Citizens' Charter

What is the Citizens' Charter?

The Citizens' Charter is a bill of rights, or a set of rules that define the role of the citizenry, the government, and the assembly. The charter is split into four parts; The Government, the Citizenry, the Assembly and the Aurrelian Legions.

Citizens' Charter

Section One: The Citizenry

Part I: Rights
1. Citizens have the right to speak out against the government
2. Citizens have the right to leave the region if a situation or event makes them want to do so
3. Citizens have the right to feel comfortable within the region
a. If citizens do not feel comfortable, they can talk to the Imperator or the Augustus
4. Citizens have the right to join the government and participate in regional activities
a. For certain reasons, some citizens may be barred from holding positions in the government.
5. Citizens have the right to hold any belief or view they want
a. Nazism and fascism is not tolerated in this region.

Part II: Responsibilities
1. Citizens have the responsibility to notify the Augustus or the Imperator of any wrongdoing within the region
2. Citizens have the responsibility to be active on the Discord Chat Server, and participate in regional activities and government
3. Citizens have the responsibility to be respectful of each other’s beliefs and views
4. Citizens have the responsibility to vote in every election.

Section Two: The Assembly

Part I: Responsibilities
1. The Assembly is responsible for holding the government accountable for its actions
2. The Assembly is responsible for passing laws that better the region

Part II: Membership
1. All citizens may apply for membership within the Assembly by going to the Princeps or the Augustus
a. Should a citizen’s nation cease to exist they will be considered to have had resigned and will need to reapply.
2. A citizen is entitled to only one seat within the Assembly, any attempt to circumvent this will leave them liable for ejection.

Part III: Leadership of the Assembly
1. The Assembly is to be headed by the Princeps and the Augustus, and they are to preside over the Assembly. Princeps are elected directly by the people and serve for a trimester.
2. The Princeps are to maintain checks and balances, hold a vote for proposed legislation (including new laws, amendments and repeals) and call the members of the Assembly for a sitting.
3. The Imperator shall act as an observing member of the leadership.

Part IV: Membership Rights and Voting
1. All members of the Assembly may vote on and propose legislation, including new laws, amendments and repeals.
2. All members have a right to cast one vote and may change their vote for the duration of a voting period of 36 hours.
3. Members of the Assembly shall be referred to as Assemblymember.

Part V: Majorities
1. With a simple majority, the Assembly can:
a. Pass, repeal and amend legislation
b. Impeach a Consul or member of the Domitium
c. Overturn an impeachment
d. Establish and amend rules and regulations for electoral processes
e. Legislate a referendum
f. Remove a Tribune
g. Establish provinces
h. Remove provinces with a population under twenty-five

2. With a ⅔ majority, the Assembly can:
a. Ratify or withdraw from an agreement or alliance made interregionally
b. Veto a decision made by government
c. Request the government’s intervention in a specified area
d. Amend the Constitution
e. Declare a province independent
f. Remove provinces with a population above twenty-five
g. Change the Aurrelian Legions policy

Part VI: Procedure
1. When a member of the Assembly proposes legislation, the Princeps is obligated to consider it.
2. Should the Princeps receive numerous proposals, it is their responsibility to determine the order in which order they go through the Assembly.
3. Once a proposal has been chosen, the Assembly must be given a scrutiny period of the Princeps and Imperator’s choosing. Failure to do this will result in any vote being declared null and void.
4. After a scrutiny period, members of the Assembly may legally vote on a proposal. To determine whether a vote has passed, the Princeps may refer to Part V of this document.
5. If a vote is tied, the Princeps may call upon the Imperator to break the tie by voting. Should they abstain, the Princeps must,
a. Declare the proposal has failed
b. Archive the proposal for a later date
6. If the Assembly cannot perform its duties, for whatever reason, the right to vote is transferred to every member of the region.

Section Three: The Government
Definition: The Government is defined as the members of the Consular and staffers of the various ministries.

Part I: Rights
1. The Government has the right to administer the region
2. The Government has the right to establish relations with foreign regions
3. The Government has the right to eject or banish citizens on the basis of:
a. Treason -the act of, or implying an intent to, stage a coup d'état
b. Flaming - the act of insulting or abusing another citizen
4. The Government has the right to act on behalf of the region

Part II: Responsibilities
1. The Government has the responsibility to act in the regions best interest
a. If the Government acts improperly, the Assembly may impeach a member of the Consular.
2. The Government has the responsibility to respect each citizen’s wishes
3. The Government has the responsibility to moderate in character and out of character debates and issues
a. The Imperator has the final say on these kinds of issues

Part III: Leadership of the Government
1. The Imperator sits at the head of the region. They have supreme authority over the region and the Government.
2. The Consular is defined as the Consuls and Augsutus
3. Under the Imperator sits the Augustus. They have administerial authority within the region. They are considered the head of Government.
a. The Augustus is initially a Consul and is elected with the rest of the Consuls, however is elected Augustus by the other
Consuls, with the blessing of the Imperator.
b. The Augustus and the Imperator are responsible for assigning ministries to Consuls. The Augustus must have a ministry
assigned to themself.
4. Consuls operate as leaders of respective ministries. These ministries are defined as:
a. The Ministry of Foreign Affairs
i. Foreign Affairs is tasked with creating and maintaining diplomatic relations with other regions.
b. The Ministry of Internal Affairs
i. Internal Affairs is tasked with managing and maintaining the World Factbook Entry and the various information
dispatches.
c. The Ministry of the Arts
i. Arts is tasked with operating and moderating roleplay.
d. The Ministry of Intelligence
i. Intelligence is tasked with ensuring the region remains safe from outside and inside operatives.
e. The Ministry of Colonies
i. The Ministry of Colonies is tasked with managing and maintaining colonies of the region.
5. There can be more than one Consul assigned to a ministry, however every ministry must have a Consul assigned to it.
a. If a ministry has no Consul assigned to it, the Imperator may step in to operate that ministry or dissolve it temporarily.

Part IV: Domitium Elections
1. A Consular term is six months.
a. The Imperator may adjust this as they wish.
b. One week must be allowed for Consuls to announce their candidacy
2. Each citizen has one vote.
3. The Consular must have at least three members
a. The Imperator can step in and take the role of Augustus if there are issues with transition.
4. The Augustus must make a speech as soon as they are elected, outlining their goals and ideas for their term.
5. If there is a stalemate in the vote, the Princeps, Imperator and sitting Augustus must make a decision.

Part V: Colonies
1. Colonies may be created by the Augustus or Legatus with permission from the Imperator
2. Managing and maintaining colonies is the responsibility of the Consul assigned to the Ministry of Colonies.
3. The founder nation of each colony must be owned by the Imperator.
4. The Consul of the Ministry of Colonies is responsible for putting forward nominations for a Proconsul of a colony, which are approved by the Augustus and Imperator. Proconsuls have the power to administer a given colony.
a. Proconsuls do not control the founder nation of their assigned colony.

Section Four: The Aurrelian Legions
Definition: The Aurrelian Legions are the primary tool used by the region to expand our region’s influence.

Part I: Structure
1. The Legatus is the commander of the Legions, and has supreme power over the legions.
a. The Legatus is appointed by the Imperator out of the Tribunes.
b. The Imperator may remove the Legatus if they wish.
2. Under the Legatus are the Tribunes. They are officers, and serve to instruct the Centurions, Legionnaires and Munifexes.
a. Tribunes are elected by fellow Centurions. They must receive a majority and have been a Centurion for four months.
i. Before a Tribune can be elected, they must be approved by the Imperator.
b. Tribunes will operate as ambassadors for the Legions, assigned to regions by the Legatus.
c. Tribunes, with approval from the Legatus and Imperator, may organise a raid with the aim of creating a province.
i. Once a province is created, the founder nation is to be handed to the Imperator.
d.Tribunes may accept new Munifexes and Legionnaires into the Legions.
3. Centurions are appointed by Tribunes, with recommendation from the Legatus.
a. Centurions are responsible for a group of four Legionnaires, called a Cohort.
b. Centurions are allowed to organise tag raids with approval from a Tribune
c. Centurions are allowed to propose an operation that does not involve the creation of a province.
4. Legionnaires are accepted into the Legions after completing three training raids as a Munifex.
a. Legionnaires are allowed to point on raids
b. Legionnaires are not allowed to plan operations or tag raids
5. Munifexes are the most junior member of the Legions. They are accepted from the citizenry of the region.
a. Munifexes are not allowed to lead any kinds of raids.
b. Munifexes are able to rank up when they complete three tag raids and one operation, with approval from the Legatus and Tribune.

Part II: Policy
1. Members of the Legions must not engage in defensive operations, except for the defence of the provinces, allies or the Legions
2. The Legion’s official jump point and puppet storage region is Kronos
3. Members of the Legions must have at least twenty puppet nations in the designated jump point
