New Lhassa Airport, deep in the night, Staleland

The Dala�-Lama and his staff had long retired in the emptied airport lounge, as the sun set and there were no signs of the arrival of the Leader of Karnten's aircraft. Since then the Dala�-Lama had been edging between awakeness and sleep.

"GOT SOMETHING!" a radar assistant shouted "oh wait no never mind. It's a chief of state plane, but not from Karnten...departed from Breizh ivel."
"Huh?" the Dala� Lama woke up "What the hell is it doing?"
"Bah, flying around, nothing much?"
"Why is it flying towards Shajaea?"
"No idea. Why would it matter?"

The Dala�-Lama remained silent. He did not like this. At all.

Emergency meeting of CIS Executive comitee
Michaele Gorb quickly called to all members of the CIS to meet in Tallinn, one of Argoni's more prosperous cities.
He outlined the need to discuss policy on the following issues:
1. Civil war in Barnbouth
2. Extending Membership Statues
3. The Future of the Cananl
He has asked the Executive committee to reconvene as fast as possible, and is waiting for them.
Lets see what this will bring to the future of Janus.

El Diplomata was dispatched as soon as Michael Gorb sent for the call. Considered to be the leading candidate for all CIS affairs, he embarked ona plain headed for "Rosa Airport" in Argoni, and would use the rail network to arrive at Tallinn.
El Presidente's interest, and therefore his own interest where pretty simple:
Limited intervention, mostly through the sale of weapons,
Acceptance of a certain amount of refugees trained professionals preferably,
Extending membership to as many nations as possible, including perhaps the winning side of the war, if they show more democratic tendencies,
An open Canal that answered more fully to the CIS. "The oro must flow"
He hoped to see some familiar faces, but also excited to meet any new blood.

Havenborg Airways Flight 112

"Ladies and gentlemen, we will soon be landing in Tallinn international airport. Do not forget to check you have been issued an official visa by the Union of Border Controllers, and that you do not attempt importing illegal material in the country, such as gambling material".

Olsen awoke in his seat. This would be one of the last meetings he'd go to. Checking his diplomatic passport, he felt reassured. This could only go well. But of what he had seen of international press at the lounge at Belem Int'l Airport it sounded like Janus was once again in one of its rollercoaster rides, spiralling up and down with the current of events.

Olsen had never met Gorb, he simply hoped he was not too unsimilar to Franz. He had enjoyed him. As the wheels of the aircraft hit the ground and the flaps lifted, Olsen, prepared himself to leave the aircraft.

It was not long for Olsen to cross the border with his diplomatic visa, and he was impressively soon seated in a "Union of Taxi Drivers" Taxi heading straight for the conference centre.

Xipe, prodig� to Tlolac made his way by boat to the grand harbor of Tallinn. Quilacan policy was mixed on this. One one hand, Quilaco would love to welcome victims of war. On the other hand, no one liked Barnbouthians. Helping them was a given. Bringing them home, on the other hand, would be a political assassination. As for membership extensions, Xipe had been told to fight for Iqalt's candidature, and although unconfirmed, very possible. Lastly, the canal, as far as he was concerned, could be independent, so long as it answered to the CIS in keeping open waters.

Alastair McEnroe walked around in the concourses of Rosa Airport. What the hell was this mad country?

First, they told him he should have a permit to carry weapons. Why? What harm did an MK47, an anti-tank mortar and a handgun to good law abiding people? But this was the least of it. Once arrived he decided to get some coffee, but instead of finding 25 coffee booths exploiting overworked children to offer the lowest prices he was much indignated to see coffee costed the same everywhere and that everyone was part of the "Union of Torrefactors". This being said the coffee was the cheapest he ever bought, but still...

Next, the train service. No first class. No lounges. No purchasing the right to kick your neighbour off their seat? What kind of country was this Argoni? He seriously would need to revise

McEnroe was a "senior diplomat", but at DiploCorp that was an easy job to get. Since Eleanor was busy negotiating economics he was the one sent here. And for the moment he did not possibly understand why these people lived like they live. He was speaking to a woman, next to him who explained that she was happy because her Union paid her something like half a bitcoin a day. However it was true nothing costed even the tenth of a bitcoin anyway. Even the bacon-flavour tobacco costed like one hundred million Monopoly dollars only. Incredible.

By the time he arrived at Tallinn station McEnroe was much surprised not to see competing taxi companies, but rather a Union of Taxi Drivers charging the same 56 million Monopoly dollars a mile. He chose one randomly, gosh this place was worse than the nutjobs who threw dice, Unpredisomthing. Anyway.

"Excuse me sir" he asked the taxi driver, whilst pointing to a social benefits union building "what do they sell in this shop?"
"They don't sell anything sir, it is a Union. You see, we have Unions..."
"By the time the talkative driver was done they had reached the conference center. Stepping out of the vehicle McEnroe breathed in and out a couple of times. This place was incredible. He stepped in the building.

Confrence room 321
Michael sat in his chair. His youthful days as a Union head were long gone, and he knew it was all downhill from here. He had plenty of years left, but all he had to look foward to was more back pain. Fourtunatly his proteg� and close aide, Emiline Pankhurst was there with him to assist in translations, and advise him. Though Michael was open to capitalism more than previous Union Heads, he felt like a "youth touch" would aid his message, and make hismelf appear more diplomatic. He took a Pan-Bolivarn Cigar out of his pocket, a treat he reserved for nervouse situations. Emeline gave him one of those looks. He shrugged. "You know I'm already old. Not much else I can do. I must admit, I'm nervouse. It feels like I'm inviting the foxes into a chicken house." "Oh Micheal Your to poetic for your own good. All of these countries, weather you realise it or not, are our friends. They may see the world diffrently, but they have aided us in the past" Gorb, often called the reargaurd of capitalism by totalists, said "I know Emiline, it's just it feels so against us" "Michael, weren't you the one that said we went to fast?" "Touch�. This is why I implore you take over Rad-Soc leadership. Once I get to old for this, the nation will need yout cheerful youth." "You know the Syndicalists and Totalist would never stand for that. A young woman in charge? They may not say it, but we both know that in leadership, neither is very progressive."
Before the Argument could continue, El Diplomata arrived and shook Gorb's hand, "Ah, the famous Se�or Michale Gorb. My Presidente has heard a lot about you" Emiline quickly translated, and Michael said "I read about you on Franz's report. He spoke very favourbly about you" This was an obvious lie, but often the best flaterry is not based on the truth.

To Michael's surprise, a young man stepped inside the building bearing the flag of Quilaco and traditional clothing. He declared himself to be Xipe, negotiating on behalf of the Quilacan people. It seemed this was a culture known for sending youg men to do duties. He wondered if this was a tradition in the country, or some form of "civil service". Nevertheless, this was a pleasant surprise. He had learnt upon Quilacan traditions as a student, and in the native language said "May the ancestors watch over us during our negotiations, as did so long ago" He knew his accent was rusty but hoped this would be taken as a sign of goodwill by the young man.
He guided him to his chair, and asked the service to bring more bacon flavoured tobacco, as well as a lot of water. This was going to be one hell of a negotiation.

Xipe was taken aback. He was impressed this Argoni man knew anything about Quilacan history. Had he just referenced the uniting of the tribes? This country had amazed him once more.

When he had first arrived, and asked to be pointed to the nearest chief, the people laughed. Was this country chiefless? Upon further clarifications, it was made clear to him that no such notion existed in Argoni. He then boarded the train, only to find it was a mess of lines, going everywhere. Apparently, these "Unions" had decided that everyone should be able to take the train. No matter where they were.
Lastly, upon his arrival, the level of technology on display, the highest in all the CIS and almoust Janus, just blew his mind.

Xipe sat down, and exchanged pleasent greeting with "El Diplomata" Tlolac had told him about this man. He described him as a mix between a racoon and a chicken. Xipe thought parrot may be the better term.

The Taxi pulled in front of the conference centre, and Olsen, who was on the phone with his daughter, hung up and exited the car. Strangely cars still existed here.

As Olsen entered the conference building he took benefit of the fact his host was busy with El Diplomata to expertly eye everyone around.

The Argonis were many but two struck his eyes:

  • Gorb. He was the archetype of the man who just passed that middle point of life. Not a grandpa either, but certainly someone whose forming wrinkles had witnessed hardships and experience. Olsen immediately knew that he was the polar opposite of El Diplomata, the man of image, of bling-bling, of reputation and money. Gorb was someone who had most obviously spent too much of his life on the lowest steps of society.

  • A young lady next to Gorb. Some kind of assistant, prot�g�e, successor whatever that was. She reminded him so much of those junior civil servants he had seen so often, straight out of university, their idealism still sharp for not blunted by the heavy hammerings of real life. Undoubtedly highly intelligent and ambitious. Olsen had seen so many of those. Some became Thorstein Selbsen and Elena Riksdag, the two candidates for Chancellorship in Havenborg. He could still remember the tiume he had interviewed them for their civil service positions, when he was low ranked enough to conduct applicant interviews.

He saw a person in traditional costume, and immediately recognised he was from Quilaco. Young blood. Good. He did not look like a pro diplomat, but rather what Olsen playfully called a normal person. Down to earth. Prosaic. So unlike those who had spent 40 years studying theoretical models of International relations. The Ministry of Foreign Affairs was so full of these people. No, this one looked like someone interesting to talk to.

Olsen also eyed a man in a suit arguing with the security guard at the entrance about a GAU-17/A minigun. Chainbrekers, surely. He looked arrogant, untamed to the world of diplomacy, but not untame like the secretary or the Quilacan. They were intelligent and inexperienced. Olsen did not think very much of the Chainbreaker.

Finally, he walked towards Gorb to offer his respects.

A Hotel Room somewhere in Tallinn

Tuuluuwaq was once again abroad. His family had asked him if he preferred the outside to his own igloo. The truth is that, as his grandfather used to say: if you don't get out of your igloo in the summer you end up wet.

He had entered Argoni once again with his Chainbreakers passport. The Border controller had eyed him with what was really pity, and had said "comrade, they must really be exploiting you hard where you live". Of course he could not know this Chainbreakers passport was a hide.

He was now in a hotel room in Tallinn. He would not be attending the conference, of course, but he had arranged for appropriate documentation to end up on the leaders' tables.

More importantly he was here because the Zodiac Council judged the offer to join the CIS acceptable but wanted to know more on who they were and how they conducted business. So Tuuluuwaq would spend most of his time watching television and deciphering everyone's move. Turning the TV on he watched as the diplomats exited their cars, hounded by journalists. This was going to be a good day.

"Gentlemen, it's a pleasure to have you come to my call. As you know Barnbouth is erupting in civil war. Ms.Emiline, second in command of the Rad-Soc, has been sorting through reports and will open our negotiations."
"Thank you, Michael. The situation at the border seems dire. From what our espionage network can deceiver, it would seem that Barnbouth has entered a civil war between siblings. We in Argoni would call it fuedal decandence, however, the real problem is the population displaced. Many have been flocking not only to our border but also to the Canal, where our Governor, Franz, has been busy dealing with independence movements. Normally, we have a refugee open policy, however, here this may be enough to knock our economic policy back. Integrating the Barnbouth working man to Argoni is," She paused. Michael nodded. "Well it's difficult, and the numbers risk keep increasing. Argoni would not be against an intervention" Michael and Emiline's eyes locked for a second. This was a complex point in Argoni. "However, if we intervene, we need to make sure we leave a stable government or do so purely for humanitarians reasons." Emiline's University days were only two years ago. To think she would be addressing half of Janus still was amazing.
Michael went back to the stand. "As you can see, we need to find a solution to this imminent crisis. Any ideas?" Gorb hated being indirect. It made him sound like a Shajaean carpet vendor. He was a miners son, and said it like it is.

Alastair was skeptical. Who was this young woman I-know-everything who just came up and basically pretended she was a world leader? In Chainbreakers she'd probably be given a secretary job and told to shut up. But I guess you have to adapt to the place.

"What exactly do we know about the siblings? Does any seem more normal than the other? We used to have a correspondant there, a Duke Philippe, but he disappeared mysteriously, so we are mostly uninformed. Undoubtedly it would be easier to do anything if we have some local supports there. "

El Diplomata sat quietly, eyeing Do�a Pankhurst, no Do�a Emiline. He knew this wasn't the place to pick up a date, but maybe... He then saw Presidente Gorb look right at him. He decided Argoni women were overrated anyway. They talked too much, and always complained: "No Diplomata, think of the workers, No Diplomata the oppression!...." Always complaining. He tried to pay attention. When the opportunity came, he jumped up and went in front of the podium. "It seems very simple to me. We should contact both factions. Agree to aid them for a list of demands, such as increased democratic rights, or opening up to foreign investment etc, and support that side as best as we can" EL Presidente's plan went one step further. To aslo sell weapons to the other side, but outdated ones. It's not like Barnbouthians could tell the difference. The CIS had no need to know about this. "This could also provide us with a friendlier power beside us. If there is one thing Kingdoms are good at doing, is creating debt. We could control the country financially. No need to send soldiers.

Xipe could not believe his ears. This "Diplomat" was not a parrot. He was a wolf in sheep's clothing. What he was proposing was the exact thing the tribes had united to stop. In a swift move, he got up, and said "Are you mad? This is exactly the kind of domination we seek to prevent. We are here to discuss the victims of the war! And here you are, profiteering from the slaughter. You are a piranha, competent on eating the first cow crossing the river, and letting the rest go through because you are satisfied. If we want to intervene, we must do so because we are providing aid to those in need, or we wish to topple the cruelty of both regimes, not do so off the whims of our pockets."

Michael was impressed. This was the fire of youth. Shame it was not seen well by these more elder politicians. He took a puff of his cigar. This conference would make or break the CIS's resolve. Would El Diplomata back down? Would Chainbreakers take a more active role in helping their capitalist allies?
He waited for his next move.
Emiline didn't:
"Delegate, although there is much truth to what you say, in the future, avoid letting emotion dominating the discussion. Although we agree that we should not be lining upour pockets, Argoni has beared the cost of Barnbouth for far to long. Placing a friendly government in power, whether directly or indirectly would be a tremendous aid. However, we should first focus on the refugees. What should we do with them? Argoni is willing to take the head ot the operation, however, it's evident we cannot do it all alone. Either a redistribution programme is necessary or, another solution we thought of was diverting them to the canal. Given the regions mixed population of Shajaeans and Barnbouthians, integration should be swift. Any other suggestions?"

Our country is late technologically, late socially, late economically. We are late and have been the mockery of Janus for too long. My brother Patrick wants to rule like his father did and his grandfather did and his great grandafther did. I come here because I think we can get some novelty happening"

The Sultane was witnessing quite the civil war. He had to act swiftly, and had little time. He was well aware that the Queen was at a disadvantage, however, he was also knew she was in need. And anyone in need can be a good client state. He issued an officail dispatch.

Olsen amusingly looked at Gorb. He was also staying back. Clearly this Gorb guy had been smart taking Emiline in and having her lead the debate. She sees it as a promotion, and he can actually take a step up. What a genius.

Olsen now had to play balance. he was the pin between the right wing of the CIS and left wing. But he has also been historically sympathetic to the Quilacans. There is no doubt Tlaloac had briefed Xipe, and he could not have said ill of Olsen. Now he had a reputation to hold.

"My friends, first, allow me to thank our hosts for having invited us here. I know only too well the efforts hosting a CIS meeting take, and I can appreciate the work you have been through.

Secondly, I will take some of my speaking time to speak great praise of Ms. Pankhurst. I have rarely seen in such youth such maturity and weight of speech. I believe we are in good hands"

That was for the Argonis. Now he would need to pay lip service to Xipe. Least of things. He'd do that by rephrasing what he said in his special nobody-can-deny-that sentences that helped him so much in the Nordtag.

"Though I admit effusions of rage are not welcome in this assembly, I need to join my esteemed colleague Mr. Xipe on some things. We are the alliance of liberty, of the liberal democracy, of freedom and goodwill for the peoples of the world. We have the moral high ground. If we surrender this moral high ground for short term interests we are going to be paying this very expensively. What will the emerging nations of the world think of us? What will the people such as Iqaltut, Karnten or Wanoo and any nation we have yet to discover think of us as? Imperialists? Colonialists? Power hungry? Exactly the discourse Shajaea hold on us. Let us not fall to their level, I implore. "

Alright. Now he had some pressure on the right wing. El Diplomata was unpredictable, but the Chainbreaker was too inexperienced. He'd give in to the pressure. Hopefully.

McEnroe looked at the panel. Who the hell were these arseholes? First, the college graduate who thinks she leads the world. Then the impatient tribe guy. Then the shady politician who is basically putting him on the wall. Scary.

No, the only one who said something sensible (other than himself) is the Diplomata guy. He makes sense.
Speaking out of turn, much to irritation of the more experienced people, he blurted out

"Olsen, you speak of reputation. What kind of reputation do we get if the CIS basically scratches everyone's back. We are here to protect our members' interests, no?. This is what will give prestige to our organisation, not so called moral high grounds. "

Xipe took a deep breath. He had forgotten where he was. Clearly, his outburst was far too large.
"Delegates, I'm sorry for my previous anger. I hope, given my people's history, you understand where such anger came from"
Tlolac had told him he would meet very different people, with sometimes strange ideas. This was his right of passage. An experience were he came to understand the world better. He was grateful for Olson and Emiline at least understanding his position. He sat back down and twiddle his thumbs, reflecting on the canal proposal. That wouldn't be a terrible idea, given its incredible economic strength.

El Diplomata was tired of this constant beat down and was grateful for being backed by Chainbreakers. "And, as some of the largest Arms producers, it seems self evident any conflict is within our intrets."

Michael was finishing his cigar. This negotiation reminded him of his starting days in the Union. People so headstrong, mules would complain about them.
He stepped down.
"Tell me Mr.McEnroe, how much would you like it if say, you had to be the one working at these famous 'Child coffee shops' in Chainbreakers? I'm willing to bet the answer is not very much. You wouldn't be to happy having to constantly chase a never-ending debt. You'd probably end up hating who you are working for, secretly want nicer company. Suppose this new compnay offers to make your previous employer go broke, while promising to clear all your debt? I'm willing to bet, you would jump at the opportunity to get back at those people. This is the situation you are placing Barnbouth under. Even if you do not believe in morals, you must see that this is a terrible transaction. Creating a wage slave out of Barnbouth will only alienat them from us. Let us not forget such powers as Shajaea, Intelligenstan and Unpredictiton could use this to their advantage to expand their influence. As a business man, you must see this is a bad investment in the long run." If Gorb wasn't in a diplomats room, he would even joke to this man he should buy morality from one these famous MegaCrops
"Moreover, I don't know exactly why you see the selling of weapons to potential war criminals as prestigious. However, if you do, please enlighten this poor old man on how this could help the average Argoni"
Emiline was shocked. She did not expect him to hop in without kiddie gloves. Unions produced some harsh debaters

El Diplomata felt like a complete fool. He had walked directly into this man's trap. He waited to see if his business colleague had any answers. Right now, he was happy pretending he dropped a coin, and was looking for it on the floor. He had to save face after all.

Olsen was now feeling two feelings at once.
On one hand, Gorb's intervention was exactly what this McEnroe needed. Straightening him in his boots. Reminding him he was in company of people who wouldn't sell off the CIS to the highest bidder.

But Olsen was very worried. His pressure move did exactly what it should not: now the right block was crystalising, and was going to portray it all as a mean move by the leftists and join to make themselves stronger, whilst convincing the people their narrative is true. After all, there are things you have to know when you have to debate against Elena Riksdag for years.

Gorb had spoken. Either El Diplomata cowered, or he covers McEnroe. If the second option is ture, Olsen will have to drop some concessions. He now listened to what the others had to say.

Olsen was perplex.

McEnroe had responded very aggressively to an aggressive attack. Either he is desperate, on the brink of the precipice, and tries fighting with what he has left. Or he does this because he has good reasons to be uber confident. Meanwhile Diplomata was obviously trying to synthetise and pick a side. The truth is, for once, Olsen did not know. Was the response simple response to perceived aggression, a show of force or a desperate attempt? Only some more time could make it, but time Olsen had none...unless...

He looked at the Quilaco delegate. Olsen had no telepathic skills, otherwise he would say "now. go for it".

Xipe knew this was the most amount of concessions he could expect to get out of the CIS. Nonetheless, his own trust in the organization remains unchanged. He realized now why the host had asked the spirits to watch over them. These negotiations, in many ways, influenced millions of lives but were decided by a handful of people. A greater guidance is all one could hope for in such negotiations. He remained quiet, waiting to see where things would evolve.

Xipe was mostly unfamiliar with all these "crown difficulties" It seemed so strange that a piece of metal would give you the right to rule. What about the spirits, or the gods? Maybe this crown was a powerful source of witchcraft? Xipe was unsure. He would have to consult the local shamans on what they knew. He doubted that Argoni had shamans, but it would be worth a try.

Olsen was glad McEnroe was stepping out of his hole. Now they could get on talking some serious stuff. And, of course, he would not mention Duke Philippe.

"The Canal plan is good on paper, but we need to ensure that the Canal people actually are fine with this. I am all for self determination in this case. We cannot allow for the risk that a disgruntled Canal population might hand their geography to Shajaea or I know not who else.

Ultimately will come a day when we will have to let go of the Canal, and I would rather do this sooner while we still have control and can install a friendly government with a powerful constitution than later when we will be fleeing under gunshots. "

Olsen now uneasily looked at the Argonis. He knew that the right block had come up with something smart and that they needed something to cling on and bring home. But Olsen also knew that it would take excellent Argoni propaganda to convince Unions that the proposal was not what it was: big coroporation controlling utilities, bourgeois getting power at the detriment of the working man.
