FCN Rearmament Program

[center][b][size=150]FCN Military Rearmament Program[/size][/b][/center]

Hello everyone! I am honored to be the Secretary of War serving under [nation]New Waldensia[/nation], and I would like to thank him for the nomination, as well as former Secretary of War [nation]The Royal RCS[/nation]. While I serve as Secretary of war, I intend on reforming our military. This will include regular R&D operations, activity checks, military reorganization, as well as possible wargames with our allies.

For this to occur, we will need:
1. A recruitment program of some sort, with recruitment telegrams
2.  Active members willing to fight for the conservative, democratic cause
3. YOUR support

I would like to address some specific parts of my planned army reforms:

[b][size=125]Reform #1: Rank Reform[/size][/b]
To give our members reasons for being in the military, I will reform rank structure, giving nations a chance to rise through the ranks for participating in raids and those who are active but decide not to participate in raids demoted. Rank structure itself will not change very much, though I am currently considering a possible rank reset, as well as the following prerequisites for each rank:

[b]Lieutenant:[/b] Appointed by the Secretary of War and approved by the President. Has clearance to lead AoF operations. Must be granted officer positions with border control when available on participated raids.

[b]Ensign:[/b] Appointed by the Secretary of War and approved by the President. Has clearance to lead AoF operations. Must be granted officer positions with border control when available on participated raids.

[b]Sergeant:[/b] Promoted by the Secretary of War, has participated in at least 14 operations. Can lead AoF operations with approval of Secretary of War or at least 1 Lieutenant. Must be granted an officer position (With border control when available) in operations they participate in, corresponding to their rank.

[b]Corporal:[/b] Promoted by the Secretary of War or by recommendation of at least 2 Lieutenants or Ensigns, must have participated in at least 8 operations. Cannot lead AoF operations unless approved by Secretary of War or at least 2 Lieutenants. Must be granted an officer position with title corresponding to their rank in operations they participated in, may or may not include border control.

[b]Private Gunner:[/b] Promoted by Secretary of War or Lieutenant, must have participated in at least 4 operations. Cannot leave AoF operations unless President or Secretary of War approves. May be granted an officer position, border control can only be given with approval of a Lieutenant or Secretary of War. Any officer position must correspond with rank.

[b]Private:[/b] Promoted by Secretary of War or Lieutenant, must have participated in at least 2 operations. Cannot leave AoF operations unless President or Secretary of War approves. May be granted an officer position, border control can only be given with approval of a Lieutenant or Secretary of War. Any officer position must correspond with rank.

[b]Volunteer:[/b] The default rank given to any volunteer in the Army of Freedom. 

I will also be considering the idea of a Deputy Secretary of War, among other possible War Department staff positions.

[b][size=125]Reform #2: Increased Military Operations[/size][/b]
As Secretary of War, I will encourage nations to participate in Military Operations, as well as increase the number of military operations, eventually to the point where we can preform 2 military operations successfully in an update, with the manpower required to do so. For this, I will need active members to join the military, as well as nations to take up the challenge of leading.

To  be able to increase our military size, however, measures to ensure that nations that can participate in operations must may be required. However, I'm currently not planning on such measures, and will keep the AoF a volunteer force.

[b][size=125]Reform #3: Military Allies[/size][/b]
Another thing I am considering is how we look towards other regions. We will need military allies to back us up when needed, and fellow conservative regions we can rely on providing us support when necessary. We in turn can assist them in any operations they need assistance on.

No, none of this involves creating a military alliance with no Presidential approval and forcing us into it, along with other suspicious raider regions and puppet storages. (Cough)
