Laws and Law Enforcement

Laws

Laws are made at the municipal, canton, and national level.

The laws of municipalities are usually called ordinances, apply only to that particular municipality, and are concerned with local affairs.

Canton laws, similarly, apply only to that canton, and to the municipalities within it.

National laws obviously apply to the entire nation and all subdivisions thereof.

Anyone interested in reading the laws (generally a very tedious undertaking) can easily find them online.

Military law, a subset of national law, applies on all military posts, bases, forts, or other installations and operational areas, and to all military personnel at all times, on duty or off, regardless of their location.

Law Enforcement

Civilian police at the municipal level are drawn from the local population as much as possible. They patrol on foot, on bicycles, on horses, on motorcycles, in cars, and in helicopters as need and location requires. They expect to be obeyed, but are also trained to be polite and attempt to deescalate volatile situations, and will generally issue a warning for most minor infractions. They are however armed, and will use deadly force if they judge it necessary.

Canton police are mainly concerned with patrolling their canton's roads and highways, though they also deal with smugglers, and assist municipal police in investigating high level crimes. Game wardens and park rangers are also part of the canton police, and have full police power. Like their municipal counterparts, they are armed and will use deadly force if necessary.

The national police are generally not permitted to make arrests for non-Federal crimes, except within their capacity as a private citizen (citizen's arrest). They concern themselves only with violations of Federation law. Each ministry has a police force that specializes in crimes involving that ministry's bailiwick. The Justice Ministry's Bureau of Investigation is the largest, and the most like a municipal police department, except that it is mostly limited to crimes that involve crossing canton boundaries. Military police have no authority off base, except in the field when maneuvers or combat operations are underway. As usual, national police are armed and will use deadly force if necessary.
