State of the Region: Midterm Report

Citizens,

The state of our region is strong.

It has been a little over two months since the election results were declared. I am ever mindful of the considerable work completed to date and that which still needs to be done.

Our region is confident, assertive and innovative. Over the past two months, The North Pacific’s government has consistently operated at the highest possible capacity, with every Ministry working in unity for the betterment of our region.

For the first time, the Executive and Legislative arms of Government are working together in unity, via a clear framework, to provide oversight and ongoing input to the operations of the executive ministries via Linkthe committee process. While it is early days yet, this bodes well for the future of our institutions and for our efforts to constantly innovate and deliver for the residents of The North Pacific. I am excited by the initial signs of progress by both the External Affairs and Internal Affairs committees and I hope that these initiatives will stand the test of time, and pay dividends to our residents by way of access to government officials, insight into government decision making, and understanding of processes and due diligence taken.

In terms of administration, we have developed and implemented a Linkmastersheet of executive staff. This provides useful tracking of staff involvement and permissions and a sheet that provides for the easy updating of other records - such as the master diplomatic roster maintained by the Minister of Foreign Affairs that had previously been very time consuming. The Chief of Staff Pallaith has also provided additional support across the executive assisting in the Ministry of Defence, Home Affairs and Foreign Affairs with key initiatives set forth in the campaign for the delegacy. As the chief executive of the region, I have been extremely proactive in this area, ensuring unity and collegiality across the various government ministries, supporting Minister sponsored initiatives, and in providing clear directives, prompts and follow ups to keep the executive on task.

The Press Secretary Castle Federation has published 10 press releases, disseminating information on the activities of government to the masses in the region, discord server and on our regional forum. Wonderess has provided an important avenue for Ministers and for myself as Delegate to turn the activities of the government and the opportunities within it into clear, concise and engaging content. I am very proud that this initiative has made the officers of the executive think about their activities in a different way and that we all now look for opportunities to involve our wider community.

Foreign Affairs

A significant challenge very early into our term was the crisis in The East Pacific. I was fortunate that in my previous capacity as the Minister of Foreign Affairs, and with Huks Gares (Owen) as my Deputy and then Minister, to have been very across the situation and the actors involved. Everyone within the Ministry of Foreign Affairs leadership including Owen, myself, and the Senior Diplomats were working in tandem to ensure that The North Pacific was as effectively managing this issue as possible. We were in touch with our allies constantly, we worked hard to assist in building the coalition, and we were amongst the very first to deploy in support of the new government. I am particularly proud of the level of information we were able to provide to the Regional Assembly about the developing situation in the form of a Linkreport - and I was delighted with the way all citizens maturely and sensitively took in that information, and proactively supported our efforts to see The East Pacific free.

We spoke Linkforthrightly and with one voice. The North Pacific provided consistent leadership to the NationStates multiverse and were an unrelenting support to The East Pacific as they battled a tyrant.

The Minister of Foreign Affairs also initiated the Linkrepeal of our treaty with Albion - which has now passed the Regional Assembly. While it is always sad to see our allies decline in activity, I believe this was the right and necessary course to take.

Owen has also commenced work on a redrafting of the diplomatic protocol and other documents that will assist our Ambassadors in understanding their role and responsibilities. Likewise the Ministry of Foreign Affairs overhauled the master roster and is continuing to closely monitor the activity of our diplomatic corps, to ensure that our embassies are properly serviced. I also developed a new tool that codes our publications into various formats to make these distributions more timely and straightforward.

In the coming few months, our attention will turn to the implementation of the World Factbook initiative, a roll out of our regional development goals, and continuing to support the work of other Ministries in our engagement with our friends and allies abroad.

I am also very pleased to announce that we have negotiated a new treaty with The Rejected Realms - an alliance that will bring our two regions closer together as partners and friends. This will be introduced to the Regional Assembly in the coming days.

Defence

The Ministry of Defence was immediately kicked into action by Minister Francois Isidore (Robespierre) who rolled out an incredible package of operations of varying complexity and with many of our allies and partners. Robespierre has also provided decisive leadership to the High Command of The North Pacific Army and has enlisted the support and abilities of the generals to reach new levels of success. Most notably this has included the roll out of a new method designed by General Darcania, that involves the running of operations utilising the server bot and various operations channels. Watching this new method go through various stages of testing and finally into implementation and standard practice has truly been a sight to behold.

Likewise the Ministry of Defence was faced early on with the prospect of a long and drawn out conflict within The East Pacific. Immediately as soon as I ordered the North Pacific Army to deploy, all members of the NPA from the soldiers, to the officers and the Generals were incredibly dedicated and focused to the task at hand. Fortunately the conflict itself proved to be short, but the transition a long one. I’d like to particularly acknowledge Generals Malphe, Zazumo and Darcania who supported the efforts of myself and the Minister of Defence to coordinate this extensive operation and to work with many partner militaries to liberate The East Pacific.

While it is true that the Ministry of Defence has been faced with a number of Delegacy transitions, including our own, Robespierre has provided excellent leadership to the North Pacific Army and is always keenly focused on the forward planning of new and exciting operations that service our foreign policy goals. Most recently this has included the liberation of our ally Stargate, collaboration with Lazarus, notable detag operations with The South Pacific Special Forces and The Rejected Realms Army and other significant operations involving a multitude of partners. In the coming months, we will certainly see many more examples of the NPA’s brilliance at work.

We will also be launching a new initiative that will introduce our Generals to the region - through a series of dispatches, interviews, and other content, with a goal of recruiting new nations to the North Pacific Army through a draft process. I am excited to see what can be achieved in the final two months of this term.

Home Affairs

Home Affairs had an extensive number of priorities for the term, including a resumption of regular recruitment lists, LinkThe North Pacific Survey and Census (and results implementation), and the mentor program. Throughout these priorities, Konar (Bluie) has proven himself to be a highly competent communicator, delegator and leader within the Ministry of Home Affairs. I have immensely enjoyed watching Bluie interact with his staff and keep them to task about the priorities at hand.

Since the beginning of the term, Bluie has released 8 lists that have been completed by the Ministry of Home Affairs - ensuring a steady influx of new members into our regional forum and an increase in the number of new and exciting faces within the executive staff.

The Ministry has also released four surveys and the results for three of those surveys - a sizeable effort. With the mentor program, we have seen a renewed focus by Deputy Minister Ethnon especially, who is ensuring that every single new member of our regional forum is assigned a mentor. It has been truly a delight to see the enthusiasm from the Home Affairs staff in taking on these responsibilities.

In the final two months of the term, excluding a continuation of the lists, we will turn our attention to the implementation of the feedback from the surveys - particularly the telegram quality survey. This will require a lot of work and effort from the HA team, but I am confident in our ability to get this important work done.

World Assembly Affairs

In World Assembly Affairs, our indefatigable Minister of World Assembly Affairs Kranostav has established a highly dedicated team of Deputy Ministers of World Assembly Affairs. Since the election, the Ministry has released 12 IFVs.

The Ministry has been working closely with Europe and with WALL on the substantive proposals put before the World Assembly in recent weeks. We have also seen lively debates on various proposals - especially the Repeal “Condemn the Black Hawks” proposal and the “Ban on Forced Sterilisation” proposal. Likewise the Ministry of World Assembly Affairs has been reinvigorated by new staff such as Angshire, Captain Pegleg, Fregerson and others joining the Ministry and eagerly seeking opportunities to put forward their own IFV drafts for consideration by the Ministry.

I have personally undertaken efforts to be a more proactive participant in the onsite discussions for proposals before the WA, including providing feedback from our residents, and providing information about our published information for voters recommendation and the vote I have given as Delegate of The North Pacific. Likewise, I am regularly engaging with authors that have contacted me directly about their proposal and have encouraged them to join our forum and make the case for their proposals.

Radio

The newest Ministry in the executive - Radio! The brainchild of El Fiji Grande is well underway this term. Establishing a new Ministry is an incredible amount of work and takes the kind of diligent work ethic that El Fiji Grande is known for. The groundwork has been laid, including establishment of the staff, the seal and the motto.

The Ministry has recorded several RP shows related to the RP Symposium with Greater Dienstad, established Linkthe radio awards program, and has initiated tutorials on editing of radio shows providing opportunities for learning for members of the staff.

In the coming months, the Ministry of Radio will be focused more on broadcasting and show production. It’s an exciting time for the newest Ministry and I encourage you to get involved and support El Fiji Grande’s efforts.

Communications

Despite a rocky start, the Ministry of Communications has found its footing under the leadership of Kaschovia who returned to NationStates and soon after hit the ground running as our new Minister. Kasch has provided excellent oversight of the Ministry of Communications, establishing a collegial working relationship amongst staffers in Communications and maintaining an effective team of deputies and editors.

During this time Kasch has published two editions of The North Star, with an edition of The Northern Lights approaching completion, and another one in planning stages, the Ministry is well on track to meet the goals set for the term.

Minister Kaschovia has also provided conscientious guidance to authors and editors in the formatting of publications, which has substantially made the distribution efforts of the Ministry of Foreign Affairs considerably easier. The decision to establish a formal editing team was also a great initiative and one that will only increase the quality of our publications.

I am excited for the future of our Ministry of Communications. The NS 2030 concept for the next edition of TNL is going to result in the greatest minds of NationStates coming together and collaborating on their vision for the future of the game we know and love.

Culture

Culture led by the punctilious Prydania has in the first two months of the term almost surpassed the goals established for it in the campaign. Completing work initiated under my predecessor, Prydania and the Ministry of Culture have already delivered on the roleplay symposium with Greater Dienstad and we launched Linkthe Games Server.

We hosted LinkThe Epic Gamer Party with The Rejected Realms to great fanfare and we are finalising our plans to host an event with 10000 Islands which will go ahead in November between Thanksgiving in Christmas - stay tuned for further announcements.

Likewise, Linkthe Lennarts are currently underway and are running more efficiently than previous years. I’d like to particularly acknowledge Sundred here for updating the awards for this year's edition. A huge edition of the Roleplay Reel will be released soon - expanding upon the efforts of the Roleplay Symposium with Greater Dienstad.

In the final months of the term, we will publish the roleplay reel, implement an endorsement trading event with the Security Council, undertake the cultural event with 10ki and turning our attention to other activities such as discord based events.

Conclusion

In the first two months, we have made tremendous progress. I am optimistic and confident that in the final two months of this term, we can surpass these achievements and deliver more opportunities, events and activities for the enjoyment of all TNPers.

I will personally be taking a renewed focus on law reform and have discussed this in the regional assembly channel on the discord server and with other legislators recently. I believe there are a number of areas relating to the operation of our government, the freedom of information act, reform of the SC nomination process, and reform of the penal code and sentencing provisions of the legal code. I intend to work with other members of the cabinet, citizens and keen legislators to see progress and improvement in all the institutions and legal instruments of our region.

I am incredibly proud of the work of all of the Ministers and with the dedication and diligence with which they approach all of their duties and responsibilities. This is a government resolutely focused on delivering for all residents of The North Pacific. I look forward to the final two months of this term.
