The old founder CTEd.
The region was seized by raiders.
The raiders were infiltrated by a player who had decided to 'defend' by doing this and then talking their way into control of the puppet used for re-founding.
They succeeded, and then handed this nation over to the player behind the nation of Bears Disarmed because that was the only non-CTEd 'native' nation left.
