Vote Against GA resolution Peaceful First Contact
Resolution Analysis
A proposal with just one operative clause, "Peaceful First Contact" shows itself to be largely useless to WA member nations. The proposal only prohibits member nations from attacking people and/or vehicles of "unknown origin", "unless it is in response to either an attack or a territorial incursion by said persons or vehicles". This already reveals one problem: how can one determine whether a person or vehicle is engaged in a territorial incursion if the person and/or vehicle is of unknown origin? It also remains unclear that if these situations could actually lead to unnecessary war, why any member nation would allow its citizens to attack people/vehicles of unknown origin. Considering this, the marginal benefits of this proposal do not weigh up against its potential downsides when a nation cannot be as careful in determining a potential invader's origin and whether it engages in an attack.
For these reasons, the Ministry of World Assembly Affairs recommends voting Against the proposal, "Peaceful First Contact".
