WA Office | Death Penalty Ban
| GOVERNMENT | HOME OFFICE | FOREIGN OFFICE | WA OFFICE | DISPATCHES |One might ask whether this is an international issue. The flaws inherent in capital punishment, however, are present everywhere, clearly establishing the international scope of this problem. One might also ask whether this is an issue better left to member nations. However, the General Assembly has precedent in legislating on this matter, from GA 443 ‘Preventing the Execution of Innocents’ to GA 112 ‘Convention on Execution’.
Section 1 is the dominant active section in the proposal, and completely bans the death penalty with a narrow exception, likely only appearing in a select few cases in a given member state. Moreover, member nations if they so choose may prohibit the death penalty entirely by exercising powers under section 3. Section 2, extending from section 1, also commutes all sentences that would previously have been punished with execution, ensuring that nobody languishes on death row.
We previously recommended a vote in favour of Repeal ‘International Criminal Protocol’, viewing ‘the death penalty as an archaic barbarism incompatible with a modern rational and civilised society’. The Office also called upon the Assembly ‘explicitly and entirely to prohibit instituting, sentencing, or carrying out any death sentence’. Just as ‘repealing “International Criminal Protocol” [was] an important step towards banning the death penalty’ so too is ‘Death Penalty Ban’.
For the reasons given previously and after considering this proposal, the Office recommends a vote FOR the proposal at vote, ‘Death Penalty Ban’.

Why was I tagged?!
Current policy emerged from the poll conducted here, which showed a majority supporting telegrams disseminating these messages to all residents. Internally, however, the Office compromised between telegrams – which many in the region might find spammy, due to the default limitations of telegram mailboxes – and oft-ignored RMB messages.
