The new Constitution
Preamble:We the people of this Union, do hereby assemble to create Justice, and ordain a new constitution to lead a Union into a new age, and pledge to this our lives, provied for the common defence, promot the genral welfare at hand, the our fortunes, and our sacred honour with the blessing to pass this constitution for the new United Nations and Planets.
Article I: The Executive
Section 1: The executive branch shall be headed by a president, who shall be elected on the first of the month by the people with a Vice President, with the Vice President maintaining the power to break ties in the Congress
Section 2: The President shall enforce the law, and to aid in enforcement shall have the power to issue Executive Orders, which shall have the full force of law
Section 3: The President may appoint a cabinet, including up to the following positions:
Secretary of State
Secretary of Defense
Secretary of Recruitment
Secretary of Roleplay
Secretary of the Interior
Secretary of War
Section 4: The President may veto legislation proposed by the Congress
Section 5: The President shall have every permissions as granted by nationstates, and shall endeavor to create a way for smooth government communication, be that through forums, a discord, or puppet regions in which communication can be fostered through embassies.
Article II: The Legislative
Section 1: The legislative branch shall consist of a congress, with no less than 12 members, but with an additional Congressman for every ten citizens beyond 30 the region attains
Section 2: The Congress shall endeavor to pass legislation, and can do so with a 3/4 vote in favor of legislation.
Section 3: The Congress may also create motions, which shall serve to create governing rules for their body or request the government perform an action
Section 4: The Congress may override a Presidential veto or rescind an Executive Order through a 3/4 vote in favor.
Section 5: The Congress shall elect a speaker from among their body to serve as the arbiter for debates and to set the agenda. The speaker shall need a plurality of the vote, and shall retain his/her right to vote.
Article III: The Judicial
Section 1: The judicial branch shall be headed by a Supreme Court
Section 2: There shall be one justice for every 40 citizens residing in the region
Section 3: Justices shall serve for a period of life, except in cases of impeachment and removal from office
Section 4: Justices may interpret the law in cases brought to them
Section 5: Justices shall determine whether laws passed by the Congress or actions taken by the President are constitutional
Section 6: A justice may issue a judicial order, which shall require that a nation do something, which can be overturned with a 66% vote in favor in the senate.
Section 7: The Chief Justice will organize and lead the court
Section 8: The Chief Justice will be the goodist justice and elected by Congress and the Selected Council
Article IV: Balance of Powers
Section 1: Any official may be impeached once a case has been taken up by the Supreme Court, and that person is found guilty.
Section 2: To remove a government official from office, 3/4 of Congress must vote in favor after impeachment has been attained
Section 3: No President may serve as a Congressman or a Justice
Section 4: No Congressman can serve as a President or a Justice
Section 5: No Justice may serve as a President or a Congressman
Article V: The Rights of the Citizenry
Section 1:All citizens are guaranteed the right to petition the Senate or the President.
Section 2: All citizens are guaranteed the right to vote in a free and fair election for the President, and Congress.
Section 3: All citizens are guaranteed the right to freedom of speech.
Section 4: All citizens are guaranteed the right to file suit within the Supreme Court or to petition for an interpretation of legislation.
Section 5: All citizens are guaranteed the right to be considered innocent until proven guilty.
Section 6: All citizens are guaranteed the right to legal counsel by competent lawyers.
Article VI: The founders
Section 1: That the founders have control over the government
Section 2: That they can kick out any non-constitutional laws
Section 3: That they can kick out unconstitutional rights imtaly and even a justices
Section 4: That there will be a cabinat for the founder called the Selected Council
Section 5: The founder must stay or there will be no region
Section 6: The Selected Council is a group of states appointed by 3 senior officers and 2 Selected
council members. In the case there is not enough members or there is an IST movement in
progress. The President or Vice President Official can appoint a Council
Member.
Section 7: If they are found to be corrupt, they will be banned regions. High officials like the President, Vice President, Founder, Congress, Selected council, and the Supreme Court can start Major decisions even with little support. However, vetoing any decision,
no matter how high-ranking, is allowed.
