The Artificial Intelligence Debates
Artificial Intelligence was first introduced in Dallinsville in the Spencer Presidency, about 14 years after Dallinsville was founded. It wasn't until the Walker Presidency, about 50 years later, that discussions were started over whether or not artificial beings should be considered citizens and be given all the rights of one. At the end of these discussions, it was decided that AI beings would be allowed full citizenship. Although there were dozens of small incidents that made AI citizens unpopular, it wasn't until about 68 years later that the real debates began.

The first of the debates took place in the McClaren II Presidency. Three patients at a hospital were killed when one of doctors, who was an AI citizen, shut down the medical equipment in the room they were in. The doctor inquisition reported that he didn't remember doing it and that the whole day of the incident, he had been feeling ill. Other employees at the hospital agreed saying that he did seem off that day and that there were a couple other instances where he seemed to have forgotten where he was or what he was doing. The doctor claimed he would never want to hurt anyone and his fellow co-workers backed him up. Of course, many people were still outraged saying that AI beings can't be allowed citizenship because of their unreliability. "Who knows when they might short circuit and cause a serious car accident?" A compromise was made that encouraged all AI citizens to undergo an inspection and increased funding to President McClaren's health bill so that medical equipment could be further advanced. AI citizens were allowed to keep their citizenship.

The next debate took place about 5 years later in the Logan Presidency. This time, an AI man hit a human teenage girl walking the other way on the sidewalk. Although the AI man claimed that it was an accident and he didn't know how it happened, and the girls injuries were very minor, the girls parents pressed charges of assault and the case went federal. Recordings showed that the hit was rather random and almost seemed like an involuntary and very intense muscle spasm. After some debating and consulting with AI experts, it was concluded that the man's programming shorted out, causing his arm to act up. President Logan has the man, and all other AI citizens built with his form of programming, to undergo an inspection and get necessary repairs. AI citizens were allowed to keep their citizenship.

The next debate took place about 11 years later in the Jackson Presidency. This debate was different because this time it was a human citizen being prosecuted. A human engineer working on some power lines was charged with accidental manslaughter when he caused a power surge that killed four nearby AI citizens. The conviction was very controversial and was taken to President Jackson himself. President Jackson declared that since the AI beings are seen as citizens, it is the same punishment for killing them as it would be if they were any other citizen. AI citizens were allowed to keep their citizenship.

The next debate took place about 10 years later in the Mitchell Presidency. This debate was unique as well. The D.S Reasoner, a Dallinsvilleon battleship equipped with an AI system, requested it be retired from the military so it could pursue a different career. The ship is denied retirement and a new law is passed stating that all AI beings paid for by the military to be used in the military, although still allowed citizenship, can not retire from military service until allowed to by the government. I is also made illegal for the military to install sentient AI systems into their equipment to avoid future problems. AI citizens are allowed to keep their citizenship but many of them feel that their rights are being infringed upon.

There were no major debates for about 45 years until the appointment of Judge Icroft Holmes. Holmes was the first AI being to be appointed as a federal judge. It was brought into question whether or not such an important position in the federal government can or should be held by an AI being. The official ruling ended up being that it was Holmes', and every other AI being, constitutional right to have the same chance as a federal judge as any other citizen of Dallinsville. That also included any other position in the federal government, including president.
