Mission and scope of the SCDF

The SCDF exist as a voluntary defensive force whose sole mission is to protect the nation from armed invasions or attacks from forces abroad. With the exceptions of the PC, CC and IC, the SCDF are a last-line of defense. Use of shrewd and calculated diplomacy is the preferred method to prevent the vast majority of international conflicts from even arising. Since Suceavija is not an imperialist superpower, offensive capabilities are not required; thus the size of the SCDF is minimal.

The SCDF consist of six small, efficient divisions:





1) Peace Corps (PC)

The PC are charged with reducing the need for a weaponized defensive force by proactively extinguishing potential flashpoints through peaceful intervention abroad. Such peaceful intervention includes natural and man-made disaster relief management, humanitarian aid, civilian protection during armed conflicts, immigration management (foreign and domestic), and amnesty protections for persecuted groups and individuals. The PC are also charged with maintaining domestic tranquility and responding to major man-made and natural crises in order to protect the rights, health, safety and well-being of the public.






2) Ground Corps (GC)

The GC are charged with terrestrial defense of the nation. They do not exist as a conventional army but as a tightly-knit clandestine group of citizens who are specially trained and equipped to ward off invasions. They have the distinct advantage of being virtually undetectable in size or locale by foreign nations. Their bases are disguised or located underground, though located throughout the nation away from population centers to protect the safety of civilians. One of the few visible signs of the GC's existence is the border patrol division that manages and protects all terrestrial borders and points of entry.






3) Aeronautical Corps (AC)

The AC are charged with maintaining defensive capabilities for the skies and outer space across the nation. They have jurisdiction over civilian aviation security and managing public and private airports and spaceports.






4) Nautical Corps (NC)

The NC are charged with maintaining defensive capabilities for the seas and navigable inland waters of the nation. They have jurisdiction over maritime security and managing public and private seaports.






5) Cyber Corps (CC)

The CC are charged with maintaining defensive capabilities for the nation's internet infrastructure. They have jurisdiction over internet security against foreign and domestic hackers and saboteurs.






6) Intelligence Corps (IC)

The IC are charged with gathering and synthesizing data from embassies and foreign intelligence agencies to produce intelligence for the government in order to develop its foreign policy and national defense policy. The IC operate in total secrecy as they warn the government of real and potential threats from abroad and keep the government abreast of global affairs.





Rules and controls on the SCDF

  • The government is forbidden to use the SCDF to strike first in military conflict, though threats or attacks that are known to be imminent shall be regarded as a first strike against the nation.

  • The government is forbidden to use the SCDF or threat of their use for extorting trade agreements or other non-defensive foreign policy initiatives.

  • The SCDF are fully under the command of the democratically-elected president while funding for military operations shall be solely granted and administered by the democratically-elected parliament.

  • The conduct of the SCDF during armed conflict must strictly comply with the governing standards on such conduct as prescribed by the World Assembly.

  • The SCDF are forbidden to develop, produce, use or facilitate in the use of weapons and tactics of massive destruction, indiscriminate harm, unnecessary suffering, and extended environmental consequence. Such weapons and tactics include nuclear warheads; depleted uranium; white phosphorus; cluster munitions; landmines and seamines; incendiary and poisonous liquids and gases; biological agents and pathogens; psychological and physical torture; conventional mechanical weapons known to have poor precision or unreliable guidance systems to their intended targets; and any others that are known or intended to permanently damage any of the human senses, reproductive systems, or genomes.

  • The SCDF may offer incentives to entice new officers to join their ranks as well as to retain existing officers, though are forbidden to use deceit or extortion in order to achieve these ends.

  • The SCDF must comply with all national laws and policies regarding remuneration of officers, though for purposes of practical training and operations are not subject to all national labor laws regarding performance standards, working conditions and hours.

  • The SCDF may only perform their operations using the resources granted by the democratically-elected parliament and may not engage in alternative fundraising activities other than utilizing substantiated public appeals to the national parliament for additional resources.

  • There shall be no barriers to entry for prospective officers in the SCDF beyond an initial universal set of performance and intelligence criteria that all potential officers must satisfy in order to be admitted. All officers shall be evaluated for their career advancement, as well as any adjustments to their remuneration, based solely on their ability to meet or exceed similar criteria established for various career positions and remuneration scales within the SCDF.
