Elections will take place on the First of every other month, beginning in December of 2018.

Elections will take place on the First of every other month; these elections shall consist of a popular vote lasting one week of all nations who have inhabited Lezra prior to the beginning of the vote. If the vote is a tie, a revote shall take place between all candidates tied for victory, following the same criteria as the previous vote, except that the vote shall last only three days. In the event of another tie, the Senate shall cast the deciding vote.

This council may suggest to the Border Control Minister that certain nations be warned, ejected, or even banned.
These nations shall have the responsibility of determining tech levels and may inform a nation that he is violating the current tech level.
These nations may still participate in the roleplay, but they must also mediate the roleplay of other citizens.
This position may only be removed by the Senate or the Prime Minister.
The decisions of these nations must be taken seriously, and arguing with the decisions is strictly frowned upon.

Bill 001: Lezra Government Inactivity Reducement act
FOR:
To combat and reduce inactivity among the government officials of Lezra, this is also to enhance security of the region in a event that a WA delegate or Founder or both are inactive to a point where a raid could occur.
WHY: to enhance activity and security of region to prevent raids from occurring and to cease term stalling so more can be done in someone's term in their office.
HOW:
7 days without excusal is given to a government official (excluding WA delegate or founder) when these days are up then a warning of inactivity will be telegrammed to the inactive person to warn them of their inactivity that if they miss more days then a impeachment can occur which senate shall vote to impeach that official. Before this happens however 2 days will be given before a official plans the impeachment which gives a additional 2 days of unexcused absence which adds up to 9 unexcused days however. This can be overridden however if a announcement is given about their leave that is necessary that they would be unable to to do their jobs for some days which can be done by putting it on RMB or telegramming a senator or high official which excused absence is (Ex: moving houses or family death) which the excuse can be only be approved if the excuse you give is approved by that high official which the high official (such as: Senator, IAM,) should tell the Prime Minister or WA Delegate or Founder who ever is the most active of the excuse and approval.

Bill 002: Houses Bill
The Houses Bill
Section I: Terms of Creation
1. Any nation may create a House, as long as they have been in the region for more than a month.
2. To create a House, telegram the Prime Minister. The nation must give the name of the house, its sigil or symbol and information on how the house chooses its leader (via polls or the leader chooses an heir, etc.)
3. The Prime Minister will create a factbook on the house, or, if the founding nation wishes, they shall create it themselves. This factbook shall be added to the Prime Minister's factbook containing a list of all the houses of Lezra.
Section II: House Elections
1. Every 2 months, elections will take place to determine the 3 houses that have the most members (if there are only 3 houses, then they are automatically chosen. If there are 2 houses, then those 2 houses are chosen, if there is only one, that house is chosen)
2. These 3 houses will then be given the title of Royal Houses. This title is completely prestigious and does not give the 3 houses any form of power in the region.
Section III: House Awards
1. Houses and their leaders may be given awards or further titles by the monarch of Lezra, or if he has CTE, the WA delegate and Prime Minister.
2. These awards and titles are completely prestigious and do not give the awarded house any power in the region.
Section IV: House Governments
1. Houses choose their governments and how it is run. If the founder or leader wishes to have roles and positions, that is fine, if the founder or leader decides to have the house ruled by one man, that is fine. However, house governments must not give roles or their leaders any power in the region and must keep any power the founder or other positions to only have power over the house and not the region of Lezra.
Section V: House Leaders
1. Once a House is founded, its leader is its founder. This may be changed but only if the founder wishes for the leadership of the house to be able to be passed to someone else. If he does not wish that then it is fine, but keep in mind that may repel members.
Section VI: House Regions
1. Houses may found their own House regions as an annexe of Lezra if they wish.
2. These house regions shall serve as hubs for the intellectuals of Lezra or to serve as the government of that house. But the houses must be maintained by its founder and not the government of Lezra.
3. Members of the house shall create puppet nations and move it to the house region if they want to be there and participate in its RMB.
4. Embassies with Lezra and these house regions will be granted upon request but it is not required.

The IAM should appoint this position because RMB mod and IAM focus on the internal security of the region and RMB mod helps stop arguments and enforce the law of Lezra and stop spammers in RMB.

The Senate shall be elected bi-monthly
All citizens of Lezra may vote for as many candidates as they like
The five candidates who receive the most votes shall become Primary Senators
The candidate who receives the sixth most votes shall become a secondary senator, the candidate who receives the seventh most shall become the tertiary senator, and so on.
In case of a tie, the Prime Minister shall break the tie.
If, ten days after a bill has been introduced, a Senator has not voted, and as a result, no conclusive vote has been made on said bill, the secondary senator shall cast has vote according to his judgement.
If multiple senators are inactive, or a single senator and the secondary senator, the tertiary senator shall vote, and so on.
If a vote has not been conclusively voted on by the time the next senate elections are complete, the vote shall not pass. However, it may be reintroduced and passed by the new session of senators

Bill 004: Courts Bill
This would create a court system for Lezra to abide by in the case of future incidents.
The process and positions described below would be implemented into the Lezran governmental system.
Section 1: Trial
The trial shall consist of two sides and the court as well as witnesses brought forth.
S-1A: The Prosecution
The Prosecution is the party which accuses the defendant (S-1B) of a misconduct. They are given the first opening statement and the first closing statement. When a witness (S-1D) is brought forth the Prosecution always has second turn for questions.
The Prosecution consists of the Plantiff [Accuser] and Prosecuting Attorney [Lawyer]
S-1B: The Defense
The Defense is the party accused of misconduct by the plaintiff (S-1A). They are given second round on everything, however, are first to question a witness (S-1D).
The Defense consists of the Defendant [Accused] and Defense Attorney [Lawyer]
S-1C: The Court's Positions
The Court is assembled to decide on a topic which brought before the Lezran government as a misconduct.
The Court consists of The Judge (S-3A), and 3 Jury Members (S-3B) to be explained later.
S-1D: Witnesses
In addition to evidence, a side can call to the stand a witness. This witness will give their opinion on the topic which must be recorded by the Judge (S-3A) as potentially biased until proven not. This witness is to be questioned by both sides until dismissed. At anytime either side can call into question the reliability of the source which is to be recorded.

Section 3: The Court And It's Job
The passing of this bill would establish a new position to be chosen by the PM upon election.
This position is the Lezran Judge and they are to preside over all cases.
S-3A: Lezran Judge Powers
The job of the Judge is to keep order to the court and allow the trial to proceed smoothly. They are also to decide the punishment of the accused if they are found Guilty. The Judge must listen to jury input and record their findings. The Judge can also call a trial off on the bounds of a biased jury.
S-3B: The Jury
The jury is chosen by the Border Control Minister of Lezra. The jury will consist of 3 people at all times and must be approved by the Judge.
General Note: The monarch can alter the descion at any point.

Section I: Function
The function of this bill is to underline which powers each Minister of the region should have as to prevent all ministers having the same powers or power over things that they shouldn't have and to make the person appointing such ministers (either the founder or WA delegate) knows which powers to give to each minister.
Section II: WA delegate
1. The WA delegate shall have power over Executive and WA delegates. However, executive power can be removed by the founder if he wishes so.
Section III: Prime Minister
1. The Prime Minister shall have power over Appearance, Border Control, Communications, Embassies and Polls.
Section IV: Deputy Prime Minister
1. The Deputy Prime Minister shall have power over Appearance, Communications, Embassies and Polls. Border Control Authority shall only be granted if the Prime Minister will be inactive. Once the Prime Minister returns, Border Control shall be taken away. If the Prime Minister believes he is not active enough every day, he can have his Deputy Prime Minister have power over Border Control for their entire term, if the Prime Minister wishes.
Section V: Diplomacy Minister
1. The Diplomacy Minister shall have power over Embassies and Communications

1. The Judge of the region shall have power over communications and Border Control, to execute a convicted verdict.

Bill 007: Cartographer Inactivity Bill
- The function of this bill is to ensure that the current cartographer(s) is/are active as to ensure that the map is updated regularly
Section II: Activity and Update Requirements
- The map is to be updated on a weekly basis unless a specific reason is given in advance for why the map is unable to be updated.
Section III: Consequences for not meeting these requirements
- If the cartographer(s) fail to meet these requirements, they shall be given a strike on their record.
- - If a cartographer is given two strikes, they shall be relieved of their duty
- - - The job of cartographer shall pass on to the assistant cartographer. In the event that there is no assistant cartographer, the recruitment process shall be passed on to the current roleplay council
- - - The cartographer is only to be relieved of duty in this situation. The office of cartographer is not to be confined to a term limit
- - - The former cartographer is to be barred from duty for three months, however serving in other government offices will still be permitted
- -These strikes shall be cleared at the end of the month after the strike was given. This will always be the case unless the strike is given within the first 5 days of a month. In this case, the strike will be removed at the end of the current month
- - - These strikes shall be cleared instantly if the reason for sudden inactivity and lack of updates given is urgent enough to warrant a lack of total activity from Lezra and Nationstates
