The Northern Atlantic Charter

THE NORTHERN ATLANTIC CHARTER

ARTICLE I

Section One. The Founder shall be the President of the Northern Atlantic Ocean, and shall serve permanently as its head of state, representing it and the unity of its nations.

The President shall see to it that the World Assembly Delegate is granted no powers, and that nation may serve in offices of government and vote in the Assembly as other member nations.

Section Two. The President shall, under the supervision or with the assistance of the Chancellor, communicate with foreign ambassadors and heads of state.

He shall have the power to pardon nations convicted under the Northern Atlantic Ocean, except himself, or in cases of impeachment. If proposed to the Assembly by a member nation within three days since the pardon was issued, the Assembly may, by the vote of five sixths, override pardons issued by the President.

Section Three. All legislation, having passed the Assembly, except votes to approve appointments to executive offices, or to the office of Justice, shall be presented before the President. If he approves, he shall state such; but if not, he may send the bill back to the Assembly with his objections, except in cases of impeachment. The Assembly may override this veto by the vote of four fifths, except on matters concerning embassies, treaties, and declarations of war.

If the President has not stated whether or not he approves a bill within four days of it being presented before him, it shall go into law without his consent.

Section Four. The President shall fulfil any requests of the Chancellor concerning the execution of the laws or the other duties of the Chancellor; or the President shall grant the Chancellor the necessary powers to do so.

Section Five. The President shall be given all confidential information from all branches of government. The President shall keep a record of this confidential information, and it must be shared with the Chancellor during his or her time in office.

The President shall keep all public records given to him in the factbook of a regional record-keeping puppet nation, as well as the names of the Chancellors elected, the Justices appointed, and the dates and the order in which they served. He may choose to include other information in these records.

The President may modify the regional World Factbook Entry to his desire, but the Chancellor may request that certain content be included or removed.

Section Six. The President may repel invasions and other imminent threats to security when the Chancellor is not present to do so.

Both the President and Chancellor may, without a trial, suppress spam or extremely inappropriate language or content posted by non-member nations on the Regional Message Board.

ARTICLE II

Section One. The legislative power shall be vested in an Assembly of the Northern Atlantic Ocean, consisting of all member nations except for the President.

Section Two. (1)The Assembly may at any time elect or remove from office a Speaker of the Assembly of the Northern Atlantic Ocean. In the election of the Speaker, or if ever no Speaker exists, or if the Speaker is temporarily exercising the office of Chancellor, then the powers and duties of the Speaker shall devolve on the President of the Northern Atlantic Ocean, but he shall still not be granted a vote.

(2)The Speaker shall call and end voting sessions. Any resolution, having gained the approval of two member nations (including the President), must be voted on by the Assembly; but he or she may choose to recognize and put to vote any resolution proposed. Unless otherwise stated in this Constitution, voting periods may be ended after the period of three days and must be ended after the period of five days.

(3)He or she shall also keep the Journal of the Assembly, consisting of the text, as well as the number of votes for and against every piece of legislation passed; but he or she may choose to include other information relating to the actions of the Assembly. He or she shall occasionally report this information to the President.

Section Three. (1)The Assembly shall have the power to establish a system of naturalization.

Until any additional measures are passed, the only requirements for membership shall be the minimum ones, which are that the nation must regularly reside within the Northern Atlantic Ocean (that is, they may travel to other regions, but not permanently reside there); must not be a member or citizen of any foreign region, alliance, or power; and must have stated the oath as follows: “I solemnly swear to respect and abide by the Constitution and the laws of the Northern Atlantic Ocean to the best of my ability.”

(2)The Assembly shall have the power to carry out efforts for recruitment.

(3)The Assembly shall have the power to create cultural additions to the region.

(4)The Assembly shall have the power to raise forces, declare war, promote the common defense and insure the security of the Northern Atlantic Ocean.

(5)The Assembly shall have the power to establish embassies; but the minimum voting period shall only be one day.

(6)The Assembly shall have the power to establish and exercise exclusive legislation whatsoever over a regional forum.

(7)The Assembly shall have the power to make rules regarding non-member nations residing within the Northern Atlantic Ocean; and it may empower the Chancellor or President to punish non-member nations without a trial.

(8)The Assembly shall have the power to define and provide for the punishment crimes against the rights of member nations, or the security or order of the region.

(9)The Assembly shall have the power to define and provide for the punishment of crimes committed in foreign regions, or against foreign regions and powers; as well as to provide for the punishment of treason, but it shall only consist of conspiring against the Northern Atlantic Ocean, or giving enemies aid or comfort.

(10)The Assembly shall have the power to establish executive offices inferior to the Chancellor, and to do all other things which are necessary and proper for carrying into execution the foregoing powers, and all other powers vested by this Constitution to the government of the Northern Atlantic Ocean.

Section Four. (1)Membership shall not be stripped, nor shall a member nation be banished, but as punishment for treason or other high crimes, or in times of emergency.

Among member nations, the right to hold public office may be stripped from nations only on account of treason or other high crimes; but the right to vote in the Assembly shall never be.

(2)No bill of attainder or ex post facto law shall be passed.

(3)No law shall be made restricting the speech of member nations, either through telegram or on the Regional Message Board, on account of their expression of opinion. The right of member nations to peaceably assemble and protest shall not be infringed.

Section Five. The Speaker shall have the power to impeach the Justice of the Court and members of the executive branch on account of treason or other high crimes. The Speaker shall thereafter preside over the impeachment trial; but if ever the Chancellor of the Northern Atlantic Ocean is tried, the Justice of the Court shall preside.

Voting periods for impeachment trials shall last the period of at least four, but no more than six days; and no nation shall be removed from office but by the vote of four fifths of the Assembly.

ARTICLE III

Section One. The executive power shall be vested in a Chancellor of the Northern Atlantic Ocean, who shall be a member nation elected by the member nations (including the President) to a term of three months.

The President shall moderate the election of the Chancellor; and unless the Assembly declares otherwise, the votes shall be public. Either way, the President shall state the number of votes for and against each candidate and enter it into the records. The election shall last four days, and shall begin no less than five, nor any more than ten days until the date which the Chancellor-elect is set to take office.

Section Two. (1)The Chancellor of the Northern Atlantic Ocean shall see to it that the laws are faithfully executed, and that the Court’s rulings are enforced. He or she shall be the superior to any executive offices established, as well as the commander-in-chief of any forces authorized to be raised by the Assembly. His or her Cabinet shall consist of the Speaker and the heads of the several departments.

(2)The Chancellor shall, with the advise and consent of the President and the Assembly, have the power to make treaties and direct foreign policy.

(3)The Chancellor shall, with the advise and consent of the Assembly, appoint all executive officers under the Northern Atlantic Ocean, military and civil; as well as the Justice of the Court, when the seat becomes vacant. He or she may remove executive officers from office, but not the Justice of the Court. The Assembly may vest the appointment of executive officers inferior to the heads of departments in the Chancellor alone, or in the heads of departments.

(4)The Assembly may delegate the Chancellor temporary emergency powers by the vote of four fifths; with the minimum voting period shall be two days, and the maximum voting period being three.

Section Three. When the Chancellor informs the Assembly of his coming vacation, the Speaker shall immediately assume the office of Chancellor, but for the case that the President is acting as Speaker, or the Speaker is unresponsive, the Assembly may establish a Line of Succession (the last nation on this list being the President, who shall then assume both offices), and the next officer in line shall act as Chancellor.

Section Four. If ever the Speaker reports to the Assembly his or her belief that the Chancellor is inactive or otherwise unable to fulfil the duties of his or her office, he or she shall immediately assume the office of Chancellor as Acting Chancellor. Thereafter, the Assembly shall vote on whether or not to remove the Chancellor from office by the vote of four fifths.

Upon the Chancellor’s resignation or removal from office, either by impeachment or by the method described in this section, or upon his or her ceasing to exist, the Speaker shall serve for the remainder of that Chancellor’s term, unless the President is acting as Speaker, in which case the next officer in the Line of Succession shall serve.

The Assembly may choose to delegate temporary power back to the Chancellor and decide the matter at a later time.

ARTICLE IV

Section One. The judicial power shall be vested in a Justice of the Court of the Northern Atlantic Ocean, who shall be a member nation appointed to a term of six months; and he or she shall have jurisdiction over all cases concerning this Constitution or the laws or treaties of the Northern Atlantic Ocean.

Section Two. If ever no Justice exists when a court trial is requested, or if ever the Justice is in a court trial, the Chancellor shall choose a member nation to temporarily serve as a judge for that trial.

If ever the Chancellor is in a court trial when no Justice exists, the President shall choose the temporary judge.

Section Three. If the President or Speaker reports to the Assembly his or her belief that the Justice is inactive or otherwise unable to fulfill the duties of his or her office, the Assembly may remove the Justice from office by a vote of four fifths.

ARTICLE V

The Chancellor shall have the power to call conventions for proposing amendments to this Constitution. These conventions shall be moderated by the President and shall last at least five, but no more than nine days, during which all member nations may propose amendments.

At the end of the convention, all the proposed amendments shall be put to a region-wide vote; and no amendment shall be ratified but by the approval of five sixths of all member nations voting. The President shall end the voting period after five days.

ARTICLE VI

Section One. All cultural additions, embassies and treaties made, laws passed, and appointments approved of under the previous constitution shall remain lawful, being deemed constitutional even under this Constitution; but they may be altered or repealed as other decisions of the Assembly.

Section Two. The nation serving as Chancellor at the time of the ratification of this Constitution shall continue his or her term until noon Central Time on the Fifteenth of May, when the Chancellor-elect shall take office; so that thereafter, a term ends and a Chancellor takes office at noon Central Time on the Fifteenth of May, August, November, and February.
