AS COMPOSED AT THE Sovereign Imperial Realms CONVENTION OF 2020.
FOR THE FULFILLMENT OF PROPHECY, AND POLITICS,
TO BE GRANTED UNTO THE CITIZENS OF THE REALMS,
TO STAND IN HONOR OF OUR FOUNDER

Officiation:
This Eye of Providence was officiated upon joint assent from the regions of Ravana, Abydos, Southfield, and Eastfield on June 13th, 2020.

Designation:
We declare that this Eye of Providence, through its own authority, serves as the designation of the true lineage of Grand Luxarchs of Sovereign Imperial Realms. Any claim of authority over this jurisdiction, Sovereign Imperial Realms, the lineage of the Grand Luxarch, or it's other offices shall be recognized as illegitimate without this Eye of Providence as officiated.

Promulgation:
With the alluring Eye of Providence securely stationed within the ethereal above us, we the mortals of this world have justly inherited the legacy built by ancient imperials, kings, queens, nobles, and citizens. No inheritance shall ever be so abundant, for with this inheritance comes the wisdom of ages of dynasty, triumph, and tragedy, which have crafted and refined our mortal beings to be of a higher ascendancy and ever closer to completion of the great quest our imperial ancestors began so long ago. This quest, we all know, is the immortality of the idea we herein enshrine.

Thus we know as we called out to the heavens in the old ages, clung to our guides, prayed for vainglorious victory and cursed the enemies who had surrounded us, consumed us, and left in its wake only despair, the Eye of Providence looked down upon us, and pitied us in our darkest of hours. When we turned away from the Eye of Providence, we had brought upon ourselves misery, death, and vile things. We lost our essence, saw the enemy in our friends, and destroyed the very life within us. We know that the Eye of Providence, who guides us, had mercy upon us for within these words, commissioned a great new birth with our people; to set clear the course in which we are to follow, heal wounds, and build strong our resolve in this world, the likes of which have never been witnessed before.

We declare that The Eye of Providence stands today as the resolve and testament of a displaced, war-torn, and tired people, who at one time chose to reject enlightenment and paid a sizable ransom. When we cling to this Eye of Providence we shall inherit the rightful blessings upon which all people can use to prosper and thrive. We shall be made whole and no enemy shall assail our coast. We shall be enlightened and be elevated toward the infinite eye; as close as any mortal being can possibly attain within the confines of this world. This document shall be our highest authority for all those who look upon it, in our quest for enlightenment. We know that of the seen and unseen worlds espoused in this existence that the Eye of Providence is the everlasting authority for all our acts. The Eye of Providence is the quickener, the mover, the creator, the preserver, the decider, and if rejected, the destroyer. The eye is our first, last and only, eternally.

The choice all of us face is simple. Adopt the Eye of Providence as the will and course set forth for an enlightened and unified future, or reject it and allow the blood of the past to spill again. We have thus enacted this, The Eye of Providence, as the highest authority of all people under its jurisdiction. This we do in honor of the Founder.

EYE OF PROVIDENCE
ARTICLE ONE
LEGAL SUPERIORITY

Supreme Axiom One: Establishment

§1.1 - Perpetual Establishment

We shall establish this Eve of Providence in its entirety as the most supreme law of Sovereign Imperial Realms, to stand in perpetuity for our governance and organization.

§1.2 - Supreme Law

We shall ensure that this Eye of Providence supersedes any other authoritative document within the jurisdiction of Sovereign Imperial Realms.

§1.3 - Conditions of Agreement

We shall consider residency of Nation or account, regardless of citizenship or class status, anywhere within the jurisdiction of the Sovereign Imperial Realms as an agreement of recognition and consent to this Eye of Providence for all. Those who do not hold agreement with, or object to the Eye of Providence may voluntarily withdraw from agreement through the removal of their presence in all Sovereign Imperial Realms jurisdictions, forfeiting any class, work, Status, office, or privilege.

Supreme Axiom Two: Access of Law

§2.1 - Denial of Access

We shall never deny the right of any citizen to view and have access to the Eye of Providence in its entirety.

§2.2 - Access Through Jurisdiction

We shall ensure that the Eye of Providence can be accessed through NationStates, all realms, and the community forums, and, if possible, all other infrastructure intended to be used by the general populace of Sovereign Imperial Realms.

§2.3 - Requesting Access

We shall never intentionally obscure, or hide the Eye of Providence from any resident who requests its viewing and access.

Supreme Axiom Three: Authority

§3.1 Adherence

We shall seek both the authority and spirit of the Eye of Providence in all our actions as residents, citizens, and of all classes under the jurisdiction of Sovereign Imperial Realms.

§3.2 - Contradicting Authorities

We shall be called to challenge the nature of any authority which stands in contradiction of this Eye of Providence, as it is our duty to uphold this Eye of Providence above all else.

§3.3 - Denial of Residency

We shall not grant residency or citizenship to those who openly denounce the authority of the Eye of Providence on any infrastructure under the jurisdiction of the Sovereign Imperial Realms or who have publicly denounced it abroad. Likewise, nations who denounce the legitimacy of the Grand Luxarch, the legitimacy of Ravana as our founding region, our system of government generally or specifically, or otherwise cause unprovoked disturbances shall be removed from all infrastructure under the jurisdiction of Sovereign Imperial Realms, its regions and community forum without digression.

Supreme Axiom Four: Desecration of Law

§4.1- Political Exploitation

We shall never permit this Eye of Providence to be used as propaganda, a political weapon, or otherwise manipulate the meaning and intents of the supreme axioms herein written.

§4.2 - Automatic Removal of Delinquent Nations.

We shall grant the founder the right to eject or ban any nation from all infrastructure which has been found to have abused the Eye of Providence through these and other means for the maintenance of peaceful political and jurisdictional operation.

Supreme Axiom 5: Legal Revisions

§5.1 Eye of Providence Revisions

We shall require all revisions of this Eye of Providence to be agreed upon and performed by the Founder and currently seated Grand Luxarch jointly, through a Writ of Revision.

§5.2 - Transparency of Writs

We shall require all Writs of Revision to be publicly posted and accessed by all residents and citizens.

§5.3 Revision Agreement Status

We shall grant no revision to the Eye of Providence if the Founder and Grand Luxarch do not agree in full to the alteration. This excludes basic grammar and stepping corrections when discovered.

§5.4 Revision Incorporation Policy

We shall require that all revisions to the Eye of Providence be incorporated into the text of this original Eye of Providence in such a way as to leave the original text intact, and provide necessary addendums to the text to provide the reasoning, dating, and signatures of the revision.

Supreme Axiom 6: Legal Interpretations

§6.1 - Disputed Conclave Interpretations

We shall grant the founder and Grand Luxarch jointly the ability to resolve any legal interpretation to the Eye of Providence.

§6.2 - Disputed Grand Luxarch Interpretations

We shall grant the founder the right to interpret the Eye of Providence in any dispute should the founder and Grand Luxarch disagree on a prescribed interpretation.

§6.3 - Published Legal Interpretations

We shall require the Founder to publish an official interpretation of the Eye of Providence should any dispute arise which challenges the interpretation herein, that cannot be resolved by established means.

ARTICLE TWO
LEGAL JURISDICTION

Supreme Axiom Seven: Sovereign Imperial Realms Realms

§7.1 - Realm Foundership

We shall grant the founder the responsibility of founding and establishing realms, or regions, which comprise the Sovereign Imperial Realms at such a time when expansion and population growth allow. These Realms shall be listed here without a Writ of Revision by the Grand Luxarch:

§7.2 - Realm Legal Hierarchy

We shall regard this Eye of Providence as the supreme law over all realms, and grant each realm the right to establish a complimentary, yet subordinate Axiomata for their internal management and governance.

§7.3 - Realm Treason

We shall not grant any realm the rights of secession, denunciation, or rebellion from this Eye of Providence or the capital region; holding the founder responsible for the quelling and expulsion of all those who seek to, or have executed such acts from within realms.

Supreme Axiom 8: Capital Region

§8.1 - Official Capital Region

The region of Ravana shall be recognized as the capital region of the Sovereign Imperial Realms as it is in direct descendent of the original Sovereign Imperial Realms and is founded by a former Grand Luxarch.

§8.2 - Realm and Capital Connectivity

The capital region of Ravana shall act as a hub of connectivity through in-game embassies and by hosting the official discord. The Founder of the capital region shall be considered the founder of the Sovereign Imperial Realms for all purposes of law and this document. The Grand Luxarch shall oversee the Realms from the Capital Region.

Supreme Axiom Nine: Territories

§9.1 - Management of Territories

The management of all territorial holdings of the Sovereign Imperial Realms shall be approved by the Grand Luxarch and founders jointly.

§ 9.2 -Disputes of Territories

Should a dispute arise concerning the management or occupation of any territorial holding, the Sovereign Imperial Realms, Grand Luxarch and/or Founder shall revert to the status quo which existed before the dispute to determine the fate of the territory in question.

§9.3 - Territorial Restrictions

We shall never require citizens to occupy territories, nor shall we permit citizens the right to establish territories on behalf of the Sovereign Imperial Realms unilaterally without the consent of both the Founder and Grand Luxarch.

Supreme Axiom Ten: Infrastructure

§10.1 - Infrastructure Definition

We shall define infrastructure as any site used to carry out the governance or business of the Sovereign Imperial Realms. Prominent infrastructure shall include a designated community forum, community chat room, and region pages on NationStates.

§10.2 - Administration of Infrastructure

We shall grant the Founder the right to solely administer all infrastructure under the jurisdiction of the Sovereign Imperial Realms, and shall reserve the right to designate or restrict additional moderator and administrator status to citizens as necessary to carry out uninterrupted functionality.

§10.3 - Restrictions of Infrastructure

We shall require that no citizen may establish infrastructure for use within the jurisdiction of the Sovereign Imperial Realms without a grant of infrastructure signed by the Founder and the Grand Luxarch in agreement.

§10.4 - Destruction or Decommission

Infrastructure established solely by the founder may not be destroyed or decommissioned through law.

ARTICLE THREE
LEGAL STRUCTURE

Supreme Axiom Eleven: Legal Hierarchy

§11.1 - Legal Hierarchy

We shall establish that three layers of legal hierarchy shall preside over the Sovereign Imperial Realms and its various jurisdictions. These shall be organized from highest level to lowest as each will provide jurisdiction and supremacy over the next: The Eye of Providence, The Conclave Accords, The axiomata of each of the realms and the laws of each realm.

Supreme Axiom Twelve: Realm Axiomatas

§12.1 - Realm Axiomata

We shall require that all realms have a Realm Axiomata to act as the constitutional and legal authority of that realm in compliance with the Conclave Accords and the Eve of Providence and contains language therein which recognizes this fact.

§12.2 - Initial Signing and Sealing

We shall require that the Ruling Monarch of the realm, upon assuming office, sign and seal the Realm Axiomata in which they preside over.

§12.3 Axiomata Compliancy

Every axiomata of every realm shall comply with all Conclave Accords, and this Eye of Providence, with the requirement that the infractions to full complicity or other inconsistencies and contradictions be corrected within the axiomata.

Supreme Axiom Thirteen: Eye of Providence

§13.1 - Eye of Providence

The highest legal authority of the Sovereign Imperial Realms shall be this Eye of Providence. No document or authority shall override this Eye of Providence under law.

§13.2 - Ensuring Compliance

We shall require that every act, law, accord, axiomata, and any other authority shall comply with this Eye of Providence that should full compliance not be established, it is our duty to insure that compliance is met.

§13.3 - correcting Inconsistencies

Should a lack of compliance be found between any authority and this Eye of Providence, any act performed which may jeopardize the legal standing of this Eye of Providence shall be stricken, and declared null so as to prevent a constitutional crisis. This shall be done either by correcting the inconsistency, or reverting back to the last known time that no such inconsistency existed.

Supreme Axiom Fourteen: The Conclave Accords

§14.1 - Accords

The Sovereign Imperial Realms Conclave shall issue Accords to employ their legal authority over the realms of the Sovereign Imperial Realms in compliance with this Eye of Providence.

§14.2 - Public Listing of Accords

The Conclave Accords shall be housed in a central public area of the Sovereign Imperial Realms Conclave accessible by all citizens with the date of ratification and signatures of all Kings.

§14.3 - Permanent Accords

The Conclave Accords shall not contain language which prevents their own repeal, are tied in legally to other documents to hinder repeal, or otherwise contain language which alters the ratification and repeal process.

ARTICLE ONE
POLITICAL STRUCTURE

Supreme Axiom Fifteen: Division of Government

§15.1. Political Branches

We shall divide the government of the Sovereign Imperial Realms into two distinct separate branches of government: The Executive Branch and the Legislative Branch. The executive branch of government shall be leaded by the Grand Luxarch and the legislative branch shall be leaded by the Elder Statesman.

§15.2. Executive Branch

The executive branch of government for the Sovereign Imperial Realms shall consist of the Grand Luxarch as well as any subordinate offices and positions.

§15.3. Legislative Branch

The legislative branch of government for the Sovereign Imperial Realms shall consist of the Elder Statesman, and the Conclave. The Conclave shall consist of six seats.

§15.4. Guilds

The Sovereign Imperial Realms shall operate six guilds for the purpose of carrying out various additional regional functions that operate in varying degrees of semi-autonomously from the executive and legislative branches of government. These guilds shall include: Oracles Guild, Ambassadors Guild, Roleplay Guild, Citizens Guild, Defense Guild, and Cultural Guild.

§15.5. Oracles Guild

The guild shall be led by a High Oracle, who is, only upon vacancy of office, appointed for life by the currently seated Grand Luxarch from among the currently seated oracles. If there exists no oracles to choose from, the Grand Luxarch may choose any citizen. Additionally, the Oracles Guild allows for up to three Oracles chosen by andto serve under the High Oracle, and from among a host of Apprentice Oracles who study within the guild. The Oracles Guild is also charged with promoting the history, education, and culture of the Sovereign Imperial Realms to the citizens.

§15.6. The Abnegation Guild

The Abnegation Guild shall be responsible for diplomacy, foreign affairs, and embassy exchanges for The Sovereign Imperial Realms, excluding that which pertains to signed treaties, military action, espionage, and condemnations. The guild shall be governed by a Chief Ambassador who is appointed or demoted jointly by the Grand Luxarch and Elder Statesman at will. The Chief Abnegation shall carry out diplomatic missions that both the Grand Luxarch and Elder Statesman agree to. Additionally, the Chief Ambassador leads all Ambassadors in the fulfillment of foreign affairs missions.

§15.7. The Amity Guild

The Amity Guild shall be responsible for creating and maintaining a successful roleplay environment within the Sovereign Imperial Realms, as well as launch new role play games and scenarios. The guild shall be governed by a Chief Cartographer as appointed by the Elder Statesman to manage an official Map. The Chief Cartographer shall be charged with keeping order to all Roleplay games and events as well as assisting with all nations who seek to participate.

§15.8. The Candor Guild

The Candor Guild shall be responsible for the creation and maintenance of political party headquarters, citizens organization groups, and other civic-centered organizations which may be created to facilitate a competitive political atmosphere in The Sovereign Imperial Realms. The Candor Guild shall be governed by the Chief Gatekeeper who maintains a fair and unbiased approach to the various political and organizational factions of The Sovereign Imperial Realms and shall verify fair and legal elections through the tabulation of votes. The Chief Gatekeeper is appointed by the Elder Statesman once every term, or upon vacancy of office.

§15.9. The Dauntless Guild

The Dauntless Guild shall act as the official military and intelligence sector of the Sovereign Imperial Realms. The guild shall be governed by the Chief General and may have subsequent military ranks below. The guild shall be under the strict control of the Grand Luxarch. The Dauntless Guild shall maintain a standing military capable of defending The Sovereign Imperial Realms and its allies from outside forces. The Grand Luxarch shall reserve the right to promote or demote nations at will for the successful function of the guild. If, in the event that a Grand Luxarch opposes military option abroad, the Dauntless Guild shall be the only guild that can be decreed temporarily closed.

§15.10. The Erudite Guild

The Erudite Guild shall be lead by the Chief Curator who is appointed by the Elder Statesman. The Erudite Guild shall comprise the state and private media of the Sovereign Imperial Realms.

Supreme Axiom Sixteen: The Grand Luxarch

§16.1. Role of the Grand Luxarch

The Grand Luxarch of Sovereign Imperial Realms shall be regarded as SIR’s public figurehead and highest executive leader. The Grand Luxarch shall be responsible for the appointment of the Ma'at Emperor, the High Oracle, Chief General, Chief Cartographer, and work with the Elder Statesman to set a reasonable foreign policy. Additionally, the Grand Luxarch work with the Founder to insure a harmonious regional experience, maintenance, security, and conduct any necessary revisions to this Eye of Providence. The Grand Luxarch must reside in the capital region. The Grand Luxarch may also issue various decrees which execute their will and the regional law.

§16.2.Grand Luxarch Terms

The Grand Luxarch shall serve for an infinite term, only to be removed from office through voluntary resignation, appointment of a successor, death of the nation or inactivity as determined by the Founder. In the event that no Grand Luxarch exists, the Founder shall appoint a new Grand Luxarch within 72 hours of any vacancy.

§16.3. Grand Luxarch Appointments

The Grand Luxarch shall reserve the right to appoint their successor. In this event, The Grand Luxarch may only appoint an Oracle, the Founder, or a Citizen who holds guild membership and has been so for a minimum of four months.

§16.4. Grand Luxarch Elections

Should the Grand Luxarch, in agreement with the Founder, opt to have their successor elected rather than appointed, the Conclave shall gather to elect a new Grand Luxarch. This conclave session shall be known as a Grand Conclave and during this time the Defense Guild and Ambassadors Guild shall not conduct operations nor should the conclave conduct any other business such as the passing of laws, or trials. The Grand Conclave may last up to seven days with a new Grand Luxarch being elected among themselves if a minimum of four scribes vote in favor to elect one. If fewer than four scribes exist at the start of a Grand Conclave, a general election shall occur to elect the Grand Luxarch for all Sovereign Imperial Realms Citizens. During a general election, any nation who is a guild member and has been a citizen for a minimum of four months shall be eligible to run for the office of Grand Luxarch.

§16.5. Abandonment

Should the government of Sovereign Imperial Realms collapse and no apparent Grand Luxarch exists, or if any Grand Luxarch abandons the Eye of Providence in whole, the Founder may appoint the next Grand Luxarch and the title and office shall be respected until such time that this Eye of Providence be re-ordained and restoration of a functioning government occur. The founder may assume the position by default.

§16.7. Dynasties

We shall consider a dynasty to be the continuous rule of appointed Grand Luxarch. If a Grand Luxarch appoints their successor, that successor shall retain the Dynastic name and count of the previous Grand Luxarch. A new dynasty for the Sovereign Imperial Realms shall begin whenever a Grand Luxarch has been elected, or assumed the office through self proclamation.

§16.8. Emergency Powers

Any event in which a branch or branches of government are in a state of decapitation via mass vacancies with no viable route to fill them in the immediate future shall constitute a continuity of government emergency. Until such time as the government is considered viable and functional, the Grand Luxarch shall have power to grant decrees to execute the laws of Sovereign Imperial Realms, to safeguard the region from threats within and without its boundaries, to keep and/or restore order and social cohesion, and to restore the region and its government to a state of functionality and viability.

Supreme Axiom Seventeen: The Elder Statesman

§17.1. Elder Statesman's Term

The Elder Statesperson shall be elected on the 10th day of the months of January, May, and September, with one complete term being four months in length or within 5 days of the resignation, impeachment, or nations death of a current Elder Statesman if fewer than 20 days remain until the next scheduled election. A nation may serve an unlimited number of terms as Elder Statesman, but shall serve no more than three of those terms consecutively. Any citizen may campaign for Elder Statesman who has maintained citizenship for at least 30 days.

§17.2. Elder Statesman Doodies

The Elder Statesman shall be tasked with signing or vetoing any law ratified by the Conclave, act as tie breaker to the Conclave in any vote which ends in a tie, and reviewing and organizing all laws. The Elder Statesman shall also address the citizens of the pee pee poo poo Sovereign Imperial Realms periodically with the state of the region as well as provide an agenda for the future. The Elder Statesman shall not be granted right to create additional offices, or use the position to issue or execute law.

§17.3. Foreign Responsibilities

The Elder Statesman shall work directly with the Grand Luxarch to develop a reasonable foreign policy for the Sovereign Imperial Realms for the purpose of maintaining good relations with foreign regions beyond that of the standard embassy exchange. The Elder Statesman shall not enter into any alliance, agreement, or treaty with a foreign power without the presence of the Luxarch, nor raise or conduct military or intelligence operations on behalf of the Sovereign Imperial Realms.

§17.4. Cultural Responsibilities

The Elder Statesman shall seek council with the Oracles on any contribution, modification, or interpretation of the general cultural identity of the Sovereign Imperial Realms as it pertains to the Axioms, historic precedent, or other traditional work.

§17.5. Impeachment

The Elder Statesman, if found guilty under the law, shall be impeached through a vote exceeding 50% by the Conclave. An Elder Statesman who has been impeached shall not be eligible to be elected again for the office for the next two scheduled terms. An Elder Statesman whose nation has died, been inactive for a period of 14 consecutive days, calls for the abolition or modification of the Axioms, or otherwise is found by the Conclave to be unfit for duty, shall trigger an investigation by the Conclave and may be subject to impeachment.

Supreme Axiom Eighteen: The Conclave

§18.1. Conclave Composition

The Conclave shall consist of an adjustable seats in proportion of the number of realms. Three seats shall be elected directly by the citizens of each realm and shall be known as Elected Scribes. Elected Scribes shall be elected on the 15th day of the months of January, March, May, July, September, and November.

§18.2. Role of the Conclave

The Conclave shall serve as the primary legislative body of the Sovereign Imperial Realms with the passage and repeal of laws. The Conclave shall additionally conduct other voting, discussion, debates, and opinions periodically to insure its own function. The Conclave shall conduct the Grand Conclave when a vacancy in the office of Grand Luxarch triggers an election or when the Grand Luxarch opts to have their successor elected.

§18.3. Scribe Restrictions

Scribes shall be regarded as equal to one another, each holding the same rights and responsibilities to propose law and call for votes. The Conclave shall make no law which designates additional responsibilities to the scribes in an imbalanced way, nor create secondary offices for itself.

§18.4. Stop-Gap Rule

If the Conclave does not have all of its seats filled, it cannot meet or vote on legislation.

§18.5. Record of Laws

The Conclave shall be required to keep a listing of all laws passed and all repeals in a singular chronological list so as to provide a clear and accurate timeline of events.

§18.6. Ratification and Repeal Process

The Conclave shall treat all laws and all repeals equally with repeals being written up as if it were a law. Every proposal shall be discussed in the Conclave, and then put to vote. Voting shall last for 24 hours, or less if all scribes cast their votes before the time limit ends. From there, the Elder Statesman shall be notified to visit the Conclave and sign or veto the law. No law is considered valid if it is not signed by the Elder Statesman. The Eye of Providence may only be modified or repealed by the Founder.

§18.7. Conclave Restrictions

The Conclave shall not be permitted to mass ratify or mass repeal laws, nor shall it be granted the right to pass any legislation which is worded in such a way so as to unreasonably prevent its own repeal. Exploitation of legal procedure shall not be tolerated.

§18.8. Legal Template

All laws and repeals shall be standardized into a single template format. Each law shall have a maximum of three articles. In Article 1 and 2, the first two words of the act shall be 'We shall'. The third Article of all laws and repeals shall be 'We shall not'. All laws and repeals shall be dated, and recorded chronologically so as to provide a timeline of legislative events for the Sovereign Imperial Realms. All scribes shall be listed on every law or repeal to account who voted for and against along with the presidents signature and date.

§18.9. Crime and Punishment

The Conclave shall determine if crimes have taken place under the law, and what punishments should be given. Punishments exceeding imprisonment on the community forum shall require the Founders' approval.
