.

4. FF must prosecute all of their spies who harmed Shrayanists.

5. Fronket must be brought to Shrayan Bose to stand trial amongst the Shrayanist people to pay a fine for damages caused by his soldiers.
