Determined to further this goal by the removal of laws which hinder the access patients have to reproductive care,

Noting that GAR #128 requires all abortion physicians to meet the same qualifications as surgeons and receive a degree of training equitable to that of surgeons, despite the vast majority of abortions not requiring any surgery,

Also noting that GAR #128 allows physicians to neglect their professional duties out of moral objection to abortion, a privilege not guaranteed concerning any other medical procedure,

Concerned that these terms obstruct the ability of pregnant individuals to access the reproductive care guaranteed to them under World Assembly law,

Confident that the political will of member nations and resolutions GAR #29 "Patient's Rights Act", GAR #286 "Reproductive Freedoms", GAR #499 "Access to Abortion", and GAR #523 "Patient Travel Freedoms" provide for the guarantee of reproductive freedom to all individuals under the jurisdiction of member states,

Resolved that the duplicate protections in GAR #128 do not outweigh the compromises it makes to the opponents of reproductive freedoms,

Recognizing that there have been numerous resolutions concerning produced waste storage,

Noting that so far, even with nuclear, chemical and biological resolutions, there has been no catch-all resolution passed to this very day,

Acknowledging that despite all other resolutions' efforts, the problem of non-contained waste is still prevalent today,

Wishing to remedy this situation and further strengthen our goal to alleviate and eliminate produced waste that can harm people and the environment alike,

Further recognizing that although no issue can ever disappear permanently, steps can be taken to alleviate it to the very point where it is no longer significantly affecting our society,

Hereby defines:

PRODUCED WASTE - Any kind of waste discharged from factories and other industrial zones that has the potential to become a problem, e.g. toxic waste, nuclear waste, polluted waste, etc.

BUSINESS - For the purposes of this resolution, any business, private or government-owned, engaging in manufacturing or production of any kinds of goods, or otherwise its operations requiring to operate an Industrial Facility (see definition below.)

STORAGE FACILITY - Facilities carefully constructed and certified to store produced waste inside it without further environmental contamination and destruction for a long period of time.

INDUSTRIAL FACILITY - Any facility owned privately or by the government used to manufacture or produce anything, that can hold the potential of discharging produced waste.

NGOs - Initialism for Non-Government Organizations, of which are private organizations dedicating funding, resources and time to any important cause, in this case the ensured long-term storage of produced waste.

Hereby legislates that:

1. All private businesses utilizing industrial facilities such as factories, must employ at least one storage facility, whether overground or as a bunker. Preexisting but certified facilities are allowed to be utilized by businesses.

2. In the event that businesses cannot acquire a storage facility, national governments and NGOs are encouraged to provide for them by constructing facilities or bunkers around their country.

3. Storage facilities must remain certified as safe for long-term containment, with a minimum standard of 70 years. They must be able to store at least 7,000 metric tons of waste and maintained professionally up until its intended duration.

4. NGOs and national governments are encouraged to invest time and resources in assisting in the effort to an non-contained waste-free world.

5. Measures must be taken in order to reduce waste discharge from industrial facilities of businesses.

6. Penalties in the form of monetary fines shall be distributed to businesses that do not take the necessary measures to store waste properly, even if they are offered facilities from an NGO or a national government.

7. Subsidization from the World Assembly and willing governments of member-states are encouraged, in order to advance towards the goal of a non-contained waste-free world.

8. Governments must also take measures to provide for their own industrial state businesses to have their long-term storage facilities of produced waste.

9. Occasional repairs updates, or overhauls if need be, to the storage facilities shall take place in order to maintain their upkeep as they age.[/spoiler]

UN#167 “International Emergency Number”, which created a standardized telephone number for reaching emergency services;

UN#205 “Repeal ‘UN Patent Law’”, which prevented monopolization of important medicines and inventions;

GAR#38 “Convention Against Genocide”, which solidified the World Assembly’s stance against this heinous crime;

GAR#57 “Refugee Protection”, which helped assist refugees fleeing from persecution; and co-authorship of

GAR#485 “Repeal ‘Disease Naming Compact’”, which cut down on unnecessary bureaucracy within this Assembly;

Introducing Kelssek’s vast participation and hosting within the sporting spheres;

Affirming that due to the large number of entrants and activity, the difficulty and prestige of hosting a World Cup is one of the greatest honors a sporting nation can achieve;

Praising Kelssek’s forays into the World Cup Cycle, including:

Co-hosting World Cup 46 alongside Ad’ihan, the last World Cup of the Jolt Era;

Co-hosting Cup of Harmony 77 alongside Zwangzug, which included lending hosting help to the World Cup 85 Qualifying campaign by way of a Vilitan Plan; and

Winning the Cup of Harmony 43 title against Whirl Islands;

Asserting that while the hosting of a World Cup is demanding, it is eclipsed by hosting the Olympic Games, which is a time-consuming and taxing undertaking that only the most skilled and trusted nations can handle, due to the thousands of entries and hundreds of events;

Emphasizing that cities within Kelssek have hosted no less than four Olympic Games, including:

The IV Olympic Winter Games, held in the city of Alavaria;

The Games of the V Olympiad, held in the city of Outineau;

Co-hosting the Games of the XII Olympiad alongside Vekaiyu, by the cities of Novonaya and Provinsk; and

The XV Olympic Winter Games, held in the city of Clayquot;

Impressed by Kelssek’s athletes achieving a top five medal tally at no less than fourteen Olympic Games at the time of writing, as well as the top medal tally at the VII Winter Olympics in Neverend, Liventia;

Recalling Kelssek’s dominance in the early history of the World Cup of Hockey, which includes the hosting of three editions (13, 20, 39), six podium appearances (5, 8, 9, 13, 14, 19), and one title (14);

Celebrating Kelssek’s other sporting success, including seven Olympic gold medals in water polo (the most in the sport), as well as back-to-back Rugby World Cup titles (11, 12);

Admiring the dedication of Kelssek in curating and contributing to sports history records, nearly singlehandedly in the NSWiki and as part of the administration team in the NationStates Sports Wiki;

Accentuating the longtime residency and diplomacy of Kelssek in The East Pacific;

Saluting Kelssek’s service in The East Pacific's regional government, especially during the crucial reformatory period following The Empire's occupation, including:

Kelssek's part in framing the first Concordat of The East Pacific;

Serving as Vizier from 2009 to 2013;

Serving as Provost in the Magisterium in 2009 and 2011;

Serving as Arbiter of the Conclave from 2011 to 2013; and

Serving as Regional Cartographer from 2004 to 2008;

Noting their role as a mediating party in both the Listonian conflict and the Krechzianko-Vladistock War;

Observing the radio newscasts of the Kelssek Broadcasting Corporation, which kept nations aware of conflicts and resolutions throughout the region for over three years;

Concluding that a nation of such impressive contributions to the wider NationStates community should not go unrecognized;

1. Governments must allow citizens to associate with any organisation of their choosing.

a. Freedom of association with an organisation is subject to the organisation in question allowing such association.

b. An organisation may have criminal penalties attached for association with it on the basis that it actively undermines national security, directs its members to violate national criminal law, includes the commission of crimes among its goals or activities, or spreads, or intends to spread, a message of hate directed toward a specific group. Desiring a targeted resolution to prevent the further proliferation of microplastics in the environment to protect health, safety, and the ecosystem alike,

[*]Establish legal frameworks that plastic producers and manufacturers must follow to minimize accidental nurdle pollution, reduce the risk of nurdle spills, and mitigate the effects of spills when they do occur,
[*]Organize educational campaigns and curricula reforms to inform their citizens of the prevalence of microplastics and ways in which individuals can alter consumer behaviour to reduce microplastic pollution,

[*]constructing a strong diplomatic rapport with TEP’s allies by increasing the regularity of the MoFA’s reports from monthly to biweekly;[/list]

Acclaiming Marrabuk’s role in the revival of the East Pacific News Service - renowned for bringing widely accessible, high-quality coverage of internal and interregional events - as TEP’s regional newspaper, motivating and entrusting citizens with the newspaper's leadership to ensure its successful restoration;

Praising Marrabuk’s initiative in responding to the attempted coup of TEP perpetrated at the very start of their delegacy, utilising TEP’s Regional Message Board (RMB) to rally the wider community of the region to the defence of the legitimate government, as well as enacting proactive measures to protect legitimate delegates of TEP by quintupling the number of viziers and lowering TEP’s endorsement cap from four hundred to three hundred;

Celebrating their highly successful efforts to increase the reach of TEP’s diplomatic connections, leading the way in forging meaningful partnerships, such as:[list]
[*]the restoration of TEP's relationship with 10000 Islands after the deterioration of said relationship under the previous administration; Marrabuk was instrumental in the revitalisation of this relationship, going on to codify it in the Treaty of the Waxing Moon, thus laying the foundation for extensive future cultural collaboration between the two regions such as the Festival of Friends;
[*]the rebuilding of connections with Osiris, coming off a drastic downturn under the preceding delegate, and the congenial collaboration that quickly ensued between the regions’ governments;

If the safety of the recipients of donated blood is the reason given for a restriction on blood donations, the standards of safety must be applied equally to all donors.

A person may be prohibited from donating blood if there are notable risks to the donor's health involved in the process of blood donation or their blood would pose a health risk to the recipient.

If a prospective blood donor knows or suspects that they are a carrier for a blood-borne illness they can be prohibited from donating blood, and it shall be considered a criminal offense to knowingly attempt to donate unsafe blood.

Existing scientific committees created by this body shall be utilized to share information related to blood-borne illnesses and blood donation across member states, as to mitigate any risk of contaminated blood.[/spoiler]

[i]Beginning[/i] with the fact that Minineenee first entered the world stage in Autumn 2003 and since that time has participated in and orchestrated many egregious offenses against the community.

[i]Bringing to light[/i] the first of the coups by Minineenee with the overthrow of The West Pacific on November 2, 2005, wherein Minineenee and their allies in the Core held absolute power under a declaration of martial law following the announcement of dissolution of the constitution with Minineenee as the sitting Delegate. The coup led to a period of instability and chaos in The West Pacific which persisted for many years after.

[i]Observing[/i] that Minineenee spearheaded the formation of Empire, a notorious organization which operated under the cloak of anonymity which was achieved by the promotion of satellite nations to conceal their true identities. Minineenee, as the leader of the organization, drove Empire's formation and contributed greatly to the selection of regions targeted as well as the execution of each of these operations. Empire would go on to enact multiple coups or conduct such attempts on many significant regions across the world from 2008 onwards.

[i]Deeply concerned[/i] by the coup of The East Pacific which was successfully carried out on August 16, 2008, through the satellite nation Lady Phedre and under the aegis of the newly formed Empire. Through the unlawful gathering of endorsements, Minineenee built up to the coup until Gnidrah was finally replaced and the satellite nation of Lady Phedre controlled The East Pacific. Minineenee's roles were as the ringleader of the group and as the head of the illegitimate government, where they most notably served as the Delegate of the coup government of The East Pacific for the duration of the operation. Over one-hundred nations were forcibly exiled from The East Pacific throughout the months in which the coup lasted.

[i]Further disturbed[/i] by the execution of the unlawful seizure of Osiris on December 28, 2012 from the legitimately elected Pharaoh, an effort which was publicly spearheaded by Minineenee’s Empire allies Dalimbar and New Kervoskia but encouraged and driven by Minineenee behind the scenes, as credit for the inspiration and eventual execution was eventually attributed to Minineenee by the executors of the coup.

• The Rejected Realms, both in 2011 and early 2015, attempted by subtly gathering endorsements from unwitting natives of the region through the use of hitherto-unknown satellite nations. Both efforts were outed before they could succeed.

The perception, whether true or not, of a person's sex, sexual orientation, or gender identity may not be used as a defence to a criminal offence, excuse or justification of criminal conduct, or evidence for mitigating a criminal offence's severity in sentencing.

The use of force against another individual is not justified by the mere discovery, knowledge, or disclosure of that individual's sex, sexual orientation, or gender identity.

The moment Lily seized control, they polluted the World Factbook Entry with advertisements, dismissed officers, and closed every single embassy.
[*]In 2020, LIly was able to seize the delegacy from NationStates, and end a streak of 5907 days.
[*]Just a few days ago, Lily established nearly [i]70[/i] new embassies in Plum Island, the region where it holds embassies of the regions they invaded. Think about what they could do in a year.[/list]

In recent events, Lily and The Black Hawks, another ruthless invader agreed to “...look towards a bright future between them and the interregional military.” This not only magnifies the ruthless behavior Lily already exhibits, but it also allies them with a region that has been condemned [i]twice[/i].

At one point, Lily had tagged nearly 40% of [i]all[/i] taggable regions and at this point, holds over 1650 embassies in Plum Island.

The Security Council's motto is “Spreading interregional peace and goodwill, via force if necessary.” This is one of those times where we must take action and use force against Lily to condemn them.

[*]The foreseen or observed detriment upon the strength or reliability of secure communication methods required by Article 3(b) to restrict user access to secure communication methods originally intended for government or military use must be sufficient enough to render such secure communication methods either:
[list=i][*]Incapable of protecting the privacy and integrity of communications using this secure communication method, or
[*]Unreliable to the extent that communications using this secure communication method are unlikely to reach their intended recipient(s), and that[/list]
[*]Member states shall not use any form of coercion in order to bypass any prohibition under Article 2.[/list][/list][/spoiler]
