World Assembly Delegate Act (2019)

An Act to regulate the position of World Assembly Delegate

The Parliament assembled, with the grace of His Majesty King Edward X, hereby enacts as follows:

World Assembly Delegate Act (2019)
(1) This Act may be cited as the World Assembly Delegate Act (2019).

I. Definitions
(2)World Assembly Delegate: the person authorized to control the account with world assembly delegate status within the in-game region.

II. Provisions
(1) The Crown shall have the power, on the recommendation of the Prime Minister and approval of the House of Commons, to appoint a World Assembly Delegate.

(2) World Assembly Delegate shall require reconfirmation by the House of Commons as described in this act, every 180 days.
(2a) The Crown may, at the recommendation of the Prime Minister, refuse to reappoint the sitting World Assembly Delegate.

(3) The maximum number of endorsements that nations other than the World Assembly Delegate may receive shall be determined by the Regional Security Council. The endorsement cap shall be posted clearly in the in-game region's World Factbook Entry and on the regional forums. Any person or nation found to have exceeded this endorsement cap shall be warned by a member of the Regional Security Council that it must lower its number of endorsements within 48 hours, such warnings must be posted within the Crown Court within 1 hour of being issued.

(4) In the event that any individual other than the World Assembly Delegate attempts to attain the Delegacy, through the solicitation of endorsements in excess of the legitimate and legal World Assembly Delegate, or attempts to seize the Delegacy through a coordinated effort with others (including the provisions in section 3 above) and fails to rectify their behaviour despite a warning by a member of the Regional Security Council, two members of the Regional Security Council shall be empowered to inhibit the actions of that/those member/s. They may:
(a) instruct a Regional Officer to eject that member's nation;
(b) instruct a Regional Officer to ban that member's nation, until the conclusion of the next regional update (where they must be allowed to return, unless a Court Order or Sentence otherwise specifies);
(c) place the member under post-moderation;
(d) disable the members ability to send and receive private messages on the forums (excluding the ability to communicate with Administrators).

(5) Any of the measures listed within Provision 4 above must be reported to the Crown Court within 30 minutes of being executed and subjected to judicial review.

(6) The World Assembly Delegacy (WAD) shall be declared vacant if:
(a) The Delegate's nation has ceased to exist;
(b) The Delegate's nation has left United Kingdom;
(c) The Delegate's nation has left the World Assembly; or
(d) The Delegate is removed by the Regional Security Council;
(e) The Delegate loses citizenship
(f) The Delegate is removed by a 2/3rd majority vote of Parliament on the motion to such effect.

(7) The Delegate shall, by virtue of their position, have access to the following regional controls: Communications, Polls, and Appearance.

(8)The World Assembly Delegate shall vote on World Assembly resolutions in accordance with the following:
(a) In the case of resolutions before the General Assembly (GA), the Delegate shall hold a poll on the forum lasting for a minimum of 48 hours, for citizens to vote on General Assembly resolutions. In such a poll citizens shall be asked if they wish to direct the Delegate to vote in favour of a resolution, against a resolution or abstain from voting on a resolution. At the conclusion of this vote, the Delegate shall combine the results of the vote and votes of other United Kingdom WA nations and vote according to the majority in the combined result.
(b) In the case of resolutions before the Security Council (SC), the Delegate shall be directed how to vote by the Prime Minister. In the event that the Prime Minister does not give a directive, the World Assembly Delegate shall be subject to the same requirements as prescribed in subsection (a) of this section.

(9) The Delegate may approve General Assembly proposals at their discretion.
(a) The Delegate’s approval may be subject to the directive of the Prime Minister on any proposal before the Security Council.

III. Repeals
(1) Article V of Defence Act (2016) shall be repealed in its entirety.

(2) Remaining articles of Defence Act (2016) shall be renumbered accordingly.
