By the grace of Arran Drake of the House Quilor, ascendant to the Throne of the Emperor of Kantrias,

The Emperor has proclaimed;

1. In accordance with Article V-B and Article V-C of the Imperial Constitution, the Emperor hereby reaffirms that he has organized Arda en Estel into the classification of Colony.

2. - In accordance with Article V-A of the Territorial Organization and Governance Act (001/2024), the Emperor hereby removes Emerstari Cerné from the position of Viceroy of Arda en Estel.

3. - In accordance with Article V-A of the Territorial Organization and Governance Act (001/2024), the Emperor hereby appoints Ammarah Al-Asteorra as Viceroy of Arda en Estel, to take on the rights, duties and responsibilities that come with the appointment.

   1. In accordance with Article V-A-I of the Territorial Organization and Governance Act (001/2024), the Emperor hereby directs the Viceroy of Arda en Estel to create and implement a Plan of Action.
