Country Information

Country Information

The Kingdom of Masere is a French speaking country at the centre of its respective continent, a constitutional monarchy since the civil war, the country is renowned for its citizens freedoms and political stability, however its recently been at the centre of international controversy following the Maldenique Islands War, Operation-250 and the slow progression of decolonization of the various island communities still under Maseri sovereignty.

Politically, the Kingdom’s head of state is King Alain Marsel, the nephew of the previously deposed Matthis Arlenes III following the conclusion of the 1980’s Civil war. Presiding over a constitutional
monarchy, the head of government is the Prime Minister, with the legislative body, the National Assembly being led by the ‘President of the Assembly’, informally referred to as the President.

The Kingdom has multiple internal administrative divisions. As it is a unitary state, ultimate authority is derived from the Central Government however there are multiple interests t hat ensure the state devolves powers on the local level. In decreasing order of importance:

Departments

The most autonomous and politically powerful of the admin divisions, these entities have significant control over local law, and are responsible for maintaining services over the areas they control. Typically speaking the largest cities are included in Departments.

These Departments also tend to internally divide themselves into Cantons.

Provinces

Generally responsible for the more rural and outlying areas of the countries, provinces have a similar level of control over their territory as the departments however due to their population, they generally don’t have the same representation in the National Assembly, in addition due to the tendency
for radical groups to base themselves in provinces, the Central Government reserves the power to rapidly (albeit in limited fashion) deploy the RGDF for peacekeeping purposes, however
legislation forces the Central Government to negotiate with local authorities (outside of extenuating circumstances) for any escalation in RGDF deployment.

Communities

Communities are small somewhat autonomous entities that either for historical reasons or agreements, are outside the control of the provinces or departments.
This entity is small as its limit of control ends where their urban centres or farmland end. It’s very typical to see Communities exist as enclaves surrounded by a Province or Department.

Overseas Communities

These are any defined community that exists outside the Maseri mainland. These also include the various island colonies that are scheduled for independence referendums; however, several Overseas Communities have a majority Maseri population. Overseas Communities are collectively managed by the ColonialAffairs Ministry (The renaming of the Ministry is currently in the proposal stage). In terms of local powers, their Chief Administrator is chosen by the central government however the population elects a local council to run most of the Communitiesaffairs.

Foreign Relations

Relations with Sevincia are to put it simply, in the gutter following the Sevincian border conflict that
occurred part way through the 1980’s Civil War. In conjunction with recent rhetoric from Sevincia, there
are real fears of conflict as Masere treads on thin ice with its northern most neighbour over political
differences and territory in the Bay of Hugeris.
Relations with Qiao Zhelan is practically non-existent outside of border contacts due to the country’s
isolation.

Relations with the Kumoris Union are…Interesting due to the brewing internal conflict between its
member states over the question of Masere’s influence in the region or the desire of some member
states who speak the same language to unify with Masere. In order to avoid provocation, Masere stays
quiet about such questions but it doesn’t stop some factions in the Union from becoming suspicious.
Nagansk and Masere are historical rivals, however ever since Masere rejected absolutism in the 1980’s,
their shared democratic values had caused both sides to re-evaluate their geopolitical alignment. Both
states have since developed a mature defensive alliance, unfortunately opportunities to turn this into a
full-blown alliance have been shut down due to a difference in opinion regarding the Landringen situation.
Relations with the Duchy of Civitalzano has been strained ever since the military junta took control of
the country and turned the duke into a figurehead. However, beyond that, both countries enjoy a healthy
trading relationship in raw resources.

Relations with the Republic of Alpakoyun are generally met with disinterest, however both countries
share democratic norms and a healthy defence and other industry trading relationship, unfortunately
there has been some tension following an alleged backslide in democratic norms within the Republic
following its border conflict with Civitalzano.

Relations with the Federal Republic of Landringen, although not as bad as Sevincia, are still in the gutter
following the Maldenique Islands War, Operation-250, historical contention, as well as the Maseri Air
Forces involvement in routinely bombing militia groups in the country that “Threaten Masere’s national
security”. On occasion both countries can find their state armies fighting very localised small-scale battles
whenever such operations take place.

Relations with the pirate republics in the Charsier Straits are typically done by bullet or GBU-12. The
only thing stopping Masere and likeminded powers from wiping them out is Vespaccian influence &
threats.

Relations with the United Principalities of Vespaccia are very poor, as Masere regards the pirate republics
as proxies for Vespaccia to restrict regional trade, in addition Vespaccia possesses a military comparable
in size to Masere and Sevincia, placing it as a rival and or threat to Maseri interests.
Relations with the Chotovenkan Republic are as similarly strained as Landringen, following the
Maldenique Islands War, prior historical contentions, frustrations over decolonization etc. The primary
saving grace of the relationship is both Masere and Chotovenka have bad relations with Landringen. Even
then, the possibility of another conflict is always on the minds of Masere’s defence planners.
