History: The territory of Romanovskaya was originally created back in 1744 as a Russian Governorate, known as the Vyborg Governorate which was established in territories ceded by the Swedish Empire in the Great Northern War. In 1812, Sweden ceded the rest of Finland to the Russian Empire. Tsar Alexander I created the Grand Duchy of Finland, but reluctant to reunite the Vyborg Governorate with Finland proper, he created the separate Grand Duchy of Russian Finland.
During the creation of the two duchies, borders were altered between them, with Finland gaining the county of Nyslott from Russian Finland, while the county of Loviisa was transferred from Finland to Russian Finland. The title of Grand Duke of Russian Finland was given to the adult heir of the Emperor of Russia, the first of those being Grand Duke Konstantin I, the younger brother of Tsar Alexander I. He was replaced by Nicholas I when he reached the age of 16, before eventually becoming Tsar of Russia, therefore relinquishing the title of Grand Duke of Russian Finland to his brother, Michael I.
Russian Finland went through a period of Russificaiton from 1812-1917, with ethnic Finns, Swedes and Karelians being deported to Finland proper and replaced with Russian, Belarusians and Ukrainians. Many town names were also changed from their original Finnish/Swedish names to Russian ones.
Following the abdication of Nicholas II in 1917, Grand Duke Michael II (Michael Alexandrovich) was named as successor but deferred acceptance of the throne, meaning he continued to hold the title of Grand Duke of Russian Finland. This situation continued until his disappearance in June 1918. With the whereabouts of Michael II unknown (presumed dead), Grand Duchess Xenia I (Xenia Alexandrovna) declared herself Grand Duchess and head of the House of Romanov. She argued that as dynastic rule in Russia proper had ended, the Pauline Succession Laws did not apply to Russian Finland and that as the eldest sibling to Michael II, she was rightfully the heir to his title.
On 1 July 1918, the Imperial Duma under the direction of Grand Duchess Xenia I, the Grand Duchy of Russian Finland proclaimed its independence from Russia, with the newly independent state being renamed the Grand Duchy of Romanovskaya. Unlike the Tsarist autocratic system that existed in Russia, Romanovskaya granted more power to the national and regional governments, as well as developing a system of direct-democracy. This was done to win favour with the big-tent White movement, with many Whites retreating to Romanovskaya.
From 1939-1941, Romanovskaya opted for a policy of neutrality. However, following the German invasion of Soviet Russia, Romanovskaya, under the direction of Grand Duchess Xenia I, declared war on the Axis powers, aligning itself with the allies. It was a move that proved controversial, given the Soviets had been Romanovskaya’s main adversary up to that point. Xenia I declared however that an invasion of Mother Russia was an act of war against all Russians.
Given its relatively ill-equipped military, the Romanovan military was quickly overrun by the invading Finnish army. In August, Vyborg fell to the Finns, with the Romanovan military, government and the royal family being forced south to the town of Roshchino on the Romanovan-Soviet border. In 1944 the Romanovan army counterattacked the Finns, pushing them right back to the pre-1941 borders.
Other Notes: Although I am doing this as an entirely new app as my nations history and system of government has been drastically altered. There are a couple of things I would ask can be carried over from my own claim. The reason is that I want these to be part of my nation and ill only end up just having to recycle the same posts all over again, pointlessly adding old RP to the RMB.

The Puteyskaya Strategic Development Zone
The Puteyskaya Strategic Development Zone (PSDZ) is a management company currently managing a number of properties and infratructure in the Puteyskaya Financial District in Vyborg, Romanovskaya.
On 18th April 2021, the Government of Romanovskaya via the Minister for Transport & Infrastructure, Igor Medinsky designated the Puteyskaya area of Vyborg as an area of special economic significance, giving the greenlight for the governments desire to have a designated financial district in Vyborg.

The idea of a dedicated financial district in Romanovskaya was first raised in 2016 by Prime Minister Daria Shchegolyayeva, stating that it was necessary for Romanovskaya to have a mordern hub for the financial sector, with the aim of attracting more investment from multinational companies in particular.
Following a lengthy consultations and planning, the project gained renewed momentum in 2020. The Ministry of Transport & Development was charged with the task of finding a suitable location for such a large project. The Puteyskaya area in the north-east of the capital city of Vyborg was proposed by Transport Minister Igor Medinsky and engineers were employed to put forward construction plans and analyse the location to decide if it will be suitable.
Despite some local opposition, particular from environmentalists and some Vyborg residents, the project was given the greenlight in early 2021. Soon after, the Puteyskaya Strategic Development Zone was setup as a corporation by the government to manage the site as well as attract outside investment for the project which was estimated to cost a total of И₽7 billion (~$500 million) to complete.
Given Romanovskaya' relatively small size, funding such a large project would require a large amount of outside investment. The government decided that PSDZ 50% shares should be sold to outside investors, which a long with domestic investors including the Romanovan state itself, the Romanoff Family Foundation, a foundation of numerous companies owned by the Romanov Family, as well as CRC Capital Partners, a private investment firm.
After a bidding process that lasted a number of weeks, PSDZ sold off all 50% of the shares it had offered and secured the necessary investment to get the project off the ground.Below is a table of the current shareholders in PSDZ as of November 2022.

Puteyskaya Financial District, March 2022
There are a number of new buildings constructed specifically to serve the new financial district, the standout being the Rayskaya Bashnya (Paradise Tower). This will is a 130m high skyscraper with 36 stories and includes luxury residential apartments (costing $1-1.5 million each), office spaces, a public viewing gallery, hotel, a number of retail outlets on the ground floor, affordable residential apartments at the rear of the building and a private underground car park for residents only. The cost of the tower alone was И₽2 billion (~$150 million) and will took three years to complete.
Other buildings constructed and managed by PSDZ include modern office buildings, residential accomadation, a small shopping centre, a cinema, a museum and a five-level underground car park. The company also owns various plots within the financial district for further expansion over the coming years.
Infrastructure within the financial district is designed to not only provide current companies and residents with the necessary services, but also be capable of being easily expanded to accomodate further development and a larger population. Streets were widened allowing two lanes of traffic each direction, as well as cycle lanes in both directions. Vyborg bus services invested in new buses to operate new routes servicing the financial district.
Romanovskaya' largest internet service provider company ROMNET installed the latest 5G networks within the financial district. By February 2022, they announced that every premises within the financial district had access to the highest speed internet available.

I N V E S T I G A T I O N S
On the banks of the Burnaya Reka there is a secret settlement, one which has no official name or administrative status. Situated a few kilometers from the village of Udoltsovo in Korelasky District, the story behind this illusive community has never been covered until now.
The settlement was brought to our attention recently following rapid development of the site within the last 2 years. This was initially observed with the use of satellite imagery of the site.
Using the above satellite images, we observed that there is a high level of opulence in this community with properties often containing swimming pools, as well as at least three tennis courts, a number of stables and even a small golf course. Given the rural location, this level of luxury is not typical with the other settlements in the area.
We decided to try visit the settlement a few weeks ago, but upon arrival, turning off the 41A-025 road, we were greeted by a closed gate and two security officers. The informed us access was for residents only and turned us away. They refused to answer our questions as to the name of the settlement, its residents or its purpose.
Recently, we received an anonymous e-mail containing a construction contract at the site for a house. The signatory to the contract was listed as RUNIK 50273 LLC. According to the national registry of companies, RUNIK 50273 LLC was founded in 2015 . The address listed as the headquarters of the company turns out to be an empty plot of land in the Krasnoozernoe area of Vyborgsky District. No other information on the company has been listed in terms of an outright owner or shareholders.
Also contained in the contract obtained from an anonymous source was a name for the settlement, called "Korelasky-73". The significance of the numer "73" is unknown other than they are the last two digits in the company name that as we have subsequently discovered, owns all the land the settlement is built on.
Our main concern with this investigation now is discovering who its residents are. Clearly, these are wealthy individuals, with the largest property being a mansion which itself is gated and closed away from the rest of the settlement, while even the smaller properties are still luxurious with many amenities we mentioned previously.
Of course the wealthiest people in Romanovskaya are the Romanovs, the Princely Family. However we don't believe they are connected to Korelasky-73 or RUNIK 50273 LLC. Clearly, the people behind this wish to try to hide their wealthy status which effectively rules out the Romanovs in our view. More likely, those involved are either those involved in organised crime, those involved in government or most worryingly, a combination of the two.
Our main suspect would be notorious mafia boss Vsevolod Ivankov. Making his money in raketeering and drug trafficking, Ivankov is known to still reside in Romanovskaya, usually only seen when attenting court in Vyborg. His address is unkown, which if he is indeed residing in Korelasky-73 that is perhaps not surprising.
Naturally our attention must also be drawn to members of the government. There can be no doubt they are aware of the existence of Korelasky-73, and most interestingly its likely some of them have had dealing with Ivankov before. The Prime Minister Daria Shchegolyayeva is married to successful businessman and owner of Vyborg Shipyard Leonid Charkov who is rumoured to have aquired Ivankov's services to help in his takeover of the shipyard back in the 1990s.
When Shchegolyayeva was asked about connections to Ivankov, she has always insisted neither her or her husband have had any dealings with the gangster. Of course this would be the expected answer, even if she does know Ivankov personally she would never admit it. We believe its highly likely that not only are certain government ministers aware of Korelasky-73, but members of Shchegolyayeva's inner circle most likely have been bribed with properties in the settlement.
Of course this is largely based on speculation due to the lack of information about Korelasky-73. If anyone has information concerning the settlement we ask you to please contact us anonymously to help us investigate this further. With your help, we can help bring criminals and corrupt officials who rob us all to justice.

Sets Up In Romanovskaya

A new company was founded today and a press conference was given by two of the shareholders, Mr. Ivan Golitsyn and H.S.H. Prince Dmitri Dmitrievich Romanoff representing the RGT Group as Chairman of said organisation. Businessman Ivan Golitsyn will take a 10% stake in the newly formed US Motors Europe Ltd, while RGT Group will have a 30% stake.
The rest of the company will see 30% being owned by the Dodge Motor Company, and the final 30% owned by the General Motors Company. The company was setup with the intention in providing US car manufacturers with a base in Europe to access a market they have found difficult to break into in the past. The company will immediately begin importing cars by the Dodge and Cadillac brands for sale in Romanovskaya and to be exported further onto other European nations.
A longer term project of having a factory built in the coastal town of Primorsk has also been given the green light. Prince Dmitri Dmitrievich highlighted how much of a boost to the economy this project brings, with the construction of the facility bringing immediate employment to the area, and eventually the employment of factory workers.

It is said that once the factory is fully operational it will employ around 2,000 staff, with further expansion possible in the long term future. Mr. Golitsyn stated on the reasoning for having an assembly plant in Romanovskaya:
"What it means that instead of having to pay for the cost of importing cars from the US, which carries extra expense, the cars are built here under license from the respective parent companies. That, combined with our low corporate tax rates means we can export these cars around Europe at a much reduced cost and be a very strong competitor in the automotive sector in Europe."
Prince Dmitri Dmitrievich added: "I want to also thank Mr. Golitsyn for his work in getting this project off the ground. He has invested heavily to generate jobs for his fellow countrymen and I highly appreciate that. I also want to thank our partners in US including Dodge, General Motors and the US Ambassador Isaac Truman who have all done such a good job in getting this project up and running."

e-Residency Programme
Gets Green Light

On 21 October 2019, the Imperial Duma unanimously voted to extend national digital e-residency rights to foreigners by the end of the year. After a short delay, the Government announced today the programme will be rolled out. With this e-residency programme, one of the least populous countries in Europe with a population of 260,000 people, intends to attract around 5 million “digital citizens” by 2025.
Romanovans say their open and online culture – 87% of the population has internet access – is behind this experiment on a state level, and there has been little controversy over the move. It is hoped that foreign citizens will be encouraged to open an online business in the Romanovan domain. Authorities say with their online system, applications can be processed in as little as 18 minutes. Once an application is processed, applicants will be asked to attend an interview either in Vyborg or at one of the many Romanovan embassies around the world. The total cost is set at И₽900 ($63).
“The primary goal of the e-residency initiative has been straightforward: to make life and business easier for our international partners and non-resident foreigners who have a relation to Romanovskaya – who invest, work or study here and do trade with us,” says Ludomir Rychenkov, who works in the government’s strategy unit and is one of the drivers behind the scheme.
Digital identity for non-residents will have nothing to do with constitutional rights or actual citizenship – it’s about everyday matters. Access will come in the form of an ID card with a microchip and no photo, used with two-step authentication and a USB card reader.
“General banking, government dealings, company management, contracts, medical visits; non-residents will have secure access to online services and ability to digitally sign in legally binding manner just like Romanovans do,” says Rychenkov.

Critics have expressed concerns about the level of centralised data the Romanovan government holds on those with ID cards. But the Vyborg Government is keen to reassure people that privacy is paramount as they continue to expand e-services.
“We have to protect everyone’s privacy,” said Daria Shchegolyayeva, Romanovan deputy prime minister and Minister of Finance, during a speech today in Vyborg. “Trust is a basic principle. If people can’t trust e-services, they will never use them.”
Luka Utyosov, a 26-year-old project manager on the scheme, admits that the project is still evolving, but believes it is positive that Romanovskaya seeks to be technologically innovative.
“It’s most definitely an experimental development,” he says. “I’m bringing more of a start-up ideology to the government side.”
“It seems obvious that everyone else should be able to use these services,” says Utyosov. “The inspiration is from the negative side of how, in 25 years of the internet existing, places still don’t do business internationally seamlessly. How can the internet not be ready yet?
“There’s also so much fraud,” adds Utyosov. “I was flat-hunting in Germany last summer and the first three turned out to be scams. I had to go to Germany to sort it out. This new initiative for Romanovskaya is about trust, authentication and a simpler way of life. You can make a signature online. It’s about very basic things.”
