Considering the years of oppression and injury that impacted Johannes land while under the boot of The Principality of The Imperial Dominance, and seeing that this oppression and injury has continued towards its own citizens, it is declared today that all the following reforms shall take place.

• A new branch of the Johannian militia shall be founded, entitled the "Austrittskraft." ("Exit Force")

• Any citizen of The Principality of The Imperial Dominance that attempts to flee the confines of the state shall be aided in their efforts by the Austrittskraft, and given safe passage directly to Johannes land.

• Said refugees shall be given temporary asylum, where they will be allowed to apply for citizenship in Johannes land or be given safe passage to Night city ma if they choose.

• Any order to return said refugees given by The Principality of The Imperial Dominance shall be null and void.
  

May this legislation rectify the wrongs done by The Principality of The Imperial Dominance.
