The niche ornament of Periapsis, Mass Underground Evacuation Shelters (or "MUES" Facilities) are underground superstructures of monumental sizes primarily dedicated to sheltering an entire population from any catastrophic event at a moment's notice. Regardless if the event is nuclear, biological, chemical, interpersonal (warfare), celestial, or anything in between, MUES Facilities are there to protect the future of life on Earth. Each complex can be thought of as a subterranean city rather than a bunker with all the amenities offered in addition to every utility being kept up-to-date on what the present and cutting edge of the future has to offer. In addition to the unparalleled high standard of living occupants will have after an apocalyptic or near-apocalyptic event while being hidden deep below, the facilities are not only independent, but also completely sustainable with the help of numerous greenhouses, air and waste recycling systems, dedicated industrial areas, and pre-prepared stockpiles.

The first (and currently only) time any CERA or MUES flag in the world has been used outside of emergency procedure rehearsals and relatively minor events was a 2240 day period (or 6 years, 1 month, 2 weeks, and 5 days) between November 16, 2012 and January 4, 2019. During this time, the Anomalous Catastrophic Event of 2012 had occurred which immediately prompted the forced relocation of Periapsis's (or "Old Periapsis's") entire populace along with the widespread usage of the MUES miscellaneous distress flag. In addition to being used as a vital information banner and survival gear as originally intended, the flag also served as a temporary substitute for the Periapsis national flag during this time. Upon the reestablishment of Periapsis as New Periapsis along with the institution of a new national flag, the crisis was deemed over by CERA and usage of the flag outside of emergency procedure rehearsals ceased.

The MUES miscellaneous distress flag, also known as the "White and Stripes" is specially designed to serve as a multifunctional piece of survival equipment in a catastrophic scenario if need be. The bottom two white stripes are can be torn off or into pieces (in order to be used as strips for makeshift bandages and/or tourniquets) and the bottom two blue stripes can be torn open to reveal a highly potent and waterproof kindling strip for firestarting. Additionally, the remaining white space is made of a durable and stretchy material with a nylon-like texture that allows the flag to serve as a dry erase message banner indicating vital information to emergency response personnel.
