Hand of the Mercenary took up power after Calitournia CTE, and has further fortified this region. Their reign ended as a faithful W. A. Delegate when Hopini revoked their endorsement.

Grand Spirica took up office after Hand of Mercenary, and further prevented raiders, although the attack of Hopini ended their reign in less than two days.
