In light of the rampant crime plaguing the people of Johannes land, it is understood that they cannot be hindered from defending themself and seeking justice if necessary.
Thus, the following reforms shall take place:

• When an entity commits a crime against a citizen, the citizen may use any force necessary to neutralize the threat and deliver them to law enforcement.

• When an entity commits a crime against a citizen and flees the scene, the citizen may pursue the perpetrator and deliver them to law enforcement with the exclusion of lethal force. If the perpetrator resists capture, all force used to neutralize them falls under self defense, including lethal force, and shall not be used against the citizen in a court of law.
  

May this legislation unearth liberties and rights of the Johannian people which have been unfairly obstructed by governments thus far.
