Guaylandia

The Federation of Federations of Guaylandia, commonly called Guaylandia or The Metafederation, is a confederation on Earth. It encompasses almost all of Earth's surface area. Guaylandia covers 148 million square kilometers and has has an estimated population of 11 billion. Guaylandia comprises of 9 Subfederations, further divided into 351 States. These Subfederations are: the European Union, the North American Alliance, the Latinoamerican Community, the African Union, the British Commonwealth, the Soviet Commonwealth, the Asian Forum, the Pacific Forum, and the Southern Commonwealth. Switzerland is an entity independent of any Subfederation and contains Geneva, the capital of Guaylandia.

Guaylandia was the result of world authorities, including the United Nations, Interpol, and the World Bank falling apart, as well as the perceived need for a world union in the aftermath of the Second Cold War.

Etymology

Guaylandia's name was a fusion of several suffixes used for nation names.

The standard way to refer to a citizen of Guaylandia is as a "Guaylandian."

History

During the Second Cold War in 2030, most international agreements collapsed, including the UN, Interpol, and World Bank. The aftermath of the war, which is widely seen as being in the European Union's favor, resulted in a new push to reestablish these organizations, and representatives from various regional federations eventually met to form a "meta-federation" more powerful than any preceding organization.

Guaylandia's government was initially most heavily influenced by the European Union and Switzerland, which had become socialist during the Second Cold War and thus pushed Guaylandia in a democratic and socialist direction. When the People's Assembly was created, however, those nations quickly lost influence.

Government

The Government of Guaylandia is mainly composed of the Federal Commission, which is composed of representatives from each of the 351 states, most of which are elected, and a President and Vice President chosen by the largest coalition. The Commission holds little power; binding laws that override those of lower governments require complete unanimity, which almost never happens, leaving most decisions in the hands of subfederal, state, and municipal governments.

234 of the 351 states are organized as socialist direct democracies, in which people have the ability to override the legislature on various issues. The metafederal government has strongly advocated direct democracy, but the remaining 117 states still have various forms of government including republicanism or oligarchy. Guaylandia came close to mandating member states to be democratic in 2064, but this failed due to Russia's veto.
