12. If all fail to fulfil position, the House of Representatives must elect a Speaker to fulfil the Presidency, until the next round of elections for the senate and the Presidency.

The WA delegate has executive power and cannot be the president during their tenure as WA delegate but if the Founder and President cannot fulfil their positions, it is their responsibility to delegate the give the power of the Presidency to the next member of government in the line succession. If the 13th line of succession is implemented, the WA delegate must honor the houses choice for President. If the house fails to choose a new president or is unable to choose a new president, the WA delegate may choose a president to fulfil they remaining term of the former presidency, until the next election and the WA delegate may not nominate themselves. Same Rules apply for the Founder.
