House Bill 23: House Framework and Speaker Act (Revised)
Purpose: To replace the functions and purposes of the House Bill 8.
Article 1: Voting & Bills

1. A bill must be seconded before it can be voted on.

2. Votes on bills shall require a simple majority to pass.

3. Votes on repeals shall require a 2/3 majority to pass

4. Votes on bills shall remain open for 3 days or until they reach a majority

5. Once a bill has passed, it will be presented to the Founder and Prime Minister for signature. Once signed, it is law. If either the Founder or the Prime Minister choose not to sign the bill, the House can overturn this decision with a 2/3 majority vote. If the bill is overturned, the Judge must approve the bill before it becomes law.

Article 2: Speaker Election and Rules

1. The House shall elect a Speaker from amongst its members by a 2/3 majority vote who shall be responsible for convening and supervising sessions once a week.

2. A Speaker shall be elected at the beginning of a new term of the House, which is after a House Election. If an emergency situation should occur before this election, the Founder shall act as Speaker.

3. No person shall serve more than 4 consecutive terms as Speaker.

Article 3: Speaker Duties

1. In the case of an emergency, the Speaker shall be responsible for holding an emergency session. These sessions shall only differ from regular sessions in that they may be held in a week that has already had a session. Such emergencies include the Founder failing to sign a bill, a Constitutional Crisis or severe misuse of power, or an external threat.

2. The Speaker shall be responsible for holding votes on bills and counting the votes.

3. The Speaker shall be responsible for correcting format errors and posting the bills on the forum before holding a vote. If it is unclear what any section of the bill is attempting to say, the Speaker must act for clarification from the author of the bill.

4. When Holding a session, the Speaker must alert all House Representatives that a session has begun. Any attempt to conceal this shall be considered malfeasance.

Article 4: Bill Format

1. A bill shall have the following format:

House Bill [number of bill] : [title of bill]
Purpose: [the purpose the bill is trying to achieve]
Article [article number] : [article name]
[clause number].
