• An actively utilized off-site method of communication. In The Empire of Mare Nostrum, we prefer the utilization of forum based software or Discord servers. We consider either to be an option, but both are preferable.

• The ability and intention to reciprocate embassies. We in The Empire of Mare Nostrum desires equal partnerships with any region willing to sustain said partnerships. We are neither interested in being a suzerain nor being an advertising board.

• The Empire of Mare Nostrum is only interested in relations with regions in good standing with the general NationStates community. We are not interested in relationships with pariah states who serve as hotbeds of deviancy and moral degeneracy.

• Due to the common failings of micro-regions, we would find it preferable to create embassies with regions who have a sizable population or have had a long history within NationStates.

• All embassies exist at the discretion of the Legatus Prefect and/or the Emperor.
  

The following policies shall affect the handling of in-game embassies.

• We are open to the creation of in-game embassies with any organization that possesses a treaty with the Empire or shows potential of developing a deeper relationship with the Empire.

• We will not create embassies with embassy collection regions.

• All embassies exist at the discretion of the Legatus Prefect and/or the Emperor.
