The 2024 Chihoese General Elections are scheduled to be held on 7 October 2024. Voting will take place for all 487 constituencies of the Parliament of Chiho.

Reapportionment [edit]


Reapportionment occurs every 2 general elections or every eight years. The previous reapportionment occurred in 2016, for the 2016 General Election, where seven new seats were added to Parliament. Under the current Elections Act, each constituency should have no more than 125,000 persons with a +/-5% margin. With current population growth estimates of 260,000 new Chihoese, Elections Chiho has determined a requirement for two additional seats for the 2024 General Elections, for a total of 487.

Niihama and Mizuho are set to receive an additional seat each, while most electoral boundaries in all provinces are set to be readjusted to meet the population quota. Constituencies with populations significantly below the 5% margin, especially in sparsely populated regions, will likely remain to ensure effective representation.

Economy

Economic issues at the forefront of the election largely centered around two major themes: the uneven nature of Chiho's rapid economic growth, and the sustainment of economic growth amid signs of slowing growth.

Foreign Affairs

Debates around foreign policy centered around Chiho's possible path to membership in one of the international military alliances. Chiho has historically maintained a policy of armed neutrality centered around cultivating a strong and capable military, and maintaining friendly relations with most nations.

The Democratic Alliance and its member parties have endorsed a policy of pursuing such membership, but the potential military alliance had remained yet unnamed before the start of their campaign. While all three parties in Democratic Alliance endorse this change in foreign policy, the Social Democratic Party and the Progressive Party insisted on a more measured and careful approached in pursuing this foreign policy shift. Parties within the bloc had previously held a neutral or opposing stance with regard to international military alliances. However, changing public opinion and shifting international power dynamics, combined with the general feeling of ineptness on the part of the League of Nations, has shifted policies positions with the bloc to favour associating with one of the military alliances.
In July 2024, while campaigning in Fujiwara, Prime Minister Toyoda officially acknowledged the blocs intention to push forward a vote in Parliament to join the Collective Security Alliance Treaty's (CSAT) Membership Action Plan, should they form government following the election. [1]

The Conservative Group political bloc consisting of the Nationalist Party, Justice Party, and Commonwealth Party have set a mixed message thus far regarding this foreign policy shift. Both the Nationalist Party and Justice Party have come out strongly supporting Chiho's membership in CSAT, with Nationalist Party leader Hiroshi Fujisaki calling it "a fundamental necessity for Chiho in [our] future in the global age". With the ousting of Hiroshi Fujisaki as the party leader of the Nationalist Party in the party's July 2024 leadership election by Yuko Hayashi, the party took a more firm and hardline stance in their views on pursuing CSAT membership. Hayashi would support a "fast tracking" of membership should she become prime minster.
The Commonwealth Party on the other hand, maintains that Chiho should remain strong and independent in some elements of its foreign policy, especially in the realm of defence, but acknowledges that "there may be a common ground with regard to this issue among our [political] bloc partners".
The Conservatives have also called for the reduction of foreign aid spending, and the increased use of foreign investment initiatives to bolster Chiho's economic outlook and as an additional tool in fulfilling foreign policy objectives.

The "third parties" have maintained mixed policy statements with regard to Chihoese membership in an international military alliance.
Citizens Alliance and Localist League have both stated that they would present the issue as a referendum question should they achieve electoral success.
Peace and Prosperity, along with Green Chiho, have come out strongly opposing any changes to Chiho's stance on armed neutrality. ...
