ARTICLE I - EXECUTIVE:


    SECTION 1

The Chancellor shall serve as the Chief-Executive of the region. His term shall comprise 100 days and be without limit. The Chancellor shall serve as the region's WA-delegate and must be endorsed by all WA-nations in the region.

    SECTION 2

The Chancellery shall provide oversight to the other branches of government, assuring a system of checks and balances is in place.

    SECTION 3

The Vice Chancellor shall serve as the Chancellor's second in command. His term shall comprise 100 days and be without limit. The Vice Chancellor shall be a WA-nation of the region.

    SECTION 4

The Authorities of the Chancellor, and subsequently the Vice Chancellor; henceforth collectively known as the Chancellery, are as followed:

    — The Chancellery shall have Authority over Appearance.
    — The Chancellery shall have Authority over Border Control.
    — The Chancellery shall have Authority over Communications.
    — The Chancellery shall have Authority over Embassies.
    — The Chancellery shall have Authority over Polls.
    — The Chancellor shall have the power to create regional officers to increase the strength and protection of the region.
    — The Chancellor and Vice Chancellor jointly shall have the power to veto passed Legislation of any form.
    — The Chancellery shall have the power to ban any bad actors from the region such as, but not limited to, trolls
    — The Chancellery shall have the power to moderate the RP, which includes the power to declare any and all RP void.
    — The Chancellor, with express support of the Vice Chancellor, may enact Executive Orders, if he deems so necessary.
    — The Chancellor shall have the power, in case of a tie, to cast a tie-breaking vote.


ARTICLE II - THE ADMINISTRATIVE COUNCIL:


    SECTION 1

Administrative power within Alterra shall be vested in an elected Administrative Council consisting of an Roleplay Minister and a Judicial Minister.

    SECTION 2

The Judicial Minister shall serve as the primary officer of the legislative branch of the Alterran Government. The Judicial Minister's role and responsibilities are outlined in Article IV.

    SECTION 3

The Judicial Minister shall be vested with powers over border control, polls, and communications.

    SECTION 4

The Roleplay Minister shall serve as the primary officer in charge of roleplay. The Roleplay Minister's primary responsibility shall be to ensure the smooth running of the roleplay within the region, and to maintain order on the rmb. The Roleplay Minister shall have the power to void roleplays they deem invalid and/or godmodded.

    SECTION 5

Any citizen may request review of a judgement by the Roleplay Minister by the Chancellor and Vice Chancellor. They may then overturn the Roleplay Minister's ruling.

    SECTION 6

The Roleplay Minister shall be vested with powers over border control, communications, and polls.

    SECTION 7

Both ministers shall have the right to appoint deputies and delegate powers to the deputies. Both deputies shall be vested with powers over border control and communications.

ARTICLE III - LEGISLATIVE BRANCH:


    SECTION 1

The Legislative power shall herein be vested in all Citizens of the region.

    SECTION 2

A Citizen is defined as a WA-nation that is a resident of Alterra, or has Citizenship status on the region's discord server.

    SECTION 3

All Citizens of Alterra shall have the authority to craft legislation and vote on it in a regional poll.

    SECTION 3

All legislation must be presented to the Chancellery. The Chancellor or Vice Chancellor must then create a poll with two options, "YEA", and "NAY".

    SECTION 4

Regular Legislation passes if it fulfills the following requirements: 1) a minimum of 50,0001% voted "YEA" and 2) The Chancellor and Vice Chancellor sign the bill into law.

    SECTION 5

Constitutional Amendments pass if they fulfill the following requirements: 1) a minimum of 66% voted "YEA", 2) The Chancellor and Vice Chancellor sign the Amendment.


ARTICLE IV - JUDICIAL BRANCH:


    SECTION 1

The Judicial branch shall consist of the Judicial Minister and the citizens of Alterra.

    SECTION 2

The Judicial Minister is responsible for the enforcement of Alterran law, and punishment for breaking it. The Judicial Minister will serve as the prosecution before the Jury of the Alterran Republic.

    SECTION 3

All defendants are entitled to a Jury trial, which will occur in a special open discord channel wherein the Judicial Minister and Defendant will debate before all of Alterra. These trials will last 36 hours or until both Defendant and Prosecution feel their arguments are finished.

    SECTION 4

After the discord trial, the Judicial Minister will create an NS poll with which the public will decide the innocence of the accused. The poll will run for two days, and 51% of citizens voting guilty will send the defendant back to the Judicial Minister to determine punishment.

    SECTION 5

Any citizen of Alterra, present or former, may request a retrial up to two times with the support of two citizens.

    SECTION 5

A Jury poll is not necessary in the case of trolls and other bad actors.

    SECTION 6

Once a defendant is found guilty, the Judicial Minister can enact a punishment, befitting the crime, or as stipulated in the law the defendant has broken.

    SECTION 7

The Chancellor and Vice Chancellor can jointly issue a pardon to a defendant found guilty.


ARTICLE V - FOUNDER:


    SECTION 1

The Founder shall be a non-political position and holds no powers, other than the default power that comes with the position, in the region. The founder's main task is to serve as a deterrent against invader regions and to protect the region in crisis situations.

    SECTION 2

As a non-political position and a non-governmental figure, the founder may only use certain aspects of his powers, such as border control, passwording and removing the WA-delegate's executive privelidges, under the orders of the government of Alterra.

    SECTION 3

As a non-political entity, the founder is allowed to run for any and all political offices.


ARTICLE VI - ELECTIONS:


    SECTION 1

Elections will be handled by the executive branch. All candidates must relay their candidacy to the Chancellor a minimum of 7 days in advance to the start of the election. A player's candidacy will then be logged in a factbook.

    SECTION 2

To to run for elected office, a candidate must be a registered WA nation (WA-puppets are not allowed), and be at least a resident of Alterra for a month.

    SECTION 3

An election will be held a minimum of 7 days before the end of the term. The first election will be that of the Chancellor. A poll will be created and remain open for 2 days. Immediately after the Chancellor election poll expires, an election poll will be created for the Vice Chancellor, then the two Ministers. These polls shall likewise remain open for 2 days.

    SECTION 4

If a candidate runs unopposed, a general approval poll will be created to approve the candidate. If this poll shows disapproval, applications for the position will reopen for a period of one day.


ARTICLE VII - REMOVAL:


    SECTION 1

In extreme cases, the legislative branch can request the removal of the Chancellor through a vote of no confidence. Such a vote may only be enacted if the Chancellor shows gross negligence for Alterran law, acts needlessly tyrannical or is too inactive to perform the duties of the office.

    SECTION 2

To request a vote of no confidence, the written support of 10 Citizens is required. This request is then submitted to the Prime Minister or the Judicial Minister.

    SECTION 3

The vote of no confidence shall be made into regional poll. Only citizens shall be allowed to vote in the poll. The poll shall ask "Do you still have faith in the Chancellor's ability to uphold the duties of its office". The poll shall provide 2 options; YEA and NAY. The poll shall remain open for a minimum of 2 days.

    SECTION 4

The vote of no confidence passes if a minimum of 66% voted NAY. If the vote of no confidence passes, the Chancellor is removed from office.


ARTICLE VIII - LINE OF SUCCESION:


    SECTION 1

If under any certain circumstances the Chancellor leaves its office, before the end of the term, the Vice Chancellor shall become the Chancellor.

    SECTION 2

If under any circumstances the Vice Chancellor leaves its office, before the end of the term, the Chancellor shall appoint a new Vice Chancellor from among the citizens of the region until the end of the term.

    SECTION 3

If under any circumstances a Minister leaves its office, their deputy will become the Minister, and they may choose a new deputy.

ARTICLE IX - DISCORD:


    SECTION 1

The regional discord server, serves for any and all additional chat and is an extension of the Alterran community. The Discord server shall have its own set of admins, who do not necessarily serve in the Alterran government.
