Method of Annexation: This will be a diplomatic annexation based on the 1991 Soviet Union referendum and leveraging Soviet nostalgia in the region.

Military Used: A force of 50,000 soldiers from the Soviet Army will move in to secure strategic places throughout the former Soviet republics in Central Asia once the referendum is approved. An additional 10,000 soldiers will be used to do the same in Moldava and Transnistria. This will form part of the Kremlin's plan for the transitional period of these former republics.

Valid Reason for Expansion: During the troubled years of the late 1980s and early 1990s (both in RP and in RL) a question was poised to Soviet Citizens: "Do you consider necessary the preservation of the Union of Soviet Socialist Republics as a renewed federation of equal sovereign republics in which the rights and freedom of an individual of any ethnicity will be fully guaranteed?" In the case of Moldava and the Soviet Republics in Central Asia, the referendum was approved by the voters. After the breakup of the Soviet Union, the Kremlin lost any power to enforce the results of the referendum. However, the recent streak of victories by the USSR and their allies brought the idea back to life, full force. Now that the Kremlin has somewhat recovered and stabilized, it can now embark once again to enforce the referendum. Using the current momentum and the precedent of the 1991 Referendum, the Soviet Union will lobby for a new referendum and campaign for a reunification result.
