Recognizing Kelssek’s contribution to international legislation in both the General Assembly and its predecessor, including:

UN#167 “International Emergency Number”, which created a standardized telephone number for reaching emergency services;

UN#205 “Repeal ‘UN Patent Law’”, which prevented monopolization of important medicines and inventions;

GAR#38 “Convention Against Genocide”, which solidified the World Assembly’s stance against this heinous crime;

GAR#57 “Refugee Protection”, which helped assist refugees fleeing from persecution; and co-authorship of

GAR#485 “Repeal ‘Disease Naming Compact’”, which cut down on unnecessary bureaucracy within this Assembly;

Introducing Kelssek’s vast participation and hosting within the sporting spheres;

Affirming that due to the large number of entrants and activity, the difficulty and prestige of hosting a World Cup is one of the greatest honors a sporting nation can achieve;

Praising Kelssek’s forays into the World Cup Cycle, including:

Co-hosting World Cup 46 alongside Ad’ihan, the last World Cup of the Jolt Era;

Co-hosting Cup of Harmony 77 alongside Zwangzug, which included lending hosting help to the World Cup 85 Qualifying campaign by way of a Vilitan Plan; and

Winning the Cup of Harmony 43 title against Whirl Islands;

Asserting that while the hosting of a World Cup is demanding, it is eclipsed by hosting the Olympic Games, which is a time-consuming and taxing undertaking that only the most skilled and trusted nations can handle, due to the thousands of entries and hundreds of events;

Emphasizing that cities within Kelssek have hosted no less than four Olympic Games, including:

The IV Olympic Winter Games, held in the city of Alavaria;

The Games of the V Olympiad, held in the city of Outineau;

Co-hosting the Games of the XII Olympiad alongside Vekaiyu, by the cities of Novonaya and Provinsk; and

The XV Olympic Winter Games, held in the city of Clayquot;

Impressed by Kelssek’s athletes achieving a top five medal tally at no less than fourteen Olympic Games at the time of writing, as well as the top medal tally at the VII Winter Olympics in Neverend, Liventia;

Recalling Kelssek’s dominance in the early history of the World Cup of Hockey, which includes the hosting of three editions (13, 20, 39), six podium appearances (5, 8, 9, 13, 14, 19), and one title (14);

Celebrating Kelssek’s other sporting success, including seven Olympic gold medals in water polo (the most in the sport), as well as back-to-back Rugby World Cup titles (11, 12);

Admiring the dedication of Kelssek in curating and contributing to sports history records, nearly singlehandedly in the NSWiki and as part of the administration team in the NationStates Sports Wiki;

Accentuating the longtime residency and diplomacy of Kelssek in The East Pacific;

Saluting Kelssek’s service in The East Pacific's regional government, especially during the crucial reformatory period following The Empire's occupation, including:

Kelssek's part in framing the first Concordat of The East Pacific;

Serving as Vizier from 2009 to 2013;

Serving as Provost in the Magisterium in 2009 and 2011;

Serving as Arbiter of the Conclave from 2011 to 2013; and

Serving as Regional Cartographer from 2004 to 2008;

Noting their role as a mediating party in both the Listonian conflict and the Krechzianko-Vladistock War;

Observing the radio newscasts of the Kelssek Broadcasting Corporation, which kept nations aware of conflicts and resolutions throughout the region for over three years;

Concluding that a nation of such impressive contributions to the wider NationStates community should not go unrecognized;

Hereby Commends Kelssek.

Cognizant of the many foundational freedoms previously guaranteed by this Assembly such as freedom of the press and freedom of assembly,

Recognizing that while these fundamental freedoms are guaranteed that there is a third pillar of fundamental freedoms in freedom of affiliation that is not,

Believing that no nation should enact criminal penalties for affiliating with an organisation not involved in the commission of a crime, hereby enacts the following subject to prior, extant World Assembly legislation:

1. Governments must allow citizens to associate with any organisation of their choosing.

a. Freedom of association with an organisation is subject to the organisation in question allowing such association.

b. An organisation may have criminal penalties attached for association with it on the basis that it actively undermines national security, directs its members to violate national criminal law, includes the commission of crimes among its goals or activities, or spreads, or intends to spread, a message of hate directed toward a specific group.

Noting that this state of affairs cannot change, nor can a new resolution which strikes down all barriers to voting based merely on one's prior or current imprisonment be enacted, unless GA#419 is repealed...

Environmental resolutions, which effectively created public interest in issues such as pollution and the destruction of ecosystems, including GA#511 "Ensuring Effectual Recycling", which helped promote recycling of waste and other environmentally friendly practices, and GA#494 "Regulating Desalination", which put restrictions so that desalination will not harm ecosystems,

GA#498 "Ban on Forced Blood Sports", which banned animals from participating in blood sports such as bullfighting under coercion,

GA#518 "Reducing Disease Vectors", which tackled the issue of disease-carrying beings to help WA nations prevent catastrophic epidemics or pandemics,

Repealing troublesome GA resolutions that could have caused major issues despite their good intentions, these being:

Environmental resolutions such as GA#525 "Landfill Regulation Act", which enforced unclear definitions and unnecessary bureaucracy that made the regulation process exhausting for WA nations, and GA#507 "Promotion of Recycling", which attempted to improve environmental friendliness but failed at being coherent,

Further applauding Honeydewistania’s leadership in MT Army or Antifa operations, in cases as their significant role in the complicated liberation of The Red States, which required many attempts in order to finally stop a deplorable fascist coalition from occupying and destroying the region, and Nuevo Amanecer, where the nation bravely led the attacking charge against this notorious horrific region and seized victory for anti-fascism,

Lauding their work as Chief Mariner of Mariner Trench, leading a new government with a new delegate, and Vice President of the URA, where they helped with enforcing professionalism, structuring the WA voting system, and helping URA resolution authors,

Considering that these many contributions have had an unquestionably positive impact on the international community, fighting against fascism and helping the environment and art community, and thus warrant official recognition,

The General Assembly,

Noting that microplastics can cause adverse health effects to organic life, both physically and chemically,

Concerned by the increasing prevalence of microplastics in water sources, the ground, food, and the atmosphere, especially considering the ability of said microplastics to remain in those environments for centuries,

Recognizing the purposeful and unnecessary inclusion of microplastics in many products, such as plastic microbeads in cosmetics,

Further recognizing that microplastics are released into the environment unintentionally through microfibre textiles, the breakdown of regular plastics, and more,

Desiring a targeted resolution to prevent the further proliferation of microplastics in the environment to protect health, safety, and the ecosystem alike,

Hereby:

  1. Defines “microplastics” as plastics and plastic fragments smaller than 5 millimeters in diameter along the longest length of the particle, which cannot fully biodegrade in water,

  2. Tasks the WA Scientific Programme (WASP) with

    1. Collecting microplastic pollution data in the atmosphere and bodies of water outside of national borders,

    2. Aggregating and analyzing microplastic pollution data using information gathered by and shared between both member states and WASP itself,

    3. Research into the most effective measures that member states, non-governmental organizations, and individuals can take to reduce microplastic pollution,

    4. Communicating these measures to both governments and other non-governmental organizations,

    5. Coordinating further research into microplastic pollution with member states upon request,

  3. Prohibits the manufacturing and sale of products that contain purposefully-added microplastic particles with an exception for

    1. Medication and other medical products for use inside the body,

    2. Plastic nurdles that will be turned into larger plastics during the manufacturing/production of plastics,

  4. Mandates that member states:

    1. Ensure that wastewater treatment plants include processes that are known to significantly reduce microplastic concentrations in water during operation based on WASP recommendations and their own internal research, such as membrane bioreactor treating and rapid sand filtering,

    2. Implement the most effective measures to combat other known sources of microplastic runoff into the environment based on WASP recommendations and their own internal research, such as mandating filtration in laundry machines to reduce runoff from synthetic fibre clothing,

    3. Establish legal frameworks that plastic producers and manufacturers must follow to minimize accidental nurdle pollution, reduce the risk of nurdle spills, and mitigate the effects of spills when they do occur,

    4. Organize educational campaigns and curricula reforms to inform their citizens of the prevalence of microplastics and ways in which individuals can alter consumer behaviour to reduce microplastic pollution,

    5. Track microplastic pollution within their borders to the best of their ability, sharing the gathered data with WASP and using it wherever possible to inform future policy decisions,

  5. Urges member states to take additional steps to reduce the general consumption of non-biodegradable plastic through measures including, but not limited to:

    1. Preventing wasteful plastic packaging (e.g. ‘double packaging’),

    2. Eliminating single-use plastics where feasible,

    3. Researching and developing plastics which can safely biodegrade in water without leaving toxic remains or turning into microplastics,

    4. Promoting other biodegradable alternatives to plastic, and

    5. Promoting and expanding the recycling of products which contain plastics in part or in whole.

The Security Council,

Noting that the nation of Marrabuk has, throughout its existence, made great contributions to The East Pacific (henceforth referred to as TEP), helping develop a forward-thinking and productive mindset both within TEP and in a network of communities around it;

Applauding Marrabuk’s exemplary leadership of TEP’s Ministry of Foreign Affairs (MoFA), where as minister they took several critical steps to rejuvenate and vastly improve its efficiency, such as:

  • restructuring the ministry to better delineate roles and duties of its members, thus greatly helping newcomers develop their skills, enhancing its performance and reviving it as a result

  • establishing a team to gather intelligence on behalf of TEP’s MoFA to ensure the region’s globally-significant Foreign Affairs policy was judicious and astute; and

  • constructing a strong diplomatic rapport with TEP’s allies by increasing the regularity of the MoFA’s reports from monthly to biweekly;

Acclaiming Marrabuk’s role in the revival of the East Pacific News Service - renowned for bringing widely accessible, high-quality coverage of internal and interregional events - as TEP’s regional newspaper, motivating and entrusting citizens with the newspaper's leadership to ensure its successful restoration;

Praising Marrabuk’s initiative in responding to the attempted coup of TEP perpetrated at the very start of their delegacy, utilising TEP’s Regional Message Board (RMB) to rally the wider community of the region to the defence of the legitimate government, as well as enacting proactive measures to protect legitimate delegates of TEP by quintupling the number of viziers and lowering TEP’s endorsement cap from four hundred to three hundred;

Celebrating their highly successful efforts to increase the reach of TEP’s diplomatic connections, leading the way in forging meaningful partnerships, such as:

  • the restoration of TEP's relationship with 10000 Islands after the deterioration of said relationship under the previous administration; Marrabuk was instrumental in the revitalisation of this relationship, going on to codify it in the Treaty of the Waxing Moon, thus laying the foundation for extensive future cultural collaboration between the two regions such as the Festival of Friends;

  • the rebuilding of connections with Osiris, coming off a drastic downturn under the preceding delegate, and the congenial collaboration that quickly ensued between the regions’ governments;

  • the forging of the Treaty of Aarhus with Balder after their help during the instability in the transition to Marrabuk’s delegacy;

  • an ongoing affinity with Thaecia, now codified under the Poem of the Greats treaty: the influence of this partnership on Thaecia’s growth from staunch isolationism to a more open foreign policy is in large part owed to Marrabuk’s open-handed outreach efforts to initially develop relations and support Thaecia in interregional matters (such as abandoning unfair recruitment practices, and further on, shared cultural events including the Late Nite Festivals and Paradoxical);

Cognisant of Marrabuk’s vital role in the creation of the Eastern Union, a defensive and co-operative international alliance that operated through TEP’s RMB during its existence, which:

  • at the time of writing, remains the largest RMB-based alliance to have ever existed in TEP;

  • was led by a novel and sophisticated democratic system using the principle of the separation of powers;

  • allowed newly founded nations to be smoothly integrated without being unnecessarily bullied by larger, more established members, through the provision of mutual defence; and

  • masterminded the operation of Eastern Union's Strait, which economically sustained TEP's international community via the RMB throughout its existence;

Convinced that Marrabuk’s work to consistently innovate and improve TEP and its partners’ strength and vibrancy in a wide variety of fields has had an extremely positive impact on NationStates as a whole;

Hereby Commends Marrabuk.

Observing this assembly’s dedication to protecting the privacy of the various citizens of World Assembly member nations, through resolutions such as “Data Protection Accord”, “Privacy Protection Act” and “Right to Secure Digital Communication”;

Concerned by the total lack of respect for personal privacy by “Digital Network Defense”, codifying the right of member nations to monitor their citizens’ digital footprint and allowing them to easily justify such an invasion of privacy by saying it was to monitor digital security threats, and by blocking future legislation from restricting their ability to do so; and

Realising that in order to restrict member nations from invading personal privacy willy-nilly through World Assembly legislation, “Digital Network Defence” must be repealed; hereby

Repeals “Digital Network Defense”.

Lauding previous efforts by the World Assembly to both increase the efficiency of the blood donation process and increase the rights of minorities,

Recognizing that some restrictions exist upon certain minority groups, those of which are often not based in peer-reviewed science, and that beyond the obvious bigotry, they have a negative impact on the amount of blood that is able to be donated, meaning less people can receive the medical treatment that they may need, and that scientific developments have largely mitigated any risk that these restrictions may have once been based upon,

The General Assembly hereby enacts the following:

No restrictions may be placed upon the ability of a person to voluntarily donate blood based solely upon their race, religion, nationality, sexual orientation, gender identity, or any other reductive or arbitrary characteristic.

If the safety of the recipients of donated blood is the reason given for a restriction on blood donations, the standards of safety must be applied equally to all donors.

A person may be prohibited from donating blood if there are notable risks to the donor's health involved in the process of blood donation or their blood would pose a health risk to the recipient.

If a prospective blood donor knows or suspects that they are a carrier for a blood-borne illness they can be prohibited from donating blood, and it shall be considered a criminal offense to knowingly attempt to donate unsafe blood.

Existing scientific committees created by this body shall be utilized to share information related to blood-borne illnesses and blood donation across member states, as to mitigate any risk of contaminated blood.

Recognizing the utility of GA#535 "Death Penalty Ban" in abolishing its application under most circumstances,

Concerned that the remaining applications of the death penalty are injurious and inhumane to people who are sentenced to death for crimes they may not have even committed,

Convinced that the death penalty is a draconian judicial punishment often used in the name of revenge and wrongfully rationalized as justice,

Appalled that exceptions can be made in the application of the death penalty,

Confident that alternative sentencing exists to produce fair and effective justice for victims of heinous crimes,

Determined to discontinue all remaining uses of the death penalty,
The World Assembly hereby,

  1. Abolishes the death penalty for all crimes under the purview of military law;

  2. Prohibits states from deporting persons to states that may seek the application of the death penalty against them;

  3. In regards to Article 2, an exception shall be provided for receiving states that enter into a lawful, written contract that assures the extraditing state that the persons in question shall not receive the death penalty.

The Security Council,

NOTING that Scardino was the original founder of Lone Wolves United (hereinafter referred to as LWU), a region which has led countless invasions over its fifteen-year history, including Belgium, Hell, Great Barrier Reef and Anarchy, and has most recently provided support in a raid on The Embassy which resulted in the forced closure of all the target region's embassies,

OBSERVING that Scardino has led invasions of numerous regions and overseen the destruction of multiple active communities, including but not limited to:

  1. LWU's raid on Great Barrier Reef, during which Scardino's forces may very well have destroyed the region had its natives not managed to refound it,

  2. The invasion of Supreme Union in 2006, which forces from the Pacific, significantly aided by LWU, invaded simply because of a recruitment message that violated the Pacific's 15 line limit, despite the fact that both the Pacific and Supreme Union were in the Alliance of Conservatives, Capitalists and Economic Libertarians at the time,

  3. The raid on Hell in late 2005 by forces from LWU, also overseen by Scardino – they even managed to recruit a native, Ditzie Freaks, to LWU who then caused even more chaos and destruction as a raider,

  4. The usurpation of the sinker region Lazarus' delegacy by LWU forces, overseen by Scardino,

DISTURBED by Scardino's involvement in the Sekhmet Legion of Osiris, reviving activity there and organising raids which, among others, captured and destroyed regions such as:

  1. Socialist Alliance of Eurasia, where forces from both Osiris and LWU refounded the region and destroyed its community,

  2. Hypernova House where Scardino, along with others from the Sekhmet Legion, infiltrated the government, only to betray their trust by removing all regional officers, ejecting countless natives and eventually destroying the region,

APPALLED by Scardino's work in gaining control of the government of and eventually getting elected WA delegate of The East Pacific (TEP), culminating in leading a regime responsible for mass ejections and eventually attempting to coup TEP in October 2019,

REVOLTED at Scardino's actions leading up to and during the coup, which include but are not limited to:

  1. Asking members of the infamous Rahl family to vote stack in Scardino's favour during one of the prior elections in TEP,

  2. Illegally dismissing all but one of the Viziers of TEP, and ejecting multiple long-time contributors to and Viziers of TEP, including Aelitia, Todd McCloud and Bachtendekuppen (the latter two being nations that have been Commended by this very council in part for their service to TEP), thereby reducing the security of the region and preventing an easier transfer of power,

  3. Scardino's policy of "purging marsupials" during the coup, in which innumerable developing and new members were brutally ejected from TEP, especially those with the default flag,

  4. Scardino's regime's use of authoritarianism and propaganda to suppress opposition, such as allowing nations with over 200 endorsements to take part in the marsupial purges, publishing a falsified version of TEP's Concordat and illegally ejecting and banning the legitimate Delegate-Elect, Marrabuk,

CONCERNED that the above mentioned deeds only represent a fraction of the reprehensible actions of Scardino over its 15 year long history,

BELIEVING a condemnation is necessary to highlight the severity of Scardino's actions,

Hereby condemns Scardino.

Observing that “Digital Network Defense” is a flawed and poorly written resolution with overreaching mandates that do more harm than good;

Dismayed at the overly broad and problematic definition of cyberattack, which includes stealing online banking information, which while criminal should not be considered as harmful as hacking into military databases with sensitive information;

Annoyed that "Digital Network Defence" mandates that all cyberattacks are criminalised, ignoring governments that may wish to impose civil penalties instead of criminal penalties for certain crimes (especially since the aforementioned broad definition of cyberattack includes much pettier crimes not requiring criminal justice), an utter disregard for nations' judicial systems,

Distressed that governments are forbidden from monitoring networks belonging to foreign non-governmental entities that may pose a serious threat to the security of that nation, or monitoring digital devices not connected to any digital network but could be used in cyberterrorism, jeopardising national security;

Concerned by the total lack of respect for personal privacy by “Digital Network Defense”, codifying the right of member nations to monitor their citizens’ digital footprint and allowing them to easily justify such an invasion of privacy by saying it was to monitor digital security threats, and by blocking future legislation from restricting their ability to do so; and

Concluding that “Digital Network Defense” should not continue to be enforced by this Assembly and should be replaced with a resolution of superior quality; hereby

Repeals “Digital Network Defense”.

GASPING at the atrocities committed by Dilber against the eyes of regionmates

SOMEHOW STILL SHOCKED that Dilber has repeatedly taunted and bullied fellow nations such as Xoriet and Varanius even if the former completely deserves it

ASSERTING that these heinous actions can not be left unpunished

The Security Council,

Beginning with the fact that Minineenee first entered the world stage in Autumn 2003 and since that time has participated in and orchestrated many egregious offenses against the community.

Bringing to light the first of the coups by Minineenee with the overthrow of The West Pacific on November 2, 2005, wherein Minineenee and their allies in the Core held absolute power under a declaration of martial law following the announcement of dissolution of the constitution with Minineenee as the sitting Delegate. The coup led to a period of instability and chaos in The West Pacific which persisted for many years after.

Observing that Minineenee spearheaded the formation of Empire, a notorious organization which operated under the cloak of anonymity which was achieved by the promotion of satellite nations to conceal their true identities. Minineenee, as the leader of the organization, drove Empire's formation and contributed greatly to the selection of regions targeted as well as the execution of each of these operations. Empire would go on to enact multiple coups or conduct such attempts on many significant regions across the world from 2008 onwards.

Deeply concerned by the coup of The East Pacific which was successfully carried out on August 16, 2008, through the satellite nation Lady Phedre and under the aegis of the newly formed Empire. Through the unlawful gathering of endorsements, Minineenee built up to the coup until Gnidrah was finally replaced and the satellite nation of Lady Phedre controlled The East Pacific. Minineenee's roles were as the ringleader of the group and as the head of the illegitimate government, where they most notably served as the Delegate of the coup government of The East Pacific for the duration of the operation. Over one-hundred nations were forcibly exiled from The East Pacific throughout the months in which the coup lasted.

Further disturbed by the execution of the unlawful seizure of Osiris on December 28, 2012 from the legitimately elected Pharaoh, an effort which was publicly spearheaded by Minineenee’s Empire allies Dalimbar and New Kervoskia but encouraged and driven by Minineenee behind the scenes, as credit for the inspiration and eventual execution was eventually attributed to Minineenee by the executors of the coup.

Discomfited by Minineenee and Empire garnering their core support from among numerous imperialist groups which historically also worked against the good of sovereign regions and their right to self-governance, such as Gatesville, The New Inquisition, and Great Britain and Ireland.

Perturbed by the effectiveness of early elitist propaganda issued by Empire under Minineenee's direction intended to battle the narrative of the natives of the regions who sought to reclaim their home regions from the invading forces.

Alarmed that Minineenee was further caught attempting to coup several other regions across their time, namely concentrating these efforts in the Sinker regions. Two such regions which Minineenee attempted to coup were:
• The Rejected Realms, both in 2011 and early 2015, attempted by subtly gathering endorsements from unwitting natives of the region through the use of hitherto-unknown satellite nations. Both efforts were outed before they could succeed.
• Lazarus during its seemingly free-for-all Anarchy phase in 2018 through solicitation of endorsements from unwitting natives and allies alike, an effort made before a stabilized new regime could be enacted by the native populace and which was ultimately thwarted by the then-current delegate, Imkiville.

Believing that Minineenee’s shocking efforts against the sovereignty of the natives across the NationStates world are worthy of international recognition and concerned that this has not yet been addressed.

Defines "honor-based violence" as an act of violence perpetrated against an individual by or at the direction of a relative or any other member of a community, due to the perception that the individual has brought shame or dishonor upon their family or community, or has otherwise violated an honor code.

  2. Prohibits:

    1. honor-based violence from being carried out in any member state and;

    2. the belief that the victim of an act of violence brought shame or dishonor upon their family or community, or otherwise violated an honor code, from being permitted as a part of:

      1. any defense in criminal proceedings or

      2. any argument to reduce the severity of criminal penalties.

  3. Requires member states to prosecute alleged honor-based violence with at least the same severity as they prosecute other forms of alleged unlawful violence against individuals.

    3. barring employees from operating or enrolling in labour unions,

    4. discriminating or retaliating against employees for creating, operating, or enrolling in labour unions,

    5. impeding the ability of labour unions to negotiate over the rights and interests of their enrolled employees, and

    6. refusing to negotiate in good faith with labour unions regarding the interests of their enrolled employees;

  4. Disallows labour unions from:

    1. employing staff who hold conflicts of interest which would compromise negotiations between employers and employees,

    2. acting in the interests of an employer at the expense of the interests or well-being of its enrolled employees,

    3. discouraging or coercing employees from exercising their workers' rights, and

    4. requiring enrolled employees to participate in demonstrations or retaliating against enrolled employees who choose not to; and

  5. Grants exceptions to the above provisions for compliance with prior WA legislation.

Celebrating Roavin’s contributions to the just and noble cause of defending during their service as First Warden of the defender region The Order of the Grey Wardens, where over the course of a year they:

  1. Tripled membership of the Wardens, ensuring more regions were able to be protected,

  2. Led the creation of the Guardian program, empowering less active defending nations to contribute to operations through focusing on detag and piling, providing a basis for future success,

  3. Created an advanced registry of nations in regions which could be mobilized in the event a defence was required,

Applauding Roavin’s work as a mentor for well known and respected defenders including the current WA Secretary-General and commended nation Kuriko, as well as Nakari, Merlin, Aumeltopia, Phoenix, Omega, and Pyrohy,

Astounded by Roavin’s sheer determination to protect innocent regions completing well over 1600 defenses and liberations, most notably:

  1. Leading a liberating force of 49 nations against an occupation of Japan in 2017,

  2. Liberating the Philippines just in time to save the Christmas holidays,

  3. Besting an active raiding force of 25 nations to help defend Portugal,

Acknowledging Roavin’s strategic and technological abilities, which have enabled thousands of defensive victories in raided regions, including but not limited to:

  1. Developing a technique in 2017 that allowed greater accuracy whilst defending regions, in spite of usual limitations such as size or proximity to large regions that would otherwise make some regions hard to defend,

  2. Establishing strategies to ensure that the endorsements of a large liberating force are placed in an accurate and timely manner,

  3. Training organisations in the attrition run technique to dislodge raiders with large influence levels,

  4. The creation of the “Hunter Prime Operations Technology” in 2016; increasing organisation and operational security for defender communication channels,

Impressed by Roavin’s significant contributions to The South Pacific (TSP) over several years in a variety of areas which have made TSP more secure; including:

  1. Serving as the Prime Minister of the region for five terms, where they emphasized Cabinet forum discussions over instant communication media, improving record keeping and quality of discussion, introduced initiatives aimed at increasing transparency and addressed communication issues between the Ministry of Regional Affairs and the Assembly,

  2. Serving as interim Minister of Foreign Affairs for TSP during an attempted coup of The East Pacific, coordinating TSP’s response which included mobilizing TSP’s military and their citizens’ militia as well as disseminating progress updates to TSP citizens,

  3. Authoring “Commend Tsunamy”, a Security Council Resolution that recognised a nation for their contributions to the stability of TSP,

  4. Being notably involved in improvements to TSP’s legislation through collaboration in creating premises, writing legislation, or lobbying for the passage of legislation such as:

    1. Comprehensive judicial reform to simplify the judicial system, eliminate loopholes, and transform the court into a non-adversarial system,

    2. Rewriting the transparency laws to ensure it applies to the Court as well as the Executive, requiring thorough documentation, and permitting auditing,

    3. Empowering the Council of Regional Security to utilize border control,

    4. Creating the Legislator Committee which streamlined the bureaucratic system in which new representatives are acclimated to the legislature.

Noting that the Curious Observations made by Roavin on the state of Lazarus in July 2017 were right, and that they exposed corruption and subterfuge within the region,

Extolling the dedicated service of Roavin in the noble struggle to prevent the advance of the Nazi/Fascist menace, as evidenced by them:

  1. Uniting multiple major regions with varying ideologies to fight Nazis/Fascists through founding the organization Ruining Nazi Sandcastles,

  2. Supporting liberating the regions The Red States and The Empire of Lights from Nazi/Fascist control through serving as a border control officer and planning the operations,

  3. Providing logistics support in the Union Of The Fascist Nations operation, a region just short of 700 Fascist nations at its peak,

  4. Coordinating, planning, strategising the raids against Nazi Imperialist Japan and Elite Region Of Global Command, and securing the demise of these hateful regions,

Noting one of the most egregious offenses against these rights which is still in existence: the Gay Panic Defense, often used by aggressors of assault and murder to justify their actions due to their perception of one's sex, sexual orientation, or gender identity, an argument which would have the finder of fact in the relevant courtroom believe that one's sex, sexual orientation or gender identity makes it acceptable to commit a violent crime against them,

Realizing that this justification rarely if ever is actually accurate to the circumstances of an assault or murder, and that when it is, the argument is rooted in bigotry, homophobia and transphobia which should not be logic accepted or utilized by a jury or judge in any court of law,

This legislature enacts the following:

The perception, whether true or not, of a person's sex, sexual orientation, or gender identity may not be used as a defence to a criminal offence, excuse or justification of criminal conduct, or evidence for mitigating a criminal offence's severity in sentencing.

The use of force against another individual is not justified by the mere discovery, knowledge, or disclosure of that individual's sex, sexual orientation, or gender identity.

Understanding that some member nations may wish to balance unions’ rights with those of employers,

Concerned by the definition of ‘interference’ in clause 1, as it only prevents employers from attempting to gain control of labour unions and fails to provide any meaningful protections for the creation or operation of unions,

Noting that the term 'labour union' is not used consistently throughout the target, and that GAR#530 instead utilises various surrogate terms that unscrupulous employers and governments could effectively argue are different types of organisations, and that the protections over one type of organisation do not apply when their own organisation is considered to be another,

Disappointed by GAR#530's use of easily-exploitable language, which creates loopholes in the following sections:

  • 4c, which prohibits labour unions from ‘requiring excessive dues’ without defining what excessive would mean in this context, allowing anti-union governments to define any monetary amount or percentage of income as 'excessive',

  • 4d, which prohibits labour unions from influencing employers to pay for ‘unneeded workers’, stifling the efficacy of labour unions to intervene when employers seek to underpay or cut workers' hours, at will, any time an employer states the worker was 'unneeded',

Believing that GAR#530 does more through its language choices to harm the rights of workers than protect them,

Optimistic that a replacement proposal better suited to protecting labour unions and providing for fair negotiations will soon be passed,

Hereby repeals GAR#530, “Fairness in Collective Bargaining”.

Noting that Lily was founded in 2017 by Beautiful Flower Bouquet with the sole intention of tagging and de-tagging. Within 1 week of being founded, Lily had 3 members and had raided and detagged nearly 60 regions.

Lily is known to launch fast invasions, that require minimal effort. This makes them some of the most efficient and feared invaders in NationStates. Just see what Lily can do;

  1. In 2018, Lily carried out "Operation Supernova” which successfully tagged 403 regions in a single update.

  2. In 2020, Lily initiated "The Stargazer” which tagged 576 regions, again, in a single update.

  3. And just recently, Lily invaded The Embassy, a region in which held 3519 embassies, was founded in 2015, and held over 50 nations; fell due to manipulation tactics carried out by Frenchy II, a high ranking officer in Lily, to receive the password. The moment Lily seized control, they polluted the World Factbook Entry with advertisements, dismissed officers, and closed every single embassy.

  4. In 2020, LIly was able to seize the delegacy from NationStates, and end a streak of 5907 days.

  5. Just a few days ago, Lily established nearly 70 new embassies in Plum Island, the region where it holds embassies of the regions they invaded. Think about what they could do in a year.

In recent events, Lily and The Black Hawks, another ruthless invader agreed to “...look towards a bright future between them and the interregional military.” This not only magnifies the ruthless behavior Lily already exhibits, but it also allies them with a region that has been condemned twice.

At one point, Lily had tagged nearly 40% of all taggable regions and at this point, holds over 1650 embassies in Plum Island.

The Security Council's motto is “Spreading interregional peace and goodwill, via force if necessary.” This is one of those times where we must take action and use force against Lily to condemn them.

Noting the importance of accessible infrastructure - particularly in the spheres of health, education, and communications - in allowing people with disabilities to effectively exercise their rights,

Concerned that, in addition to ableism, many people with disabilities regularly face discrimination and disadvantage on other grounds (such as race, sex, age, and - for most - low income), and

Recognising that - while legislation alone cannot serve to completely eradicate discrimination - an internationally recognized disability code to remedy the social disadvantages of people with disabilities and promote their equal participation in all spheres of life would be of at least some benefit in achieving that goal:

  1. Defines “people with disabilities” to be those that have a physical or mental impairment which, within their own, their guardian’s, or their doctor’s jurisdiction, has a detrimental or consequential effect on their capabilities to execute day-to-day activities;

  2. Requires member states to:

    1. Ensure that people with disabilities, within their jurisdiction, can conveniently access assistive technologies, housing programs, and mental health support services, relevant to their disability;

    2. Provide, in law and in practice, that no qualified applicants for any job receive worse terms and conditions, incentives, or allowances in their employment due to being disabled;

    3. Guarantee, to all people with disabilities, the right to all available, and relevant details regarding their personal medical condition; granted it is within their doctor’s capacity to provide such information;

    4. Refrain from the detainment, whether in medical facilities or otherwise, of people with disabilities, excluding the legitimate punishment of crimes and where it can be proven that the disabled person is a danger to others;

  3. Encourages member states to:

    1. Establish systems of special education for those with visual, hearing, or intellectual disabilities;

    2. Uphold a positive and inclusive stance on disability, particularly in mainstream media, schools, and workplaces;

    3. Utilise and conduct research to allow products and facilities to be used by anyone without the need for significant reworks and modifications; and

  4. Reaffirms the right to not be discriminated on the grounds of disability.

Not entirely understanding the resolution’s glorification of the following:

  • Obesity and consumption of unhealthy foods, while the health problems associated with such practices are not mentioned at all,

  • Lack of child labor and child gambling restrictions, which may contribute to extreme levels of youth crime and general rudeness,

  • A high rate of secularism in East Borland, yet also the heavily religious society of Deep South Borland,

  • Destruction of the environment, despite praising Deep South Borland’s incredible environment,

Dreading the dangerous precedent set by the adoration of such policies, which may result in future recognition of other dangerous nations, scarring the meaning of a commendation,
Emphasizing the many occurrences of the informal and openly sarcastic language used throughout the proposal, such as:

  • The observation that nations are “jumping with joy” over Northern Borland’s extremely high death rate due to the profitability of niche industries that only exist as a result of unfortunate circumstances,

  • Irrelevant details such as the “fashionable” nature of business suits,

  • Various disrespectful descriptions of people-groups such as “murderous lunatics” or “infidels”,

  • Vague claims, such as East Borland “breaking multiple stereotypes” or linking a lack of courts with low crime rates, but not explaining the correlation,

Making a note of Northern Borland’s widespread influence over like-minded nations who wreak havoc on their citizens in pursuit of economic gain, which largely outweighs any positive influences the Borland nations may provide,

Nervously hoping the thousands of votes that went in favor of the resolution without considering the points listed above will be rethought, enabling the Security Council to once again be free of unsophisticated drivel,

Hereby repeals SC#342, “Commend Northern Borland”.

Observing that some people go to great lengths in order to disseminate information that they believe ought to be public knowledge;

Further observing that some people go to great lengths to stop the dissemination of this information;

Noting that this august assembly has already clarified the freedom of the press in Freedom of the Press, hereby enacts the following:

  1. For the purposes of this resolution:

    1. “Whistleblower” is defined as any person disclosing previously known illegal or improper activity by a government official, business, or any other organization recognized under power of law.

    2. “Media outlet” is defined as any private or public entity which disseminates information to a public in a generally accessible medium.

  2. Whistleblowers and media outlets in World Assembly member states shall not be penalized for the dissemination of information about any government project, initiative, or operation provided that:

    1. The information provided does not constitute a threat to critical operational or national security such that its breakdown would result in the breakdown of territorial integrity or loss of life for those involved.

    2. The information provided does not constitute the publication of personally identifying information of any person involved in said operation, though persons disseminating the information may publicize personally identifying information in the event that information is publicly available or is obtained through legally standardized governmental transparency processes.

  3. Whistleblowers and media outlets may not publish personally identifying information of third parties unless said third party is themselves party to a crime committed by a government official.

  4. Whistleblowers and media outlets in World Assembly member states shall not be penalized for the dissemination of financial information of a government official or for the dissemination of a company or government's financial documents.

    1. Businesses in member nations may not hold either whistleblowers themselves or the media outlets who publicize the information obtained by a whistleblower responsible for damages incurred as a result of the publication of aforementioned information.

  5. Whistleblowers in World Assembly member states shall not be penalized for the publication of direct evidence of a crime which has taken place or will take place.

    1. Direct evidence shall include non-violent video, transcripts, documentation, or another method of storing information which contains evidence of a crime that has been committed or will take place under the terms of national law, international law, or a code of conduct instituted by an organization where the crime committed falls under the prerogative of government or international law enforcement.

    2. Video evidence of crimes involving the exploiting of minors may not be disseminated.

    3. Personally identifying information of crime victims may only be published pursuant to prior World Assembly legislation and with the consent of the victim.

    4. Whistleblowers may be held criminally liable for withholding information from law enforcement of crimes that have been committed, are in the process of being committed, or will be committed under national law or international law.

  6. Whistleblowers may not be tried by member states for crimes such as libel, slander, defamation, or other crimes involving speech unless the information disseminated is proven to be demonstrably false or fits into exceptions noted elsewhere.

    1. Similarly, member state governments may not seek legal recourse against any media outlet unless the information is proven to be demonstrably false or fits into exceptions noted elsewhere.

The Security Council,

Noting the recent infiltration and invasion of The Embassy by raider forces,

Celebrating this region’s goal of “be[ing] the largest connector of diversity amongst regions, connecting thousands to each other through a single, neutral point”,

Believing that all regions which do not espouse hateful ideology or undermine the sovereignty of other regions should have the autonomy to pursue their chosen foreign affairs strategies, regardless of the perceived value of those strategies by other regions,

Observing how The Embassy developed an extensive record of interregional communication on its regional message board, which served as a forum for communication between a diversity of regions,

Further noting that there resides within The Embassy an expressed native desire for the occupation to end and retain the regional message board,

Concerned that occupying forces may attempt to alter the regional password, making efforts at liberation impossible, and attempt to forcibly remove the native nations and refound the region, thereby destroying the public cultural heritage of The Embassy’s regional message board,

Confident that, if occupiers are unable to permanently secure the region using a secret password, they will eventually withdraw due to a lack of resources, thereby creating space for this liberation to be repealed and a secret regional password reimposed by the native residents,

Hereby liberates The Embassy.

The General Assembly,

Believing that access to encryption and other secure communication methods in the digital age yields numerous benefits in areas such as personal privacy, consumer protection, and ensuring the integrity of data that is transmitted from one party to another,

Seeking to prevent governments from restricting, compromising or hindering the access and usage of encrypted communication protocols and other means of achieving secure data exchanges,

Hereby:

  1. Defines for the purposes of this resolution:

    1. Encryption as any method which utilizes ciphers to protect the integrity of communications or any other digital data by rendering unencrypted data known as 'plaintext' into an indecipherable form known as 'ciphertext'; which can then only be rendered legible by using a decryption key available to authorized parties, thus denying access to unauthorized parties, and

    2. A secure communication method as a relay, protocol, or standard other than an encryption method intended for communication or otherwise transmitting data and information between two or more digital devices that is intended to prevent the interception of this data or information by any unauthorized parties,

  2. Prohibits member states from:

    1. Banning or restricting user access to any encryption method or other secure communication method, and from enacting any prohibitions upon the implementation of encryption methods or secure communication methods, subject to Article 3, or

    2. Acting to reduce the strength of any encryption method or secure communication method, or

    3. Requiring the usage of insecure encryption methods, technologies, or standards, or

    4. Requiring the insertion of "backdoors" into technologies, tools, or standards that allow states access to private communications through compromised methods of secure communication, or

    5. Requiring third parties to implement methods that would grant an unauthorized party access to secure, private communications between authorized parties,

  3. Permits member states to restrict user access to secure communication methods provided that:

    1. These secure communication methods were originally intended for government or military use, and that

    2. A significant detriment upon the strength or reliability of such secure communication methods can be foreseen or observed as a result of removing restrictions on user access to those outside the government or military,

  4. Clarifies that:

    1. Encryption methods may not be banned or restricted under any circumstances,

    2. The foreseen or observed detriment upon the strength or reliability of secure communication methods required by Article 3(b) to restrict user access to secure communication methods originally intended for government or military use must be sufficient enough to render such secure communication methods either:

      1. Incapable of protecting the privacy and integrity of communications using this secure communication method, or

      2. Unreliable to the extent that communications using this secure communication method are unlikely to reach their intended recipient(s), and that

    3. Member states shall not use any form of coercion in order to bypass any prohibition under Article 2.
